Jayampathy Wickramaratne,PC is a Sri Lankan lawyer and politician. He was a national list member representing the United National Party in the Parliament. [1] A former Director of Programs of the Institute of Constitutional Studies in Colombo,he has served as a Senior Adviser to the Ministry of Constitutional Affairs and was a member of the Sri Lankan Law Commission. [2] [3] He entered parliament in 2015 General Election from the National List of the United National Party. He was also appointed as the Parliamentary Secretary to the Prime Minister Ranil Wickramasinghe. Wickramaratne was educated at St. Anthony's College,Kandy and St. Sylvester's College,Kandy. After successfully completed his GCE Advance Level examination he entered the Science Faculty of University of Peradeniya,studying chemistry. Later entered the Law College,where he qualified as a lawyer. He holds a PhD in Human rights and a Master of Public Administration from University of Peradeniya. Wickramaratne was appointed a President's Counsel in 2001. Although Wickramaratne was a leftist [6] [ clarification needed ] in 2015 August election he was appointed as a national list MP from the right wing UNP.[ when? ] He resigned from parliament in late January 2020 and relocated to Switzerland,where he is alleged to hold citizenship. As he was a key architect of the 2015 Nineteenth Amendment which prohibits non-citizens from entering parliament or contesting in Presidential elections. It was specifically aimed at preventing Gotabaya Rajapaksa,at the time an American citizen,from entering Sri Lankan politics or running for president. [7]
The 2015 constitution which he participated to draft was abolished on 22 October 2020 and a new amendment was passed at the Sri Lanka parliament. [8]
Sri Lanka is a semi-presidential representative democratic republic,whereby the President of Sri Lanka is both head of state and head of government,and it relies on a multi-party system. Executive power is exercised by the President on the advice of the Prime Minister and the Cabinet of Ministers. Legislative power is vested in the Parliament. For decades,the party system was dominated by the socialist Sri Lanka Freedom Party and the conservative United National Party. The Judiciary is independent of the executive and the legislature.
Sri Lankabhimanya Ranasinghe Premadasa was the third President of Sri Lanka from 2 January 1989 to 1 May 1993. Before that,he served as the prime minister in the government headed by J. R. Jayewardene from 6 February 1978 to 1 January 1989. Rajapakse Mohottige Don Suranimala Rajapaksha was a Sri Lankan politician. Rajapaksha was first elected to the Parliament of Sri Lanka in 1994 and he was the Minister of School Education in Democratic Socialist Republic of Sri Lanka in 2001 to 2004. He was a member of the United National Party (UNP) and a member of UNP Working Committee. He was also appointed as the Coordinating secretary to the prime minister Ranil Wickremesinghe in 2015. The Sri Lankan Constitution of 1972 was a constitution of Sri Lanka,replaced by the 1978 constitution currently in force. It was Sri Lanka's first republican constitution,and its second since independence in 1948. The constitution changed the country's name from Ceylon to Sri Lanka,and established it as an independent republic. The country was officially designated "Republic of Sri Lanka," leading to this constitution being known as "the 1972 Republican Constitution." The constitution was promulgated on 22 May 1972.

A constitutional crisis began in Sri Lanka when President Maithripala Sirisena appointed former president and member of parliament Mahinda Rajapaksa as Prime Minister on 26 October 2018 before formally dismissing the incumbent Ranil Wickremesinghe,resulting in two concurrent Prime Ministers. Wickremesinghe and the United National Party (UNP) viewed the appointment as illegal,and he refused to resign.
