Pierre Moreau (born 12 December 1957) is a Canadian politician and former lawyer who serves as a senator for the Canadian province of Quebec.
He was appointed to the Senate of Canada on 10 September 2024. He was nominated by the Independent Advisory Board for Senate Appointments and appointed by Governor General of Canada Mary Simon on the recommendation of Prime Minister Justin Trudeau. [1]
Pierre Moreau was the Liberal MNA for the riding of Marguerite-D'Youville in the National Assembly of Quebec from 2003 to 2007. He ran again in 2008 in the nearby electorate of Châteauguay,and entered Cabinet.
Moreau ran unsuccessfully for the leadership of the Quebec Liberal Party in 2013,coming second to Philippe Couillard. On 7 April 2014,Pierre Moreau was re-elected for a third consecutive term in Châteauguay in an election where the Liberals formed a majority government. On 23 April 2014,Philippe Couillard named him Minister of Municipal Affairs and Land Occupancy and Minister responsible for the Montérégie region. He lost his National Assembly seat in the 2018 Quebec general election.
Since February 2019,he is Managing Partner of the Bélanger Sauvélaw firm.
Born in Verchères on 12 December 1957,Pierre Moreau obtained a Bachelor of Civil Law from Laval University in 1980 and was admitted to the École du Barreau du Québec in 1981. He spent 22 years specializing in municipal and administrative law in a private practice in Montreal. He also shared his expertise by teaching at the École du Barreau du Québec from 1996 to 2002.
He first entered the political arena by running for the Liberal Party of Quebec in October 2002. Elected as MNA for Marguerite-d’Youville on 14 April 2003,he successively served as parliamentary assistant to the Minister of Justice and Attorney General,as assistant Government House Leader,and as parliamentary assistant to the Chair of the Conseil du trésor and Minister responsible for Government Administration.
In 2007 and 2008,Pierre Moreau held the offices of Chief of staff for the Government House Leader,and as Chief of staff for the Minister of Justice and Attorney General and the Minister of Public Security.
Elected as MNA for Châteauguay in the general election held on 8 December 2008,he held the offices of Chief Government Whip from December 2008 up until February 2011. From February to September 2011,of Minister responsible for Canadian Intergovernmental Affairs and the Canadian Francophonie,and of Minister responsible for the Reform of Democratic Institutions and Access to Information. He was then appointed as Minister of Transports from September 2011 to September 2012.
Pierre Moreau was,re-elected as MNA for Châteauguay in the general election held on 4 September 2012 and appointed as Official Opposition House Leader on 9 April 2013.
On 7 April 2014,Pierre Moreau was re-elected for the third consecutive time in Châteauguay. On 23 April 2014,Philippe Couillard,named him Minister of Municipal Affairs and Land Occupancy and Minister responsible for the Montérégie region.
On 28 January 2016 he was appointed Minister of Education,but went on a leave of absence on 22 February following a tumour diagnosis. Sébastien Proulx replaced Hélène David as Minister of Higher Education and Lucie Charlebois was responsible for Montérégie until his return to work on 19 January 2017. [2]
Moreau was said by some pundits to be the heir apparent to the PLQ leadership until he lost his Chateauguay seat in the Quebec general election,2018. [3] Moreau earned second place in the 2013 party leadership race that elected Philippe Couillard. [4]
In December 2018,Moreau decided to not run for the leadership of the Quebec Liberal Party. [5]
In February 2019,Moreau was appointed Managing Partner of the Bélanger Sauvélaw firm based in Montreal,Quebec for which he was an Associate Partner from 1991 to 2003.[ citation needed ]

Philippe Couillard is a Canadian business advisor and former neurosurgeon,university professor and politician who served as 31st premier of Quebec from 2014 to 2018. Between 2003 and 2008,he was Quebec's Minister of Health and Social Services in Jean Charest's Liberal government and was MNA for Mont-Royal until he resigned in 2008. In the 2014 election,Couillard moved to the riding of Roberval,where he resides. He was the leader of the Quebec Liberal Party from 2013 to 2018. He resigned as Liberal leader and MNA on October 4,2018.

The 2012 Quebec general election took place in the Canadian province of Quebec on September 4,2012. Lieutenant Governor Pierre Duchesne dissolved the National Assembly on August 1,2012,following Premier Jean Charest's request. The Parti Québécois were elected to a minority government,with Pauline Marois becoming the first woman to be Premier of Quebec. The Quebec Liberal Party took second place,with Premier Jean Charest losing his seat. The newly formed party Coalition Avenir Québec led by François Legault took third place,while Québec solidaire took 2 seats out of the 125.
The 2014 Quebec general election was held on April 7,2014 to elect members to the National Assembly of Quebec. The incumbent Parti Québécois which had won a minority government in 2012 was defeated by the Quebec Liberal Party under Philippe Couillard who won a majority government of 70 seats,while the incumbent Parti Québécois finished second with 30 seats,becoming the first single-term government since Jean-Jacques Bertrand's Union Nationale government was defeated in 1970. Pauline Marois electoral defeat marked the shortest stay of any Quebec provincial government since the Canadian Confederation. It marked the lowest seat total for the Parti Québécois since 1989 and its smallest share of the popular vote since its inaugural run in 1970,as Premier Pauline Marois lost her own riding. The Coalition Avenir Québec under François Legault made minor gains in terms of seats despite receiving a smaller share of the popular vote than in the previous election. Québec solidaire won an additional seat,though co-spokesperson Andrés Fontecilla failed to win his riding. This election saw the return of the Liberals to power 2 years after their defeat in 2012. To date this is the last election where the Liberal Party won a majority of seats in the Quebec Assembly.
The Quebec Liberal Party held a leadership convention in 2013 following Jean Charest's resignation after the party's 2012 election loss. The convention was held March 16–17,2013,at the Verdun Auditorium in Montreal. The choice of venue was in part influenced by a lack of funds due to a recent drop in donations to the party. Philippe Couillard was elected on the first ballot.
The 2018 Quebec general election was held on October 1,2018,to elect members to the National Assembly of Quebec. The election saw a landslide victory for the Coalition Avenir Québec (CAQ) led by François Legault,which won 74 of 125 seats,giving the party a majority and unseating the Quebec Liberal Party. The Liberals became the official opposition with 31 seats.
The 42nd National Assembly of Quebec consists of those elected in the October 1,2018,general election. As a result,François Legault became Premier on October 18.
The 2020 Quebec Liberal Party leadership election was to have taken place from May 30–31,2020 after outgoing leader Philippe Couillard resigned on October 4,2018,and left politics after the party finished second in the 2018 Quebec general election. On March 20,2020,the party suspended the election indefinitely due to the COVID-19 pandemic in Quebec. On May 11,2020,candidate Alexandre Cusson withdrew from the race and after a meeting of the party's executive committee,the sole remaining candidate,Dominique Anglade,was selected as leader by acclamation.
The 2025 Quebec Liberal Party leadership election will be held from June 9 to 14,2025,to elect a new leader to replace Dominique Anglade,who announced her resignation on November 7,2022 amid mounting criticism within the party for her performance in the 2022 Quebec general election and for her subsequent decision to remove Liberal MNA Marie-Claude Nichols from caucus. Anglade had led the party to losses in the election held a month earlier,finishing with only 21 seats and 14% of the popular vote,their lowest seat count since 1956 and their lowest share of the popular vote in their history;while the party remained the official opposition,they fell behind the governing Coalition Avenir Québec and opposition Parti Québécois and Québec solidaire to place fourth in the popular vote.
