Wijesinghe Jayaweera Mudiyanselage Lokubandara, was a Sri Lankan politician who was Speaker of the Parliament of Sri Lanka from 2004 to 2010 and Governor of Sabaragamuwa Province from 2010 to 2015. Puttalam electoral district is one of the 22 multi-member electoral districts of Sri Lanka created by the 1978 Constitution of Sri Lanka. The district is conterminous with the administrative district of Puttalam in the North Western province. The district currently elects 8 of the 225 members of the Sri Lankan Parliament and had 495,575 registered electors in 2010.

Local government is the third and lowest level of government in Sri Lanka – after the central government and provincial councils. The local government bodies are collectively known as local authorities. They are responsible for providing a variety of local public services including roads, sanitation, drains, housing, libraries, public parks and recreational facilities. Local authorities are divided into three different groups: municipal councils, urban councils and divisional councils. As of November 2017, there were 341 local authorities. All local authorities are elected using the mixed electoral system.

Rajapakse Mohottige Don Suranimala Rajapaksha was a Sri Lankan politician. Rajapaksha was first elected to the Parliament of Sri Lanka in 1994 and he was the Minister of School Education in Democratic Socialist Republic of Sri Lanka in 2001 to 2004. He was a member of the United National Party (UNP) and a member of UNP Working Committee. He was also appointed as the Coordinating secretary to the prime minister Ranil Wickremesinghe in 2015. At the time of his death he acted as the special envoy (representative) to the Prime Minister. His younger son Kanishka Rajapaksha was also appointed as the Coordinating Assistant to the Prime Minister after the death of Rajapaksha. Kanishka is an Attorney at Law in his profession.

Provincial governments of Sri Lanka are the devolved governments of the nine Provinces of Sri Lanka. In accordance with the Sri Lankan constitution, provinces have legislative power over a variety of matters including agriculture, education, health, housing, local government, planning, road transport and social services. The constitution also gives them powers over police and land but successive central governments have refused to devolve these powers to the provinces.

He was the former State Minister of Rural irrigation and tanks development, former member of the Central Provincial Council and is the son of the former Sri Lankan Prime Minister D. M. Jayaratne.

A non-cabinet minister can be in charge of a ministry, be attached a ministry of a cabinet minister or be without a ministry. A cabinet minister may hold another non-cabinet minister post with a different subject concurrently.
