Robert Black (born March 27,1962) is a Canadian Senator from Ontario. He was named to the Senate by Prime Minister Justin Trudeau on February 15,2018. Prior to his appointment,Black was a leader in the agricultural community. He has been chief executive of the Rural Ontario Institute since 2010 and has also been involved in the 4-H farm youth organization since the 1970s. [1] He subsequently joined the Independent Senators Group [ citation needed ] and,on November 4,2019,he joined the Canadian Senators Group. [2]
Black has also been a councillor on the Wellington County council from 2014 until his appointment to the Senate [3] and was a civil servant with the Ontario Ministry of Agriculture for fifteen years. [1] He has also served on the Ontario Agricultural Hall of Fame's board of directors. [4]
Black was born and raised in Fergus,Ontario. In 1981 he graduated from Centre Wellington District High School. He attended the University of Guelph in the Bachelor of Science in Agriculture program,graduating in 1985, [5] and subsequently earned his Bachelor of Education from Queen's University in Kingston,graduating in 1990. [6]

Canadian Senate divisions refers to two aspects of the Senate of Canada. First,it refers to the division of Canada into four regional Senate divisions of 24 senators each,as set out in section 22 of the Constitution Act,1867. The four regions are the Western Provinces,Ontario,Quebec and the Maritimes. These regions are intended to serve the Senate's purpose of providing regional representation in the Parliament of Canada,in contrast to the popular representation that the House of Commons is intended to provide. While not within any of the original four Senate divisions,Senate seats are also allocated to Newfoundland and Labrador and the three territories. The four divisions can be expanded when the need arises to have an extra two senators appointed to each regional division.

Prior to his appointment to the Senate,Shugart held a number of senior roles within the Public Service of Canada,including as the 24th clerk of the Privy Council and secretary to the Cabinet from 2019 to 2021.
