Kamatapur Autonomous Council

The Kamatapur Autonomous Council is an autonomous council in the Kamtapur region of the Indian state of Assam, for development and protection of ethnic Koch Rajbongshi people. [2] It was formed in 2020. [3] It includes the whole of the Undivided Goalpara district, excluding Bodoland Territorial Council and Rabha Hasong Autonomous Council areas. [4]

History

The Kamatapur Autonomous Council Bill 2020 was tabled in Assam Legislative Assembly on 24 March 2020 by the BJP led NDA government and it was passed in September 2020. The bill received objections from Indian National Congress and AIUDF. [3]

Administration

The Kamatapur Autonomous Council consists of 30 members. 26 of these members are elected directly and 4 members are nominated by the Governor. [5]

In January 2021, the Assam State Government said it will constitute interim councils for Kamatpur Autonomous Council as elections to the autonomous council can't be done before the 2021 Assam Legislative Assembly election. [6] A 30 member interim council was appointed in February 2021. [7]

Twenty-second Amendment of the Constitution of India

The Assam Lokayukta is the Parliamentary Ombudsman for the state of Assam (India). It is a high level statutory functionary, created to address grievances of the public against ministers, legislators, administration and public servants in issues related to misuse of power, mal-administration and corruption. It was first formed under the Assam Lokayukta and Upa-Lokayukta Act, and approved by the president of India on 2011. The passage of Lokpal and Lokayukta's Act, 2013 in Parliament had become law from January 16,2014 and requires each state to appoint its Lokayukta within a year. Bismita Gogoi Indian politician

Bismita Gogoi is an Indian politician from the state of Assam who is currently general secretary of All India Mahila Congress in Assam. Gogoi was the member of Assam Legislative Assembly for Khumtai from 2011 to 2016 and culture minister of Assam from 2015 to 2016. She is a member of the Indian National Congress.

Rameswar Dhanowar was an Indian politician from the state of Assam. He was a Member of the Assam Legislative Assembly from the Indian National Congress for Digboi. He was made a minister in Hiteswar Saikia and Tarun Gogoi’s cabinet.

Ramesh Chandra Barooah was an Indian politician from the state of Assam. He was a member of Assam Legislative Assembly for Dibrugarh. He was twice a cabinet minister, as well as becoming speaker of the assembly in 1972.

Gobinda Chandra Langthasa was an Indian politician from the state of Assam. He was a member of Assam Legislative Assembly for Haflong. He was also a cabinet minister in the first Tarun Gogoi cabinet, and Deputy Chief Minister of Assam under Hiteswar Saikia.
