Issued from February 1979 to February 1984. 'M' and 'Z' series in the ABC 123 serial format reserved for dealers and rental vehicles respectively. After YZZ 999 was issued in late 1982, serials with I and Q as the first and/or second letters were issued, before the 123 ABC format was introduced. Revalidated with stickers until 1992.
