The term town is used in New England, New York, and Wisconsin to refer to the equivalent of the civil township in these states. Specific responsibilities and the degree of autonomy vary based on each state. Harvey County is a county located in the U.S. state of Kansas. As of the 2010 census, the county population was 34,684. Its county seat and most populous city is Newton.

Richland Township covers an area of 36.34 square miles (94.1 km2) and contains the ghost town of Annelly and the southeast corner of the unincorporated community of McLain. According to the USGS, it contains one cemetery, Whitewater. The streams of East Branch Whitewater Creek, West Branch Whitewater Creek and West Wildcat Creek run through this township.

Annelly is a ghost town in Richland Township 9 miles southeast of Newton in Harvey County, Kansas, United States. The community was located along the Missouri Pacific Railroad line between Newton and Whitewater, but the track was abandoned in 2003.
