Sat Pal Khattar is an Indian born Singaporean based lawyer, businessman and community leader, known for his services to the Indian community in Singapore. [1] The Government of India honored Khattar in 2011, with the fourth highest civilian award of Padma Shri, [2] reported to be the first Singaporean to receive the Padma award. [3]
Sat Pal Khattar was born on 22 November 1942, in a middle class Punjabi family at Bhera, in the present day Pakistan, [4] then the British India. [1] [5] His father had been running a small sports goods business in Singapore [3] and the young Khattar, who lost his mother in childhood, [3] had a difficult childhood due to the pre-independence struggles and partition pangs. [1] It is reported that Khattar and his sister had to spend days at refugee camps before they could reach Delhi before the Indian Independence Day. [5] Soon, he was flown to Singapore to reunite with his family. [5]
Sat Pal Khattar's schooling was at the Raffles Institution, Bras Basah Road, and, as a private candidate, completed A-Level Examinations. Assisting his father in the business and, later, running it on his father's death when he was a second year student, [3] [5] he secured an Honours degree in law from the University of Singapore, in 1966 [1] [5] and started his career as a Deputy Public Prosecutor and State Counsel at the Attorney General's office. [1] [6] This was followed by a shift in job to the Inland Revenue Office as a Legal Officer and, by the time he moved out of IRO, he was a Grade F Senior Legal Officer. During this period, he continued his studies at Singapore University and obtained a master's degree in 1970. [1] [5] [6]
Sat Pal Khattar is married to Reeta and the couple has a daughter and two sons. [1] [5] The eldest, Shareen, is a businessperson, the elder son, Navin a practicing lawyer in UK and the youngest, Arvind, assists his father in business at Khattar Holdings. [3]
After resigning from Inland Revenue service in 1974, Khattar started a small law firm, Sat Pal Khattar Company. [1] [3] [5] After the initial years, Khattar invited property lawyer, David Wong [3] and expanded the partnership to form Khattar Wong LLP, [7] [8] which, over the years, has grown to become one of the largest law firms in Singapore, [1] [6] [9] employing over 150 lawyers. [5] It is the sole representative of Taxand, the worldwide law consultants [10] and is accredited by the International Tax Review. [11]
Sat Pal Khattar retired from law practice in 2000 and established Khattar Holding, a private investment firm. [1] Since then, he is reported to be active in business investments with interests in India being an investor in the Radisson Hotel in Delhi, Vietnam, Hong Kong, UK and Eastern Europe, [4] [5] [12] in companies such as Gateway Distriparks Ltd, Punjab's Pagro Foods Ltd and India Infoline Ltd. [3] As the chairman of Khattar Holdings, [6] [9] [13] he has made several investments in many businesses. [14] He is a former chairman of Network India [12] and the chairman of First Capital Corporation Ltd [12] and sits on the board of Haw Par Corporation. Sat Pal Khattar has served on the President's panel for minority rights for more than two decades. [1] [3] [4] [5] [6] [13] He served as the co-chairman of the Singapore India Partnership Foundation [4] [13] [16] and is reported to have participated in the deliberations that led towards the free trade agreement signed between the two countries in 2003. [3]
Khattar has served many civic bodies in Singapore in various capacities. He was the chairman of Singapore Business Federation, [5] [6] [13] the board of governors of Raffles Institution [5] and the Professional Indemnity Insurance Sub-Committee of the Law Society. [1] He was also the director of Singapore Labour Foundation, [5] the president of the Hindu Advisory Board [5] and has served as a member of the Public Service Commission and the Securities Industry Council. Khattar is a life trustee of the Singapore Indian Development Association (SINDA), a non governmental organization, [3] [5] [13] working for the development of the financially poor members of the Indian community. [1] [12] He is also the vice president of the Singapore Indian Education Trust [3] [5] and a board member of the Institute of South Asian Studies. [6] He is also involved with the International Management Action Award (IMAA) Council as its chairman [1] and the Singapore Indian Chamber of Commerce and Industry, in the role of an advisor. [4]
Sat Pal Khattar is a recipient of the May Day Award on a number of occasions. [1] [5] [6] [13] In 1979, he received the NTUC Distinguished Service Award, followed by the Meritorious Service Award in 1987, the Distinguished Service Award in 1994, and the Distinguished Service (Star) Award in 2001 from the National Trades Union Congress. [1] [12] During his tenure with Inland Revenue Department, he received the Public Administration Medal (Silver) in 1972. [1] [5] [6] [13] He has also received the Overseas Indian Award from Priyadarshini Academy. [1] [5] The Government of India, in 2011, honored Khattar with the civilian award of Padma Shri, [2] [5] making him the first resident from Singapore to be honored by the Indian Government. [3]
The Padma Vibhushan is the second-highest civilian award of the Republic of India, after the Bharat Ratna. Instituted on 2 January 1954, the award is given for "exceptional and distinguished service". All persons without distinction of race, occupation, position or sex are eligible for these awards. However, government servants including those working with public sector undertakings, except doctors and scientists, are not eligible for these Awards. As of 2024, the award has been bestowed on 336 individuals, including thirty-one posthumous and twenty-one non-citizen recipients.
The Padma Bhushan is the third-highest civilian award in the Republic of India, preceded by the Bharat Ratna and the Padma Vibhushan and followed by the Padma Shri. Instituted on 2 January 1954, the award is given for "distinguished service of a high order ... without distinction of race, occupation, position or sex." The award criteria include "service in any field including service rendered by Government servants" including doctors and scientists, but exclude those working with the public sector undertakings. As of 2020, the award has been bestowed on 1270 individuals, including twenty-four posthumous and ninety-seven non-citizen recipients.

Vijay Pandurang Bhatkar is an Indian computer scientist, IT leader and educationalist. He is best known as the architect of India's national initiative in supercomputing where he led the development of Param supercomputers. He is a Padma Shri, Padma Bhushan, and Maharashtra Bhushan awardee. Indian computer magazine Dataquest placed him among the pioneers of India's IT industry. He was the founder and executive director of Centre for Development of Advanced Computing (C-DAC) and is currently working on developing exascale supercomputing for India.
Jagdish Khattar was an Indian businessman and civil servant. He was the managing director of Maruti Udyog Limited from 1999 to 2007. He first joined Maruti in July 1993 as a director (marketing). He was appointed managing director in 1999 as the government nominee, and reappointed in May 2002 as the Suzuki Motor Corporation (SMC) nominee. During his tenure, he oversaw a restructuring of the company in the face of foreign competitors entering the Indian market.
Major Hari Pal Singh Ahluwalia was an Indian mountaineer, author, social worker and Indian Ordnance Factories Service (IOFS) officer. During his career he made contributions in the fields of adventure, sports, environment, disability and social work. He is one of six Indian men and the twenty first man in the world to climb Mount Everest. On 29 May 1965, 12 years to the day from the first ascent of Mount Everest, he made the summit with the fourth and final successful attempt of the 1965 Indian Everest Expedition along with H. C. S. Rawat and Phu Dorjee Sherpa. This was the first time three climbers stood on the summit together.
Shiv Nadar is an Indian billionaire businessman and philanthropist. He was the founder and chairman of HCL Technologies, and is chairman of the Shiv Nadar Foundation. Nadar founded HCL in the year 1976 and transformed the IT hardware company into an IT enterprise over the next three decades. Vijaipal Singh in Narsan Kalan, Haridwar District of Uttarakhand State, India is an Agricultural scientist associated with the Indian Council of Agricultural Research (ICAR) and is known for his contributions to the science of rice genetics and breeding. He is well known for his contributions in developing the most popular Basmati rice variety, Pusa Basmati 1121. A post graduate and a doctoral degree (PhD) holder in Agriculture Botany from Agra University, he started his career as a research assistant at the Indian Agricultural Research Institute (IARI), New Delhi in 1968 and retired as a professor at the Division of Genetics, IARI. Singh is credited with several articles published in peer reviewed journals. In recognition of his services to the nation, he was honored by the Government of India, in 2012, with the fourth highest Indian civilian award of Padma Shri.

Cheril Krishna Menon was an Indian entrepreneur and philanthropist. He was the Chairman and Managing Director of Behzad Corporation, headquartered in Doha, Qatar, which has presence in many other countries. He received the 2006 Pravasi Bharatiya Samman and in 2009 received the fourth highest Indian civilian award, Padma Shri, from Government of India, in 2009, with. He died after prolonged illness at Apollo Hospital, Chennai on 1 October 2019, aged 70.
Chaturbhuj Meher is an Indian weaver, considered one of the master weavers of the Tie-dye handloom tradition of Odisha. Born on 13 October 1935 at Sonepur in Odisha, he had formal education only up to school level but learned the traditional weaving craft to join Weavers' Service Centre as a Weaver. Vayan Vihar, a handloom factory and Handloom Research and Training Center, a research institute in Sonepur have been founded by him and he is known to have trained over 10,000 craftsmen.
Surinder Mehta is an Indian entrepreneur, business person, and the founder of Prime Group, a technology-based conglomerate with a number of subsidiaries which include PCI Limited, Planet PCI Infotech Limited, Prime Electric Limited, Prime Power Corporation Limited and Endolite India Limited. Reported to be a self-made business person, he founded the group in 1986 with the first company, PCI Limited, and has been heading the Group since then. The Government of India awarded him the fourth highest civilian honour of the Padma Shri, in 2009, for his contributions to Indian industry.
