Kouga Municipality is a local municipality in the Eastern Cape of South Africa, approximately 80 km west of Gqebera. It forms part of the Sarah Baartman District Municipality. Its territory includes the coastal zone between the Van Stadens River in the east and the Tsitsikamma River in the west, and stretches inland towards the Baviaanskloof Mountains in the north.

She was previously a Member of the Mayoral Committee of the Drakenstein Local Municipality. Philander is a member of the Democratic Alliance.

Andrew Grant Whitfield is a South African politician who has been the Shadow Minister of Police since 2019 and a Member of the National Assembly for the Democratic Alliance since 2019 and previously from 2014 to 2016. Having served as the provincial chairman of the DA in the Eastern Cape from 2017 to 2023, he is currently the provincial leader of the party and the leader of the party's Tsitsi-Kouga Constituency. Whitfield had previously served on the Nelson Mandela Bay city council and in the Eastern Cape Provincial Legislature.

Prior to serving in the National Assembly, she was a Member of the Northern Cape Provincial Legislature and the mayor of the Khâi-Ma Local Municipality. Beukes is a member of the African National Congress.
Dingaan Jacob Myolwa is a South African politician from the Eastern Cape who is a Member of the National Assembly for the African National Congress (ANC). He was appointed to parliament in 2021. Myolwa had previously served as a member of the Eastern Cape Provincial Legislature from 2013 to 2014 and before that, as mayor of the OR Tambo District Municipality.

Horatio Hendricks is a South African politician and former educator who has been a member of the Eastern Cape Provincial Legislature since 2023. He previously served as the Speaker of the Kouga Local Municipality from 2016 to 2018 and then as mayor of the municipality from 2018 until 2023. Hendricks is a member of the Democratic Alliance (DA).
Nokuzola Gladys Tolashe, also known as Sisisi "Sisi" Tolashe, is a South African politician from the Eastern Cape. She was elected as president of the African National Congress (ANC) Women's League in July 2023. In government, Tolashe has been the Deputy Minister in the Presidency for Women, Youth and Persons with Disabilities since March 2023.
Zukisa Cheryl Faku is a South African politician and convicted fraudster from the Eastern Cape. A member of the African National Congress, Faku had served as the mayor of the Buffalo City Local Municipality. In 2013 she was elected to take up a seat in the National Council of Provinces. The following year, she was elected to the National Assembly of South Africa. Faku was convicted of fraud in 2016 but remained a Member of Parliament. She resigned from parliament shortly after her re-election in 2019.
Malitaba Sarah Moleleki is a South African politician who has represented the African National Congress (ANC) in the Free State Provincial Legislature since 2014. Before that, she was the Mayor of Maluti-a-Phofung Local Municipality in the Free State until her resignation in September 2013.
Babalwa Lobishe is a South African politician who has been the deputy mayor of Nelson Mandela bay since 2023. She represented the African National Congress (ANC) in the Eastern Cape Provincial Legislature from 2019 until 2023. In December 2021, she was additionally elected as Regional Chairperson of the ANC's branch in Nelson Mandela Bay.
Mary Nombulelo Mabandla was a South African politician who represented the African National Congress (ANC) in the Eastern Cape Provincial Legislature from May 2009 until her death in September 2011. During that time, she served as the Eastern Cape's Member of the Executive Council (MEC) for Human Settlements between May 2009 and November 2010. Before her election to the provincial legislature, Mabandla was an ANC Youth League activist and a local councillor in Mhlontlo Local Municipality, her hometown.
Comely Humphrey Maqocwa Maxegwana is a South African politician who represented the African National Congress (ANC) in the National Assembly from 2014 until 2019, when he failed to gain re-election. Before that, he represented the ANC in the Eastern Cape Provincial Legislature. He was a prominent trade unionist in the Eastern Cape during apartheid and is also a former Provincial Secretary of the ANC's Eastern Cape branch.
Elizabeth Christina "Elza" van Lingen was a South African politician. A member of the Democratic Alliance, she was elected a councillor of the Cacadu District Municipality in 2002. She was elected to the National Council of Provinces in 2009. Van Lingen became leader of the DA caucus in the NCOP in 2011, and was re-elected to the NCOP in 2014. From 2016 until her death, she served as the mayor of the Kouga Local Municipality.
Litho Suka is a South African politician and former educator who served as a councillor of Nelson Mandela Bay from 2015 until 2021. He was chief whip of council between 2015 and 2016. Prior to serving in council, Suka was a Permanent Delegate to the National Council of Provinces from 2014 to 2015 and before that, a member of the National Assembly of South Africa from 2009 to 2014. Suka had served as a member of the Eastern Cape Provincial Legislature from 1994 until 2009. He is a member of the African National Congress.
