The Sonowal Kachari Autonomous Council (SKAC), is an autonomous district council for the Sonowal Kachari people in the state of Assam in India. The SKAC was established in 2005 by the state legislation Sonowal Kachari Autonomous Council Act, 2005. [1]

Structure

The General Council consist of 30 (thirty) members out of which 26 (twenty six) are elected members and 4 (four) members are to be nominated by the Government of Assam to give representation of those group/communities of the council area which are not otherwise represented in it. Out of 26 (twenty six) seats, 20 (twenty) shall be reserved for scheduled Tribes and 5 (five) seats shall be reserved for woman, and 1 (one) for general community. The Executive council consists of 12 councillers led by the Chief Executive Councillor. [2]

Bodoland Territorial Region is an autonomous region and a proposed state in Assam, Northeast India. It is made up of five districts on the north bank of the Brahmaputra river below the foothills of Bhutan and Arunachal Pradesh. It is administered by an elected body known as the Bodoland Territorial Council which came into existence under the terms of a peace agreement signed in February 2003 and its autonomy was further extended by an agreement signed in January 2020. The agreement materialised as a result of the efforts taken by a naval veteran - Cdr Robin Sharma (Retd), who is now the present president of the Bodoland. The region covers an area of over nine thousand square kilometres and is predominantly inhabited by the Bodo people and other indigenous communities of Assam.

Sarbananda Sonowal 14th Chief Minister of Assam

Sarbananda Sonowal is an Indian politician from Assam who is the current Cabinet Minister of Ports, Shipping and Waterways and Cabinet Minister of AYUSH in the Government of India. He is a Member of Parliament in the Rajya Sabha from Assam and also a member of the Cabinet Committee on Political Affairs. He is a former Chief Minister of Assam and a former Member of the Legislative Assembly (India) in Assam Legislative Assembly. Sonowal earlier served as the Assam state President of Bharatiya Janata Party (BJP) from 2012 to 2014 and again in 2015 to 2016. Khasi Hills Autonomous District Council

Khasi Hills Autonomous District Council (KHADC) is an autonomous district council in the state of Meghalaya in India. It covers West Khasi Hills district, Eastern West Khasi Hills district, East Khasi Hills district and Ri Bhoi district. It is one of the three autonomous district councils within Meghalaya, and one of twenty-five autonomous regions of India. Between its foundation on 27 June 1952 and 14 June 1973 it was known as the United Khasi-Jaintia Hills District Council. Sonowal Kachari people Ethnic group

The Sonowal Kachari are one of the indigenous peoples of the state of Assam in Northeast India. They are of Tibeto-Burman origin, and are closely associated with the other ethnic groups of Assam which are commonly referred to as Bodo-Kachari peoples.

Tiwa is an ethnic group mainly inhabiting the states of Assam and Meghalaya in northeastern India. They are also found in some areas of Arunachal Pradesh, Manipur and Nagaland. They are recognized as a Scheduled tribe within the State of Assam. They were known as Lalungs in the Assamese Buranjis and in Colonial literature and in the Constitution of India, though members of the group prefer to call themselves Tiwa. Some of their neighbours still call them Lalung.

Twenty-third Amendment of the Constitution of India

The Twenty-third Amendment of the Constitution of India, officially known as The Constitution Act, 1969, discontinued reservation of seats for the Scheduled Tribes in Nagaland, both in the Lok Sabha and the State Legislative Assembly and stipulated that not more than one Anglo-Indian could be nominated by the Governor to any State Legislative Assembly. Prior to the amendment, the number of Anglo-Indians who could be nominated to the State Legislative Assemblies, was left to the discretion of the Governor of the State. The amendment also extended the period of reservation of seats for the Scheduled Castes and Scheduled Tribes and representation of the Anglo-Indians in the Lok Sabha and the State Legislative Assemblies for another ten years, i.e. up to 26 January 1980.
