The Padma Bhushan is the third-highest civilian award in the Republic of India, preceded by the Bharat Ratna and the Padma Vibhushan and followed by the Padma Shri. Instituted on 2 January 1954, the award is given for "distinguished service of a high order...without distinction of race, occupation, position or sex." The award criteria include "service in any field including service rendered by Government servants" including doctors and scientists, but exclude those working with the public sector undertakings. As of 2020, the award has been bestowed on 1270 individuals, including twenty-four posthumous and ninety-seven non-citizen recipients.
Captain Amarinder Singh, is an Indian politician, military historian, former royal and Indian Army veteran who served as the 15th Chief Minister of Punjab. A former Member of the Legislative Assembly, Punjab and Member of Parliament, Lok Sabha, he was also the president of Punjab Pradesh Congress Committee. He has also previously served as the Chief Minister of Punjab from 2002 to 2007 and 2017 to 2021. His father was the last Maharaja of the princely state of Patiala. He has also served in the Indian Army from 1963 to 1966. In 1980, he won a seat in the Lok Sabha for the first time. As of November 2022, Singh also serves as the chairman of the Punjab Urdu Academy. Captain Singh resigned as the Chief Minister of Punjab on 18 September 2021. On 19 September 2022 he merged his party PLC with BJP and joined BJP on the same day.
Surinder Kaur was an Indian singer and songwriter. While she mainly sang Punjabi folk songs, where she is credited for pioneering and popularising the genre, Kaur also recorded songs as a playback singer for Hindi films between 1948 and 1952. For her contributions to Punjabi music, she earned the sobriquet Nightingale of Punjab, the Sangeet Natak Akademi Award in 1984, and the Padma Shri in 2006.
Giani Gurdit Singh was born in Mithewal village in the state of Punjab, India. He was considered one of the greatest contemporary writers in Punjabi, and his book Mera Pind is regarded as a classic. It is now in its 14th edition and has been in print continuously since 1961. He was also a pioneering journalist, the Owner-Editor of Parkash 1947–1978. He was also the editor of Singh Sabha Patrika, a monthly magazine of Sikh history and divinity. Giani Gurdit Singh graduated as "Giani" from Punjab University, Lahore in 1945, and he specialised in literature, divinity, history and folklore. He was a member of the Punjab Legislative Council from 1956 to 1962. He contributed to the debates at that time and in the creation of Punjabi University, Patiala and the recognition of Takht Sri Damdama Sahib, Talwandi Sabo, as the 5th Takht of the Sikhs. He was General Secretary of the Singh Sabha Shatabadi Committee, Amritsar, renamed Kendriya Sri Guru Singh Sabha. As the editor of the magazine Singh Sabha Patrika, he focused on issues of importance to the Sikhs. He also established two Guru Granth Vidya Kendras, one in Chandigarh and another in Mehrauli, Delhi.
S. Tarlochan Singh is an Indian politician. He is a Member of the Parliament of India, representing Haryana. He served as Chairman National Commission for Minorities from 2003 to 2006, was member, National Human Rights Commission of India, Govt. of India, 2003 to 2006. He served as Vice Chairman, National Commission for Minorities from 2000 to 2003.

The award is given to deserving awardees in the field of art, literature, culture, science, technology, and politics. The award consists of the Punjab Rattan Award itself, Punjabi silver plaque and a Punjab Rattan Award citation. In Punjab, the prestigious award is considered to be as prized and valued as the much sought-after Maharaja Ranjit Singh Award.
Surjit Patar is a Punjabi language writer and poet of Punjab, India. His poems enjoy immense popularity with the general public and have won high acclaim from critics.
Dalip Kaur Tiwana was one of the foremost novelists and short-story writers of contemporary Punjabi literature. She won awards, both regional and national, and was a widely translated author. She retired as Professor of Punjabi, and Dean, from Punjabi University, Patiala. She is widely credited as a tour-de-force in the creation of the contemporary literature in the Punjabi language.
Sadhu Singh Hamdard (1918–1984) was an Indian freedom fighter and journalist, excelling in both Urdu and Punjabi and an innovative poet, who carried in his name the pseudonym 'Hamdard', "sharing with all the pangs of their hearts," "friendly towards all."
Vijay Kumar Chopra is the chief executive officer and editor in chief of the Punjab Kesari print news organisation. He is involved in social welfare work and has received a Padma Shri award. In August 2009, he was elected by the Chairman of the Press Trust of India.
Parminder Singh Dhindsa is an Indian politician and belongs to the Shiromani Akali Dal (Sanyukt) Political Party. He was a member of the Shiromani Akali Dal until late 2019. He is currently MLA from Lehra and was leader of Shiromani Akali Dal Legislature group in Punjab Legislative Assembly until he quit. He was Minister for Finance & Planning (2012-2017) and Minister for Public Works (B&R) (2007-2012) in the previous Punjab Government. He is son of Rajya Sabha member Sukhdev Singh Dhindsa. He was first elected as MLA of Sunam in September 2000 by defeating Parmeshwari Devi of Congress during the by-election. He was re-elected as an MLA for the fifth consecutive term in 2017 with his tenure since 2000 to 2012 from Sunam and from 2017 onwards from Lehra Constituency. He is triumphant in his entire career since 2000.
Ganda Singh was a Punjabi and Sikh historian and Padma Bhushan awardee. In addition to scores of research papers, booklets and pamphlets, he published over two dozen full-length volumes of historical value.
Harkishan Singh was Professor Emeritus at the Panjab University. He was a well recognized pharmaceutical academic, medicinal chemistry researcher and science historian. He had more than half a century experience in his respective fields to his credit. He worked at the Banaras Hindu University, University of Saugar, and the Panjab University in India, and abroad at the University of Maryland, University of Mississippi and the University of London.
Abhay Chhajlani was an Indian journalist and the chief editor of the Indore-based daily, Nai Dunia. He was the president of the Indian Newspaper Society, a post to which he was elected in 2002. He also served the society as a member of its executive committee. He was associated with Blood Donation 365 Days, an initiative promoting blood donation. He was the chairman of Abhay Prashal, a social facility in Indore and participated in several social forums. The government of India awarded him the fourth-highest civilian honour of the Padma Shri, in 2009, for his contributions to journalism.
Kunwar Singh Negi was an Indian braille editor and social worker. He has transliterated 300 books into braille. His major works include Bhagwan Buddh Ka Updesh and Hazrat Mohammed Ki Vani, both being about teachings of Gautam Buddha and Muhammad. He was presented with Indian civilian awards Padma Shri in 1981 and later with Padma Bhushan in 1990.
Trilok Singh Chitarkar (1914-1990) was a versatile Indian painter. He has unique style of presenting himself through variety of themes - Sikh religion, history, culture, folk lore, love legends, portraits, social evils, nature, illustration of Gurbani, Shabads, visuals in Punjabi Encyclopedia and books. He was well versed with deep knowledge of Gurbani, history and religion. He knew many languages i.e. Gurmukhi, Punjabi, Hindi, English, Urdu, Persian, Assamese and Bengali. He translated articles from Bengali to Punjabi and published these in the book titled Bangla De Daab in 1974. The Artist was honoured in 1973 by the Chief Minister, Punjab,India Giani Zail Singh at a state level function organised at his residence, Chitralok, Patiala. Language department, Punjab published a book in Punjabi-Chitralok's Contribution to Art and released on the 70th birthday of the artist, 10 December 1984 at a special function organised in Central Library at Patiala for his contribution to Art.
He is the first Punjabi Artist on whose works Ph.D. degree Art of Trilok Singh was awarded by Punjabi University, Patiala. A Gold medal has been established in the name of the artist and it is awarded to the topper of M.A. Fine Arts. He was appointed as a State Artist in erstwhile PEPSU state of Punjab in 1948 and later worked as Artist in Department of Languages, Punjab. He lived and worked all over India and spent last years of his life in Patiala town in Punjab state in India.
Harmohinder Singh Bedi is an Indian academician, academic administrator and noted author. Since 4 July 2018, he has been serving as the Chancellor of the Central University of Himachal Pradesh.
Avadh Kishore Jadia is a poet and author in the Bundeli language and the Braj language from the Chhatarpur district in the Indian State of Madhya Pradesh. He was also an Ayurveda medical practitioner in the Madhya Pradesh Govt Service. In the year 2022, Govt of India honored him by conferring the Padma Shri award for his contributions as an author in the Bundeli and Braj languages.
Jaibhagwan Goyal also known as Prof. J. B. Goyal is an Indian littérateur, academic, professor who is credited for discovering 17th to 19th century Hindi literary works in Gurumukhi manuscripts. He is notable for his contribution to Sikh literature He was former Professor in the Hindi Department and served as the Dean of the Faculty of Arts and Languages, Kurukshetra University in Haryana.
