Richard Stanley Pelpola (21 November 1898 - 19 July 1971) was the Speaker of the Parliament of Ceylon and a member of Parliament in the cabinet of S. W. R. D. Bandaranaike. [1] He resigned from his position of speaker in 1964 [2] Later in his life he was appointed Sri Lankan High Commissioner to Malaysia. Pelpola died in Kuala Lumpur in 1971. [3] He had fourteen children.

Gampola electoral district was an electoral district of Sri Lanka between August 1947 and February 1989. The district was named after the town of Gampola in Kandy District,Central Province. The 1978 Constitution of Sri Lanka introduced the proportional representation electoral system for electing members of Parliament. The existing 160 mainly single-member electoral districts were replaced with 22 multi-member electoral districts. Gampola electoral district was replaced by the Kandy multi-member electoral district at the 1989 general elections,the first under the proportional representation system.
The 19th Amendment (19A) to the Constitution of Sri Lanka was passed by the 225-member Sri Lankan Parliament with 215 voting in favor,one against,one abstained and seven were absent,on 28 April 2015. The amendment envisages the dilution of many powers of Executive Presidency,which had been in force since 1978. It is the most revolutionary reform ever applied to the Constitution of Sri Lanka since JR Jayawardhane became the first Executive President of Sri Lanka in 1978.
