Sri Lankabhimanya Dingiri Banda Wijetunga was the fourth President of Sri Lanka from 7 May 1993 to 12 November 1994, Prime Minister of Sri Lanka from 3 March 1989 to 7 May 1993 and the Governor of North Western province, Sri Lanka from 1988 to 1989. He was awarded Sri Lanka's highest award to a civilian Sri Lankabhimanya in 1993 by President Ranasinghe Premadasa.
Haputale is a town of Badulla District in the Uva Province, Sri Lanka, governed by an Urban Council. The elevation is 1431 m (4695 ft) above the sea level. The area has a rich bio-diversity dense with numerous varieties of flora and fauna. Haputale is surrounded by hills covered with cloud forests and tea plantations. The town has a cooler climate than its surroundings, due to its elevation. The Haputale pass allows views across the Southern plains of Sri Lanka. The South-West boundary of Uva basin is marked by the Haputale mountain ridges, which continue on to Horton Plains and Adam's Peak to the west. CNN in 2010 named Haputale as one of Asia's most overlooked destinations.
Wijesinghe Jayaweera Mudiyanselage Lokubandara, was a Sri Lankan politician who was Speaker of the Parliament of Sri Lanka from 2004 to 2010 and Governor of Sabaragamuwa Province from 2010 to 2015. He was a lawyer by profession, and wrote books, poems, and songs. He held several ministries in the government of Sri Lanka before his appointment as Speaker of the House.

Haputale electoral district was replaced by the Badulla multi-member electoral district at the 1989 general elections, the first under the proportional representation system, though Badulla continues to be a polling division of the multi-member electoral district.
