The 2023 Ecuadorian local elections were held on 5 February 2023, alongside the 2023 Ecuadorian constitutional referendum. These elections determined 23 prefects, 23 vice-prefects, 221 mayors, 868 urban councilors, 437 rural councilors, and 4,084 principal members of the parish councils. [1] The previous elections were held in 2019.

The results were widely hailed, alongside the rejection of all constitutional referendum questions, as a rebuke of President Guillermo Lasso, who had won the 2021 Ecuadorian general election. [2] [3] They were also seen as a major victory for leftist politician and former President Rafael Correa, whose Citizen Revolution Movement party won nearly every key race, including the mayoral races in both Quito and Guayaquil, with this last city having been a longtime stronghold of the right (and, most specifically, the Social Christian Party) until then. More generally, the local elections were held during an escalating wave of crime and violence across Ecuador, linked by many sources to the growing influence of drug trafficking activities in the country, [5] [6] [7] [8] which was one of the issues President Lasso had originally aimed to tackle via the aforementioned constitutional referendum. As a result of the generally increased tension, several politicians were directly attacked in the run-up to the election, with two of them being murdered: [6] [8] [9] on 21 January 2023, Julio César Farachio, the Popular Unity Movement's candidate for mayor in the city of Salinas, was shot and killed while hosting an electoral rally; [5] [10] on 4 February, Omar Menéndez, the Citizen Revolution Movement's candidate for mayor in Puerto López, and one of his collaborators were shot dead by two unidentified men just a few hours before the ballots opened. [6] [8] [9] [11] Menéndez himself went on to win the election posthumously, although he was set to be replaced by another candidate from the same party. [6] [7] [8]

General elections were held in Ecuador on 19 February 2017 alongside a referendum on tax havens. Voters elected a new President and National Assembly. Incumbent President Rafael Correa of the PAIS Alliance was not eligible for re-election, having served three terms. In the first round of the presidential elections, PAIS Alliance candidate Lenín Moreno received 39% of the vote. Although he was more than 10% ahead of his nearest rival, Guillermo Lasso of the Creating Opportunities party, Moreno was just short of the 40% threshold required to avoid a run-off. As a result, a second round was held on 2 April. In the second round Moreno was elected president with 51.16% of the vote.

Although delaying the election due to the COVID-19 pandemic was discussed, the CNE announced on 15 December 2020 that the electoral calendar would not shift and confirmed elections would take place in February 2021.

Union for Hope is a political coalition in Ecuador for the 2021 Ecuadorian general election. Political groups from the left-wing participated, with only the Democratic Center Movement being officially on the ballot, to sponsor the presidential candidacy of Andrés Arauz for the 2021 presidential election.

A run-off election was held on 15 October 2023 to elect the President after candidates were unable to reach the threshold needed to win in the first round. Incumbent president Guillermo Lasso was eligible for a second term, but he announced on 18 May that he would not stand for re-election in response to his impeachment.

A constitutional referendum was held in Ecuador on 5 February 2023, alongside local elections. The binding consultation was called on 29 November 2022 by President Guillermo Lasso. Voters were asked to approve or reject a total of eight questions surrounding changes to the Constitution of Ecuador. Soon after the referendum, Reuters, Al Jazeera, CNN en Español and the Financial Times projected the failure of all eight of its proposals, with president Guillermo Lasso eventually conceding defeat. Turnout for the referendum was estimated at 80.74%.

On 4 February 2023, Omar Menéndez, a 41-year-old Ecuadorian man who was running as the Citizen Revolution Movement party's candidate for mayor in the canton of Puerto López, Manabí Province in the 2023 Ecuadorian local elections, was shot and killed by two unidentified men just a few hours before the ballots were officially opened. Three other people were injured in the same shooting, including a 16-year-old volunteer, who eventually died from complications after being taken to the hospital.

In Ecuadorian politics, muerte cruzada is the name commonly given to a mechanism governing the impeachment of the president of Ecuador and the dissolution of the National Assembly provided for in Articles 130 and 148 of the 2008 Constitution.

A political crisis began in Ecuador on 17 May 2023 as a result of the impeachment trial against President Guillermo Lasso. The impeachment inquiry began in the National Assembly on 9 May and lasted until 17 May when Lasso dissolved parliament through the constitutional provision known as muerte cruzada. That triggered the end of the impeachment inquiry as it dissolved the National Assembly and caused an earlier general election. The mutual dissolution marks the first time this constitutional measure has been triggered by an Ecuadorian president.

On 9 August 2023, eleven days before the 2023 Ecuadorian general election, presidential candidate Fernando Villavicencio was assassinated after leaving a campaign rally in Quito, the capital of Ecuador. One assailant was killed during the attack. Several bystanders, including security personnel and a legislative candidate, were injured.
