Mahinda Yapa Abeywardena (born 10 October 1945) is a Sri Lankan politician and landed proprietor. He is the current Speaker of the Sri Lankan Parliament. [1]
He first entered parliament in 1983 as the Hakmana United National Party and has been active in politics for more than 30 years. [2]
Mahinda Yapa Abeywardena was a young MP when he openly criticised the 1987 Indo-Sri Lanka Accord for a new provincial councils system to be established in Sri Lanka. He along with Chandrakumara Wijeya Gunawardena,the member for Kamburupitiya voted against the bill in Parliament becoming the only two government members who voted against it. He was later removed by the then President J. R. Jayewardene from his Parliamentary seat for violation of the party rules by not voting for the bill.
He later joined hands with Gamini Dissanayake and Lalith Athulathmudali (who were also against the Indo-Sri Lanka Accord) as they too quit United National Party and formed the Democratic United National Front or aka 'Rajaliya-front'. Mahinda Yapa Abeywardena then contested for Southern Provincial Council under DUNF and won. He was then elected as the opposition leader of the Southern Provincial Council in 1993,and he became the Chief Minister of the Southern Provincial Council in 1994. Elected twice as the Chief Minister he was in office from 1994 to 2001. He is said to be one of the most successful Chief Ministers from the south for developing the infrastructures that were neglected for more than 5 years due to the dark era of the country.
He left office to contest in the 2001 general elections and become an opposition MP and served until 2004. After the 2004 General elections,he became the Deputy Minister of Healthcare and later the Cabinet Minister for Cultural Affairs &National Heritage. After the 2010 General Elections,he was appointed as the Minister of Agriculture. Having been in office as the Minister of Agriculture for several years he was elected Vice Chairman at the 38th session of the Food and Agricultural Organization of the United Nations FAO Conference held in Rome,Italy in 2013. [3] He was again appointed as the Minister of Parliamentary Affairs in 2015 for a brief period until he resigned and joined the opposition.
He is a representative of Matara District for the United People's Freedom Alliance in the Parliament of Sri Lanka. He resides in Kalubowila,Dehiwala.
Abeywardena who was a Rajapakse ally was mostly criticized by opposition and media for acting bias from the spekers seat,On March 5th 2024 the main opposition Samagi Jana Balawegaya hand over a no confidence motion against him and claiming his actions to failure to protect the constitution by signing the Online Safety Bill and ignored the Supreme Court’s recommendations pertaining to Sections 13,17,20,33 (6),34 (1),35 (1),21,22 and 33. . This is the first no confidence motion against a Speaker of Parliament in the history of Sri Lanka. [4] He was also criticized for Constitution being blatantly violated at the constitutional council to appoint inspector general of police,when we did not have the voting authority,but cast his vote. A constitutional crisis began in Sri Lanka when President Maithripala Sirisena appointed former president and member of parliament Mahinda Rajapaksa as Prime Minister on 26 October 2018 before formally dismissing the incumbent Ranil Wickremesinghe,resulting in two concurrent Prime Ministers. Wickremesinghe and the United National Party (UNP) viewed the appointment as illegal,and he refused to resign.
The 16th Parliament of Sri Lanka is the current Parliament of Sri Lanka,with the membership determined by the results of the 2020 parliamentary election held on 5 August 2020. According to the Constitution of Sri Lanka the maximum legislative term of the parliament is 5 years from the first meeting.
The 20th Amendment (20A) to the Constitution of Sri Lanka was passed by the 225-member Sri Lankan Parliament with 156 voting in favor,65 against and four abstained on 22 October 2020. The 20th amendment became a subject of political controversy as political activists,civil societies,international community expressed concerns over its bias towards Rajapaksa family. Critics called it as a constitutional bombshell as it was deemed as in violation to the Constitution of the Democratic Socialist Republic of Sri Lanka. The proposed amendment reverses most of the reforms and amendments which were introduced in the Nineteenth Amendment to the Constitution of Sri Lanka in 2015. 20th amendment brought back most of the constitutional powers to the President which was previously abolished in the 19th amendment. The 19th amendment was the first instance in Sri Lanka where the executive powers were equally shared by the President along with the cabinet. The 20th amendment was often a political objective of ruling party Sri Lanka Podujana Peramuna and Gotabaya Rajapaksa administration which recorded landslide victories in both 2019 Sri Lankan presidential election as well as 2020 Sri Lankan parliamentary election. On 22 October 2020,the amendment was successfully passed in the parliament with a ⅔majority in the parliament.

The inauguration of Ranil Wickremesinghe as the 8th executive president of the Democratic Socialist Republic of Sri Lanka took place on Thursday,21 July 2022. This officially marked the beginning of Wickremesinghe's term in office,which will conclude in November 2024.
