The Bodoland Territorial Council (BTC) is an autonomous council for the Bodoland Territorial Region established under 6th Schedule of The Constitution of India according to the Memorandum of Settlement between Bodoland Liberation Tiger Force (BLTF) and Government of India and Government of Assam.
The BTC has 40 elected members and an additional six members that are appointed by the Governor of Assam. The area under the BTC jurisdiction is officially called the Bodoland Territorial Area District (BTAD). The region falls within the geographical map of the least developed region in India. The agro-based economy is the only source of livelihood of the people. Industrialisation and other employment opportunities are scant.
The Bodoland Territorial Council is headed by a Speaker and the executive committee is chaired by a Chief Executive Member, currently Pramod Boro.
The BTC consists of five contiguous districts — Kokrajhar, Baksa, Udalguri, Chirang, Tamulpur — carved out of seven existing districts — Kokrajhar, Bongaigaon, Barpeta, Nalbari, Kamrup, Darrang and Sonitpur — an area of 8970 km2 (11% of Assam land area i.e. 78,438 km2) comprising various protected tribal belts and blocks in Assam. Its establishment was under the Amended Sixth Schedule of the Constitution of India. [4]
The BTC was constituted in 2003 and the first elections were held in 2005. [5]
The executive and legislative powers of the Bodoland Territorial Council are derived from the provisions of the Sixth Schedule of the Constitution of India and the 2003 and 2020 Bodoland Peace Agreements.
The powers and competencies of the council are as follows: [6] [7]
The Bodoland Territorial Council to levy taxes, fees and tolls on; buildings and land, animals, vehicles, boats, entry of goods into the area, roads, ferries, bridges, sanitation, employment and income and general taxes for the maintenance of schools and roads. [7] [6]
No party has won a majority in the elections in the December 2020 council election with BPF emerging as the single largest party. [8] On 13 December 2020, the UPPL, BJP and GSP agreed to form the next executive. [9]

Executive power is vested in an executive committee led by the Chief Executive Member.
However, between April 2020 and December 2020, all executive and legislative functions were exercised by a principal secretary acting on behalf of the Governor of Assam. [11] In April 2020, Siddharth Singh has been appointed as the Principal Secretary of Bodoland Territorial Council, [12] while Rajesh Prasad was posted as the administrator. [13] [11]

The leader of the UPPL, Pramod Boro, became the new Chief Executive Member of the Bodoland Territorial Council on 15 December 2020 with Gobinda Basumatary becoming the Deputy Chief Executive. Subsequently, a new twelve member executive committee was formed with eight members from the United People's Party Liberal, seven members from the Bharatiya Janata Party and one member from the Gana Suraksha Party. [14] [15] But in mid 2021,GSP left NDA and started talks with TMC. [16]

Boro, also called Bodo, is an ethnolinguistic group native to the state of Assam in India. They are a part of the greater Bodo-Kachari family of ethnolinguistic groups and are spread across northeastern India. They are concentrated mainly in the Bodoland Territorial Region of Assam, though Boros inhabit all other districts of Assam and Meghalaya.
The Bodoland Territorial Region (BTR) is an autonomous division in Assam, India, and a proposed state in Northeast India. It is made up of five districts on the north bank of the Brahmaputra River below the foothills of Bhutan and Arunachal Pradesh. It is administered by an elected body known as the Bodoland Territorial Council which came into existence under the terms of a peace agreement signed in February 2003 and its autonomy was further extended by an agreement signed in January 2020. The region covers an area of over nine thousand square kilometres and is predominantly inhabited by the Bodo people and other indigenous communities of Assam.

Sansuma Khunggur Bwiswmuthiary is a former Lok Sabha MP. He was elected from Kokrajhar in Assam as an independent in 1998, 1999 and 2004. In 2009, he won as a Bodoland People's Front candidate, as part of the United Progressive Alliance.

The Bodo Liberation Tigers Force, also known as the Bodo Liberation Tigers, was an armed militant group that operated in the Bodo dominated regions of Assam, India. The BLTF was founded on 18 June 1996 by Prem Singh Brahma and Hagrama Mohilary. Hagrama Mohilary was the chief of the outfit.
Hagrama Mohilary is an Indian politician who has served as the first Chief Executive Member of the Bodoland Territorial Council from 2005 to 2020, representing the Deborgaon constituency. He is the chairperson of the Bodoland People's Front and had been the head of Bodoland Territorial Council since its inception in 2003. He won the third General Assembly Elections 2015 and formed his Government for the third time. Mohilary was the chief of the Bodo Liberation Tigers (BLT) before joining the mainstream politics in 2003.

Biswajit Daimary is an Indian politician from Bharatiya Janata Party who is serving as the Speaker of Assam Legislative Assembly since 2021. He represents the Panery constituency in Assam Legislative Assembly since 2021. He was also member of Rajya Sabha as a member of the Bharatiya Janata Party from 2021 to 2021 and as a member of the Bodoland People's Front from 2008 to 2020. He was first elected as Member of Assam Legislative Assembly from 2001 to 2006. He was elected for second term from 2014 to 2020 as a member of Bodoland People's Front and from 2021 as a member of Bharatiya Janata Party. In November 2020, Daimary left BPF to join Bharatiya Janata Party before Bodoland Territorial Council elections.

Bodoland Martyrs Gold Cup is a football tournament in the Bodoland Territorial Region, Assam, India, organised by Kokrajhar District Sports Association (KDSA). It is played in memory of Bodoland martyrs, who sacrificed their lives for the cause of Bodoland movement.
The 2015 Bodoland Territorial Council election was held on Wednesday, 8 April 2015 to elect the 3rd council of the Bodoland Territorial Area Districts. All 40 seats in the legislative assembly were set up for election. Bodoland People's Front won the election for the third consecutive term by winning 20 seats and 28.5 percent of the votes. BPF also lost 11 seats in contrast to the last election in which they won 31 seats.
