The Supreme Court of India is the supreme judicial body of India and the highest court of India under the constitution. It is the most senior constitutional court, and has the power of judicial review. The Chief Justice of India is the head and chief judge of the Supreme Court and the court consists of a maximum of 34 judges and it has extensive powers in the form of original, appellate and advisory jurisdictions. It is regarded as the most powerful public institution in India.

The Comptroller and Auditor General (CAG) of India is the Constitutional Authority in India, established under Article 148 of the Constitution of India. He is empowered to Audit all receipts and expenditure of the Government of India and the State Governments, including those of autonomous bodies and corporations substantially financed by the Government. The CAG is also the statutory auditor of Government-owned corporations and conducts supplementary audit of government companies in which the Government has an equity share of at least 51 per cent or subsidiary companies of existing government companies. The reports of the CAG are laid before the Parliament/Legislatures and are being taken up for discussion by the Public Accounts Committees (PACs) and Committees on Public Undertakings (COPUs), which are special committees in the Parliament of India and the state legislatures. The CAG is also the head of the Indian Audit and Accounts Department, the affairs of which are managed by officers of Indian Audit and Accounts Service, and has 43,576 employees across the country . In 1971 the central government enacted the Comptroller and Auditor General of India Act, 1971. In 1976 CAG was relieved from accounting functions.

Baalu did his B.Sc. from New College, Chennai in Madras University and diploma in drafting engineering drawings from Central polytechnic Chennai. He is currently the MP of Lok Sabha of the Sriperumbudur constituency. He is a member of Lok Sabha of India and has been elected five times since 1996. He is an important leader of the DMK party and is known for political loyalty having been in the party since 1957. He served as the Principal Secretary of the party from August 2018 to January 2020. He now serves as the Treasurer of DMK, elected unopposed on 3 September 2020.
Indira Jaising is an Indian lawyer who is noted for her legal activism in promoting human right causes. In 2018 she was ranked 20th in the list of 50 Greatest Leaders of the World by Fortune magazine. She also runs an NGO with the name of Lawyers' Collective, the license of which was permanently cancelled by the Home Ministry for violations of Foreign Contribution Regulation Act. The central government of India accused the NGO of using foreign funds in a manner not mentioned in the objectives of the NGO. However, the Bombay High Court has passed the order to de-freeze the domestic accounts of her NGO. However, this is a small relief as the case still continues in the Supreme Court of India.

Vinod Rai is a former IAS officer who served as the 11th Comptroller and Auditor General of India. He assumed office on 7 January 2008 till 22 May 2013. He is the current chairman of UN Panel of External Auditors and Honorary Advisor to the Railways and a member of the Railway Kaya Kalp Council. He holds a master's degree in Economics from the University of Delhi, and Masters in Public Administration from Harvard University. He is widely considered as symbol of the anti-corruption movement and is credited with having turned the office of CAG into a powerful force for accountability and transparency in contemporary India. The most prominent actions of CAG under Vinod Rai was the report that stated that the 2G spectrum allocation by the government had caused a loss of over 1 lac crores to the government. Several ministers of the UPA had to resign, some were arrested. It is widely believed that this report by CAG was the single most important setback for the then UPA government. After years of hearing at the CBI court in Delhi, the judge acquitted all the accused saying not a single piece of admissible evidence had been put before the court. Vinod Rai was made the chairman of the Banking Board of India by the new Government of NDA by then. On 30 January 2017, the Supreme Court of India appointed Rai as the interim president of the Board of Control for Cricket in India (BCCI). He is the head of advisory commission of Kerala Infrastructure and Investment Board (KIIFB), appointed by Government of Kerala.

Videocon Telecommunications Limited, formerly Videocon Mobile Services, was an Indian cellular service provider that offered GSM mobile services in India under the brand name Videocon. The company was a subsidiary of the Videocon Group, and was headquartered at Gurgaon, Haryana. Videocon launched its services on 7 April 2010 in Mumbai. At its peak, Videocon held licences to provide mobile services in 18 out of 22 telecom circles of India. However, Videocon launched commercial services only in 11 out of the 18 circles it held licences in. Following the 2G spectrum case, the Supreme Court cancelled 122 licences issued by the Indian Government in 2008, including 21 licences belonging to Videocon.

Shahid Usman Balwa is an entrepreneur based in Mumbai, Maharashtra, India. He is one of the promoters of Mumbai-based DB Group. Arrested in 2011, he was granted bail for his alleged role in 2G spectrum case. On 21 December 2017, a Supreme Court appointed Special CBI Court acquitted him of all charges relating to his role in this case.
In India, a binding decision of the Supreme Court/High Court can be reviewed in Review Petition. The parties aggrieved on any order of the Supreme Court on any apparent error can file a review petition. Taking into consideration the principle of stare decisis, courts generally do not unsettle a decision, without a strong case. This provision regarding review is an exception to the legal principle of stare decisis.
