Scott Aaron Kupor (born October 6,1971) is an American business executive serving as the director of the United States Office of Personnel Management (OPM).
Scott Aaron Kupor [1] was born on October 6,1971. [2] He graduated from Stanford University with a Bachelor of Arts in public policy in 1993,then earned a Juris Doctor (J.D.) from the Stanford Law School in 1996. [3]
After law school,Kupor started as an investment banker advising the tech industry. He spent his entire professional career in the tech industry,save for one year during which he clerked for Judge Jerry Edwin Smith on the United States Court of Appeals for the Fifth Circuit. [4]
In June 2010,Kupor was named as a partner at Andreessen Horowitz. [5]
In December 2024, The New York Times reported that Kupor had been considered as a potential nominee for administrator of the General Services Administration. [6] On December 22,president Donald Trump named Kupor as his nominee for director of the Office of Personnel Management. [7] On July 9,2025,his nomination was confirmed by a 49–46 vote,with Senator Lisa Murkowski voting against his confirmation. [8] He was sworn in on July 14,2025. [9]
