The secretary-general of the European Commission is the senior civil servant of the European Commission. The secretary-general, who is responsible to the president of the European Commission, is in charge of the various Directorates-General, headed by directors-general.

The role originated in the civil service of the United Kingdom and has been adopted in several Commonwealth countries as well as other countries influenced by the Westminster system.

Pascal Lamy is a French political consultant and businessman. He was the Director-General of the World Trade Organization (WTO) from 1 September 2005 to 1 September 2013 for 8 years. In April 2009, WTO members reappointed Lamy for a second 4-year term, beginning on 1 September 2009. He was then succeeded by Roberto Azevêdo. Pascal Lamy was also European Commissioner for Trade for 5 years, from 13 September 1999 to 22 November 2004 and is an advisor for the transatlantic think-tank European Horizons, as well as currently serving as the Honorary President of the Paris-based think tank, Notre Europe.

Within the European Union, Directorates-General are departments with specific zones of responsibility. Within the European Commission specifically, Directorates-General are the equivalent of national-level ministries. Most are headed by a European Commissioner, responsible for the general direction of the Directorate-General, and in charge of the corresponding policy area; and a Director-General, responsible for the management of day-to-day affairs, who reports to the European Commissioner.

The Ceylon Civil Service, popularly known by its acronym CCS, was the premier civil service of the Government of Ceylon under British colonial rule and in the immediate post-independence period. Established in 1833, it functioned as part of the executive administration of the country to various degrees until Ceylon gained self-rule in 1948. Until it was abolished on 1 May 1963 it functioned as the permanent bureaucracy or secretariat of Crown employees that assisted the Government of Ceylon.

Martin Selmayr is a European civil servant from Germany who was Secretary-General of the European Commission from 2018 to 2019 and chief of staff to Commission President Jean-Claude Juncker from 2014 to 2018. During his time in the Juncker Commission, Selmayr was widely described as one of the most influential figures within the European Union. After taking office as secretary-general, he was described in a debate in the European Parliament as "the most powerful bureaucrat in the world." A resident of Brussels since 2000, he is a member of the Christian Democratic and Flemish (CD&V) party of Belgium. He is considered by many to be close to the Christian Democratic Union of Germany and its leadership, but the European Commission said he has never been a member of that party.
