Heydar Alirza oghlu Aliyev was an Azerbaijani politician who served as the third president of Azerbaijan from October 1993 to October 2003. Originally a high-ranking official in the KGB of the Azerbaijan SSR, serving for 28 years in Soviet state security organs (1941–1969), he led Soviet Azerbaijan from 1969 to 1982 and held the post of First Deputy Premier of the Soviet Union from 1982 to 1987.
The flag of the Azerbaijan Soviet Socialist Republic was a plain red flag with a golden hammer and sickle and a gold-bordered red star in its upper canton and an horizontal dark blue band on the bottom fourth, representing the Caspian Sea.
The president of the Republic of Azerbaijan is the head of state of Azerbaijan. Yardimli District is one of the 66 districts of Azerbaijan. It is located in the south-east of the country and belongs to the Lankaran-Astara Economic Region. The district borders the districts of Jalilabad, Masally, Lerik, and the Ardabil Province of Iran. Its capital and largest city is Yardimli. As of 2020, the district had a population of 68,000.
Horadiz is a city and municipality in the Fuzuli District of Azerbaijan, located on the left bank of the Aras river. As of 2019, it had a population of 7,600 people.

The Financial Monitoring Service of Azerbaijan is a public legal entity whose role is policy coordination, overall regulation, and supervision in the sphere of anti-money laundering and counter-terrorism financing in the country of Azerbaijan. According to its website, the Financial Monitoring Service was established by the Decree No. 66 of the President of the Republic of Azerbaijan, dated 23 February 2009. The Financial Monitoring Service is the authority that implements the powers identified by the legislation on the prevention of illegally obtained funds and other property's use in the financing of terrorism in accordance with international standard.
