The Padma Bhushan is the third-highest civilian award in the Republic of India, preceded by the Bharat Ratna and the Padma Vibhushan and followed by the Padma Shri. Instituted on 2 January 1954, the award is given for "distinguished service of a high order...without distinction of race, occupation, position or sex." The award criteria include "service in any field including service rendered by Government servants" including doctors and scientists, but exclude those working with the public sector undertakings. As of 2020, the award has been bestowed on 1270 individuals, including twenty-four posthumous and ninety-seven non-citizen recipients.

T Senka Ao is a journalist from the Indian state of Nagaland. Senka Ao is best known for his work as the Editor-in-Chief of the "Ao Milen", the first newspaper in Nagaland established in 1933 and the first newspaper ever to be published in the local Ao language. During the period of his edittorship, Senka Ao created the "Alokba" character famous for his witty commentary on social and current issues. Senka Ao has contributed several articles to various publications and has authored nine books in the Ao language. Two of his books Kongro Lijen and Kishi Tezulen are in the process of translation into English. Senka Ao's books have been included in the syllabus of the Ao language in ICSE and ISC Board New Delhi, and up to class 10 under Nagaland Board of School Education. He is an examiner of Arrangtet Examination which is the highest Ao language degree.
Kamalini Asthana and Nalini Asthana are a sister duo from Agra in Uttar Pradesh known for their great performances of the Benaras Gharana style of Kathak. They are also known for their contributions to the popularisation of the Benaras Gharana style of Kathak both in India and abroad.
Subbanna Ayyappan is an Indian aquaculture scientist hailing from the Karnataka State who has held several key positions in various Govt organisations related to agricultural science. He was the Director-General of Indian Council of Agricultural Research (ICAR) and Secretary to Government, Department of Agricultural Research and Education (DARE) during Jan 2010 – Feb 2016. He was also the Chancellor of Central Agricultural University, Manipur. He was instrumental in bringing about the Blue Revolution in India. He was the first non-crop scientist to head the ICAR.
Baba Balia is a spiritual guru and preacher from Odisha, India. He is a social reformer trying to eradicate superstitions, mobilising support to members of the vulnerable sections of society, opposing child marriage and supporting widow remarriage, providing relief to victims of natural calamities like floods and cyclones, and taking up several similar activities.
Akhone Asgar Ali Basharat is an author and poet from the Kargil district in the Union Territory of Ladakh in India. His writings are in the Balti language which is a Tibetic language natively spoken by the ethnic Balti people in the Baltistan region of Gilgit-Baltistan, Pakistan, Nubra Valley of the Leh district and in the Kargil district of Ladakh, India. He had had no formal school/college education; instead, he had his early education in a madrassa established by his father at his home in 1972. The madrassa used to teach its students the Balti, Persian and Arabic languages. He became interested in writing poetry from around 1980 and his early writings were Naat and Manqabat.
Harmohinder Singh Bedi is a Hindi author, an academician and an academic administrator from the Indian State of Punjab. Since 4 July 2018, he has been serving as the Chancellor of the Central University of Himachal Pradesh. He is also a Member of the Indian Council of Social Science Research and a Member of the National Monitoring Committee on Minority Education, Govt of India. Before joining Central University of Himachal Pradesh, Harmohinder Singh Bedi had served as Professor Emeritus, Punjabi University, Patiala and as Professor and Head of Department of Hindi, Guru Nanak Dev University, Amritsar. At Guru Nanak Dev University he had also served as Dean and Director of Chairs of Bhagat Kabir, Satguru Ram Singh and Swami Vivekanand.
Khandu Wangchuk Bhutia is an artist from the Sikkim State of India known for his exquisite creative works in the Thangka style of painting. Thangka is a Tibetan Buddhist painting on cotton, silk appliqué, usually depicting a Buddhist deity, scene, or mandala. Thangkas are traditionally kept unframed and rolled up when not on display, mounted on a textile backing somewhat in the style of Chinese scroll paintings, with a further silk cover on the front. Khandu Wangchuk Bhutia hails from Sakyong in West Sikkim and had his formal education from Government Senior Secondary School in Pelling and at Senior Secondary School at Namchi. After his formal education, he was ordained into monastic life at the Pemayangtse Monastery. In the monastery, he took up Thangka painting as a profession. He trained in Thangka painting under several renowned thangka painters like Dungzin Rimpoche, late Jigme Wangchuk Lama, late Phuntsok Sangpo and late Zapa Acho.
S Damodaran is the founder of the NGO Gramalaya based in Tiruchirappalli. Gramalaya, established in 1987, was initially focused on the economic improvement of rural people. Later, realizing that the more urgent and immediate concern is the unavailability of clean drinking water and toilet facilities, the NGO shifted their focus to water and sanitation. Gramalaya aims to eradicate open defecation by providing eco-friendly toilets. Gramalaya is now an important resource center of the Ministry of Jalshakti, Govt of India. The NGO has been functioning with the support of Government, donors and corporate groups under CSR initiatives. It was Gramalaya's efforts that helped transform the Thandavampatti village in Tiruchy into the first open-defecation free village in India in 2003.
Jagjit Singh Dardi is a journalist and an educationist from the Indian State of Punjab. He is the Editor-in-Chief of the Punjabi language daily newspaper Chardikala, a newspaper that was started in 1977. In 1970 Dardi started a fortnightly Charhdikala Marg, whose Founder Editor was his father G Harnam Singh. This fortnightly paper was converted into a daily newspaper in 1977. He is the Chairman of the Punjabi news channel Chardilkala Time TV. He is also the Chairman of Sri Guru Harkrishan Group of Institutes which is a chain of institutes of higher education. He was awarded Padma Shri in the year 2022 for his services in national integration, communal harmony, contributions in the field of media, education and promotion of Punjabi language, culture and heritage.
Aditya Prasad Dash, who hails from the Indian State of Odisha, is an Indian biologist with special interest in malaria and vector born diseases. His areas of interest include biomedical science, transmission biology of tropical disease, and modern biology of disease vectors. According to Vidwan, the national network for researchers and experts, Dash has authored 320 publications co-authored 699 publications. Since September 2020, Dash has been serving as the Vice Chancellor of Asian Institute of Public Health (AIPH) in Bhubaneswar. Before joining AIPH, he was the Vice Chancellor of Central University of Tamil Nadu during the period from August 2015 to August 2020. He had also worked at the World Health Organisation (WHO) as the Regional Advisor for the South-East Region. He has also worked as the Director of the National Institute of Malaria Research (NIMR), New Delhi, of the Institute of Life Sciences (ILS), Bhubaneswar and of the National Institute for Research on Tribal Health, Jabalpur.
Lata Desai is a medical doctor from the Indian State of Gujarat who is 1980 along with her husband Dr. Anil Desai and a few friends founded the Society for Education Welfare and Action - Rural, a voluntary organization devoted to health and development activities in the tribal area of South Gujarat.
Malji Bhai Desai is a Gandhian social worker and a politician from the Indian State of Gujarat. He founded the Gandhi Ashram in Zilia village in Patan district in Gujarat in 1964 for the economic and educational development of the rural population of Gujarat. Under the aegis of the Ashram, several educational institutions were established and several projects were implemented for the economic development of the population. He was a devout Gandhian and the Ashram was an instrument for Desai to popularize the Gandhian way of life among the general populace.
Lourembam Bino Devi is a practitioner and a popularizer of the appliqué art of Manipur called Leeba in the Meitei language. The Leeba art is used in creating Monmai which is a decorative circular appliqué art piece used in covering both ends of the traditional Manipuri bolster pillow. In the olden days, Leeba was practiced at "Phiribi Loishang", which is a house for maintaining clothes worn by the deities and royals. The apparels used by the royals, including shoes, were mostly designed using the Leeba technique. Bino Devi has devoted her life to practice this art form and to revive it by trying to transmit her skills to younger generation of interested women. She has been providing this training in collaboration with the Heritage Foundation of Mankind, a Non-Governmantal Organization located in Imphal. She has also conducted several workshops at Imphal and at various other places in India.
Muktamani Devi, also known as Moirangthem Muktamani Devi, is an innovator and entrepreneur from the Indian State of Manipur who, from humble beginnings, founded a firm to manufacture hand knitted woolen shoes. The shoes are manufactured in Mukta Shoes Industry, established in 1990 and located in Kakching, Manipur. The firm is registered with the District Industries Center, Thoubal under wool and knitting embroidery section.
Arjun Singh Dhurve is a folk dancer and a retired teacher from the Dindori district of the Indian State of Madhya Pradesh. He is famous for popularising Baiga folk songs and dance. Baiga Pardhauni dance is the main dance of the Baiga tribe. In this form of dance, the performers wear the masks of peacocks, elephants, horses, etc.
Vijaykumar Vinayak Dongre is a medical doctor from Mumbai who has devoted his entire life for the eradication of leprosy in the urban and rural areas, including the tribal areas, in the Indian State of Maharashtra. According to some estimates, there were approximately 40 lakh leprosy patients in India in 1981, but after the efforts of Dongre and others this has come down to 83,000. Dongre is affiliated to The Society for Eradication of Leprosy, Mumbai and is serving the Society as its Honorary Secretary. Dongre was associated with Acworth Leprosy hospital, Mumbai as the Medical Superintendent for nearly 35 years and with Gandhi Memorial Foundation, Wardha as a director for nearly 8 years.
