Elections to the fifith Odisha Legislative Assembly were held in 1971. [1]

Contents

Constituencies

The elections were held for 140 seats. A total of 835 candidates contested for these 140 seats.

Political parties

Three national parties, Communist Party of India, Indian National Congress and Swatantra Party along with the state party Utkal Congress took part in the assembly election. Congress party emerged again as the winner by winning 40% of the seats with a vote share of 28.74%. Harekrushna Mahatab again become the Chief Minister of the state.

Government

The United Front a coalition of Swatantra Party who won 36 Assembly seats and the new regional party Utkal Congress who won 33 Assembly seats formed the government under the leadership of Independent candidate Bishwanath Das. [2]

Das resigned on June 14, 1972, due to defection of a large number of members from the ruling coalition and on same day Nandini Satpathy of the Indian National Congress formed the government and continued till March 1973. Nandini Satpathy ousted due in-fighting of the members after which there was imposition of President's rule in the state. [3] [4]

Utkal Congress was a political party in the Indian state of Odisha. It was formed in 1969 when Biju Patnaik left Indian National Congress. After the 1971 Odisha elections UC took part in the Bishwanath Das ministry in the state. In 1974 Utkal Congress merged into Bharatiya Lok Dal.

The Pragati Legislature Party(Also called Pragati Dal) was a political grouping in the Legislative Assembly of the Indian state Orissa. PLP was formed in 1973 by the Utkal Congress, Swatantra Party and others. The PLP leader Biju Patnaik, was elected as the Leader of the Opposition of the Assembly on February 9, 1973. Mohammed Afzal-ul Amin, popularly known as M.A. Amin, was an Indian statesman, politician and social worker from Cuttack, Odisha. He served as the general secretary of Utkal Pradesh Congress Committee during Biren Mitra's chief ministership. Afzal-ul was the Vice Chairman and later the Chairman of Cuttack Municipality and also the President of Odisha Mohammadan Association. He played a major role in preserving Urdu language in Cuttack by establishing several lower primary and upper primary Urdu schools in the city. He is also credited for organising various nationalist meetings and for mobilizing the common masses in Cuttack during the Quit India movement of 1942.
