Real freedom

Real freedom is a term coined by the political philosopher and economist Philippe Van Parijs. It expands upon notions of negative freedom by incorporating not simply institutional or other constraints on a person's choices, but also the requirements of physical reality, resources and personal capacity. To have real freedom, according to Van Parijs, an individual must:

1. not be prevented from acting on their will (i.e. they must have traditional negative freedom)
2. possess the resources or capacities actually to carry out their will.

Under this conception, a moral agent could be negatively free to take a holiday in Miami, because no-one is forcing them not to (condition 1 is met); but not really free to do so, because they cannot afford the flight (condition 2 is not met). Similarly, someone could be negatively free to swim across the English Channel; but not really free, because they are not a good enough swimmer and would not be able to succeed in the task. Real freedom is, then, a matter of degree — one is more or less really free, not just either really free or not; and no-one has complete real freedom yet — no-one is currently really free to teleport to Mars, for instance.

Real freedom expands on negative freedom by adding the idea of actually being able to exercise a capacity or resource in the absence of constraint; but does not go as far as some ideas of positive freedom, by refraining from appeal to self-government by a real, best, or higher self.

The concept can be compared to Tawney's analysis on Equality of Opportunity in his 1931 Equality: "It has been interpreted rather as freedom from restraints than as the possession of powers. Thus conceived, it has at once the grandeur and the unreality of a majestic phantom."

Politics

Van Parijs uses the concept of real freedom as part of his influential argument for a universal basic income. [1]

Thelema asserts a similar belief that all have right to live, die, think, move, eat, drink, create, and love as they will, and "every person has the absolute and equal right to accomplish their Wills." “The Law is for all,” (Liber AL vel Legis I:34). [2]

Political freedom is a central concept in history and political thought and one of the most important features of democratic societies. Political freedom was described as freedom from oppression or coercion, the absence of disabling conditions for an individual and the fulfillment of enabling conditions, or the absence of life conditions of compulsion, e.g. economic compulsion, in a society. Although political freedom is often interpreted negatively as the freedom from unreasonable external constraints on action, it can also refer to the positive exercise of rights, capacities and possibilities for action and the exercise of social or group rights. The concept can also include freedom from internal constraints on political action or speech. The concept of political freedom is closely connected with the concepts of civil liberties and human rights, which in democratic societies are usually afforded legal protection from the state.

Distributive justice concerns the socially just allocation of resources, goods, opportunity in a society. It is concerned with how to allocate resources fairly among members of a society, taking into account factors such as wealth, income, and social status. Often contrasted with just process, which is concerned with the administration of law, distributive justice concentrates on outcomes. This subject has been given considerable attention in philosophy and the social sciences. Theorists have developed widely different conceptions of distributive justice. These have contributed to debates around the arrangement of social, political and economic institutions to promote the just distribution of benefits and burdens within a society. Most contemporary theories of distributive justice rest on the precondition of material scarcity. From that precondition arises the need for principles to resolve competing interest and claims concerning a just or at least morally preferable distribution of scarce resources.

Citizen's dividend is a proposed policy based upon the Georgist principle that the natural world is the common property of all people. It is proposed that all citizens receive regular payments (dividends) from revenue raised by leasing or taxing the monopoly of valuable land and other natural resources.

The division of human rights into three generations was initially proposed in 1979 by the Czech jurist Karel Vasak at the International Institute of Human Rights in Strasbourg. He used the term at least as early as November 1977. Vasak's theories have primarily taken root in European law.

Positive liberty is the possession of the power and resources to act in the context of the structural limitations of the broader society which impacts a person's ability to act, as opposed to negative liberty, which is freedom from external restraint on one's actions.

Economic freedom, or economic liberty, is reflected in the agency of people to make social/economic decisions. This is a term used in economic and policy debates as well as in the philosophy of economics. One approach to economic freedom comes from the liberal tradition emphasizing free markets, free trade, and private property, property rights being a basic human right under the Universal Declaration of Human Rights article 17 "Everyone has the right to own property alone as well as in association with others", rights that can only be fully exercised in a free and open economy. Another approach to economic freedom extends the welfare economics study of individual choice, with greater economic freedom coming from a larger set of possible choices. Other conceptions of economic freedom include freedom from want and the freedom to engage in collective bargaining.

Negative liberty is freedom from interference by other people. Negative liberty is primarily concerned with freedom from external restraint and contrasts with positive liberty. The distinction originated with Bentham, was popularized by T. H. Green and Guido De Ruggiero, and is now best known through Isaiah Berlin's 1958 lecture "Two Concepts of Liberty".

Self-ownership is the concept of property in one's own body, often expressed as the moral or natural right of a person to have bodily integrity meaning the exclusive right to control one's own body including one's life, where 'control' means exerting any physical interference and 'exclusive' means having the right to install and enforce a ban on other people doing this. Since the legal norm of property title claim incapacitates other people from claiming property title over the same resource at the same time, the right to control or interfere with one's own body in any arbitrary way is secured. Anarcho-capitalism defines self-ownership as the exclusive right to control one's body as long as the owner does not aggress upon others, leading to the concept of the sovereign individual. In Minarchism the 'exclusive right' is understood by separating the 'liberty-to' from the 'liberty-from' where for each person the 'liberty-to' is restricted by all the 'liberty's-from' of others, effectively subjecting the 'liberty-to' to the ban on the usage of force. Thereafter self-ownership means the exclusive right to control one's body insofar considering action between inhabitants and not involving the state, making it roughly a pacifist morality only among inhabitants. Liberty is the state of being free within society from oppressive restrictions imposed by authority on one's way of life, behavior, or political views.

"Two Concepts of Liberty" was the inaugural lecture delivered by the liberal philosopher Isaiah Berlin before the University of Oxford on 31 October 1958. It was subsequently published as a 57-page pamphlet by Oxford at the Clarendon Press. Claus Offe is a political sociologist of Marxist orientation. He received his PhD from the University of Frankfurt and his Habilitation at the University of Konstanz. In Germany, he has held chairs for Political Science and Political Sociology at the Universities of Bielefeld (1975–1989) and Bremen (1989–1995), as well as at the Humboldt-University of Berlin (1995–2005). He has worked as fellow and visiting professor at the Institutes for Advanced Study in Stanford, Princeton, and the Australian National University as well as Harvard University, the University of California at Berkeley and The New School University, New York. Once a student of Jürgen Habermas, the left-leaning German academic is counted among the second generation Frankfurt School. He currently teaches political sociology at a private university in Berlin, the Hertie School of Governance.

In economics, scarcity "refers to the basic fact of life that there exists only a finite amount of human and nonhuman resources which the best technical knowledge is capable of using to produce only limited maximum amounts of each economic good." If the conditions of scarcity didn't exist and an "infinite amount of every good could be produced or human wants fully satisfied ... there would be no economic goods, i.e. goods that are relatively scarce..." Scarcity is the limited availability of a commodity, which may be in demand in the market or by the commons. Scarcity also includes an individual's lack of resources to buy commodities. The opposite of scarcity is abundance. Scarcity plays a key role in economic theory, and it is essential for a "proper definition of economics itself".

"The best example is perhaps Walras' definition of social wealth, i.e., economic goods. 'By social wealth', says Walras, 'I mean all things, material or immaterial, that are scarce, that is to say, on the one hand, useful to us and, on the other hand, only available to us in limited quantity'."

The issue of the universal basic income gained prominence on the political agenda in Netherlands between the mid-1970s and mid-1990s but it has disappeared from the political agenda over the last fifteen years.

<span class="mw-page-title-main">Universal basic income</span> Welfare system of unconditional income

Universal basic income (UBI) is a social welfare proposal in which all citizens of a given population regularly receive a minimum income in the form of an unconditional transfer payment, i.e., without a means test or need to work. In contrast a guaranteed minimum income is paid only to those who do not already receive an income that is enough to live on. A UBI would be received independently of any other income. If the level is sufficient to meet a person's basic needs, it is sometimes called a full basic income; if it is less than that amount, it may be called a partial basic income. No country has yet introduced either, although there have been numerous pilot projects and the idea is discussed in many countries. Some have labelled UBI as utopian due to its historical origin.

Universal basic income has been debated in the Nordic countries since the 1970s. It has mostly been seen as a radical and utopian proposal and not taken seriously by the big political parties. However, 1 January 2017 to 1 January 2019 Finland conducted a basic income pilot which got international attention. There are also some political parties and some politicians and journalists in all Nordic countries who are pushing for the idea of a guaranteed income. The Green parties for example, are generally interested in universal basic income, as well as the Pirate parties.

Karl Widerquist is an American political philosopher and economist at Georgetown University on its campus in Qatar. He is best known as an advocate of basic income, but is also an interdisciplinary academic writer who has published in journals in fields as diverse as economics, politics, philosophy, and anthropology. He is a consistent critic of propertarianism, right-libertarianism, social contract theory, and the belief that modern societies fulfill the Lockean proviso.
