Recycling in the Netherlands

Recycling in the Netherlands is under the responsibility of local authorities. [1] [2] Different localities implement different systems, and also within a municipality there can be multiple regimes. Municipalities publish a yearly calendar of the pickup dates and the addresses of the waste separation and recycling stations. [3]

Municipality Recycling facilities

All municipalities are required to provide known collection points for recyclable and/or hazardous materials. All types of separated trash can be accepted here for free or a small sum depending on type of material (green stuff and concrete/bricks is usually free). Some stores perform collection of chemicals (paint, batteries). There are a great number of second-hand shops (run by charity organisations) that accept goods for processing, which consists of re-use, recycling and burning it as fuel.

Facts and figures

Landfill usage has been lowered significantly from 13% in 1992 to 3% in 2016. [9] Dutch household waste recycling averages 49% (2012). [10]

The amount of separated household waste in the Netherlands was around 60% in 2014. The Dutch government wants 75% of household waste to be separated by 2020, which means that waste will decrease from 250 kilograms per capita per year to 100 kilograms per capita per year in 2020. [11]

Recycling expertise

The Dutch have a lot of experience in recycling, stimulated by lack of free grounds and significant government funding. This expertise is sensibly exported. A 2006 article reports Dutch involvement in reform of recycling in the UK.

EU Regulations

National law concerning recycling is heavily influenced by EU regulations. Reforms may have great impact on national collection systems (for instance a downgrade of the recycling system is imaginable, when deposits on types of drink containers are lifted). Also, the environmental impact of industry is closely guarded by EU standards.

Deposit systems

Deposit systems are in use for beer bottles, larger plastic bottles, and plastic crates for bottles. For these items, the deposit (or statiegeld) is returned by automated machines at supermarkets. A video of such a machine in use and returning the deposit is available on YouTube. [12]

Gas bottles and household appliances are also covered by this. Although for these the money is never returned, it requires a shop owner to accept the discarded item it replaces, if handed in. The used term is "verwijderingsbijdrage" or "removal fee". Extra earnings from this system are spent on investments in the recycling industry.

On 24 April 2020, the State Secretary for Infrastructure and Water Management Stientje van Veldhoven announced that plastic bottles smaller than 1L will be subject to a 0.15 deposit, starting on 1 July 2021. Beverage cans will be subject to a deposit in 2022 if the industry doesn't succeed to reduce the presence of cans in the environment with 70% in 2021. [13] Dutch environmental organisations acclaimed the decision. [14]

Recycling is the process of converting waste materials into new materials and objects. This concept often includes the recovery of energy from waste materials. The recyclability of a material depends on its ability to reacquire the properties it had in its original state. It is an alternative to "conventional" waste disposal that can save material and help lower greenhouse gas emissions. It can also prevent the waste of potentially useful materials and reduce the consumption of fresh raw materials, reducing energy use, air pollution and water pollution.

<span class="mw-page-title-main">Oregon Bottle Bill</span>

The Oregon Bottle Bill is a container-deposit legislation enacted in the U.S. state of Oregon in 1971 that went into effect in October 1972. It was the first such legislation in the United States. It was amended in 2007 and 2011. It requires applicable beverages in applicable sizes in glass, plastic or metal cans or bottles sold in Oregon to be returnable with a minimum refund value. The refund value was initially 5 cents until April 1, 2017, when it increased to 10 cents. The Oregon Legislature has given the Oregon Liquor Control Commission the authority to administer and enforce the Bottle Bill. Oregon Beverage Recycling Cooperative (OBRC), a private cooperative owned by retailers and beverage distributors, administers the collection and transportation of returned containers and keeps all the unclaimed deposits. Materials from returned containers are sold by the OBRC and proceeds are handed out to beverage distributors. In 2022, the bottle bill was expanded to include canned wine, which will become eligible for redemption on July 1, 2025.

<span class="mw-page-title-main">Litter</span> Waste products disposed of incorrectly at an inappropriate location

Litter consists of waste products that have been discarded incorrectly, without consent, at an unsuitable location. The word litter can also be used as a verb: to litter means to drop and leave objects, often man-made, such as aluminum cans, paper cups, food wrappers, cardboard boxes or plastic bottles on the ground, and leave them there indefinitely or for other people to dispose of as opposed to disposing of them correctly.

<span class="mw-page-title-main">Container-deposit legislation</span> Return of beverage containers for refund

Container-deposit legislation is any law that requires the collection of a monetary deposit on beverage containers at the point of sale and/or the payment of refund value to the consumers. When the container is returned to an authorized redemption center, or retailer in some jurisdictions, the deposit is partly or fully refunded to the redeemer. It is a deposit-refund system.

A reverse vending machine (RVM) is a machine that allows a person to insert a used or empty glass bottle, plastic bottle, or aluminum can in exchange for a reward. After inserting the recyclable item, it is then compacted, sorted, and analyzed according to the number of ounces, materials, and brand using the universal product code on the bottle or can. Once the item has been scanned and approved, it is then crushed and sorted into the proper storage space for the classified material. Upon processing the item, the machine rewards people with incentives, such as cash or coupons.

Municipal solid waste (MSW), commonly known as trash or garbage in the United States and rubbish in Britain, is a waste type consisting of everyday items that are discarded by the public. "Garbage" can also refer specifically to food waste, as in a garbage disposal; the two are sometimes collected separately. In the European Union, the semantic definition is 'mixed municipal waste,' given waste code 20 03 01 in the European Waste Catalog. Although the waste may originate from a number of sources that has nothing to do with a municipality, the traditional role of municipalities in collecting and managing these kinds of waste have produced the particular etymology 'municipal.'

<span class="mw-page-title-main">Glass recycling</span> Processing of turning glass waste into usable products

Glass recycling is the processing of waste glass into usable products. Glass that is crushed or imploded and ready to be remelted is called cullet. There are two types of cullet: internal and external. Internal cullet is composed of defective products detected and rejected by a quality control process during the industrial process of glass manufacturing, transition phases of product changes and production offcuts. External cullet is waste glass that has been collected or reprocessed with the purpose of recycling. External cullet is classified as waste. The word "cullet", when used in the context of end-of-waste, will always refer to external cullet.

Since the 1980s, most mid to large municipalities in most provinces have recycling programs, relying on curbside collection with either bins, boxes, or bags. These systems are not standardized, and the specific process differs for each province. Certain provinces have container-deposit systems in place for bottles, cans, and other beverage containers.

Rates of household recycling in Ireland have increased dramatically since the late 1990s. The Irish Environmental Protection Agency (EPA) is the agency with overall responsibility for environmental protection in Ireland and monitors rates of recycling in Ireland along with other measures of environmental conditions in Ireland. The EPA, along with Repak, the principal organisation for packaging recycling in Ireland, report on recycling rates each year. In 2012 Ireland’s municipal solid waste (MSW) recycling rate was 34%, while the rate of packaging recycling reached 79%. The amount of municipal waste generated per person per year in Ireland has fallen significantly in recent years. This figure remains above the European Union annual municipal waste average of 503 kg per person, however. Each local council in Ireland has considerable control over recycling, so recycling practices vary to some extent across the country. Most waste that is not recycled is disposed of in landfill sites.

<span class="mw-page-title-main">Recycling in the United Kingdom</span>

In 2015, 43.5% of the United Kingdom's municipal waste was recycled, composted or broken down by anaerobic digestion. The majority of recycling undertaken in the United Kingdom is done by statutory authorities, although commercial and industrial waste is chiefly processed by private companies. Local Authorities are responsible for the collection of municipal waste and operate contracts which are usually kerbside collection schemes. The Household Waste Recycling Act 2003 required local authorities in England to provide every household with a separate collection of at least two types of recyclable materials by 2010. Recycling policy is devolved to the administrations of Scotland, Northern Ireland and Wales who set their own targets, but all statistics are reported to Eurostat.

<span class="mw-page-title-main">Recycling in Japan</span>

Recycling in Japan, an aspect of waste management in Japan, is based on the Japanese Container and Packaging Recycling Law. Plastic, paper, PET bottles, aluminium and glass are collected and recycled. Japan’s country profile in Waste Atlas shows that in 2012 Recycling Rate was 20.8%.

There are ten states in the United States with container deposit legislation, popularly called "bottle bills" after the Oregon Bottle Bill, the first such legislation that was passed.

The Ontario Deposit Return Program (ODRP), also simply known as Bag it Back, is a regulation of the province of Ontario, Canada. Its purpose is to divert recyclable materials from landfill or low-quality recycling uses by charging a fee for each alcoholic beverage container sold in the province, and processing the material for re-use or other recycling activities once the containers are returned for a refund of the deposit fee. Customers forfeit the deposit fee if the container is not returned.

<span class="mw-page-title-main">Recycling in Australia</span> Method of waste management in Australia

Recycling in Australia is a widespread, and comprehensive part of waste management in Australia, with 60% of all waste collected being recycled. Recycling is collected from households, commercial businesses, industries and construction. Despite its prominence, household recycling makes up only a small part (13%) of Australia's total recycling. It generally occurs through kerbside recycling collections such as the commingled recycling bin and food/garden organics recycling bin, drop-off and take-back programs, and various other schemes. Collection and management of household recycling typically falls to local councils, with private contractors collecting commercial, industrial and construction recycling. In addition to local council regulations, legislation and overarching policies are implemented and managed by the state and federal governments.

<span class="mw-page-title-main">Yellow sack</span> Standard waste container in Germany and Austria

In Germany and Austria, the term yellow bag refers to a thin, yellowish transparent plastic bag, in which, in the context of local waste disposal, any waste made of plastic, metal or composite materials can be handed in. Depending on the agreement with the cities and municipalities, it may also be possible to use a 'yellow bin'. Yellow bags or yellow bins are part of the Dual System in the German waste management industry.
