An oil spill occurred December 2023 at the El Palito refinery in Puerto Cabello, Venezuela.
The oil spill occurred at the end of December 2023 on the coast of the Carabobo state, affecting the beach of Puerto Cabello. [1] Days later, the National Union of Press Workers (SNTP) denounced that officials of the General Directorate of Military Counterintelligence (DGCIM) had prohibited the reporting of the incident. Carabobo State is one of the 23 states of Venezuela, located in the north of the country, about two hours by car from Caracas. Hydroskimming is one of the simplest types of refinery used in the petroleum industry and still represents a large proportion of refining facilities, particularly in developing countries. A hydroskimming refinery is defined as a refinery equipped with atmospheric distillation, naphtha reforming and necessary treating processes. A hydroskimming refinery is therefore more complex than a topping refinery and it produces gasoline. The addition of catalytic reformer enables a hydroskimming refinery to generate higher octane reformate; benzene, toluene, and xylene; and hydrogen for hydrotreating units. However, a hydroskimming refinery produces a surplus of fuel oil with a relatively unattractive price and demand.

Fortín Solano is an eighteenth-century colonial fortification overlooking Puerto Cabello, Venezuela. With the Castillo San Felipe, an earlier fort built at sea level, it formed part of a complex of fortifications designed to protect Puerto Cabello and its important harbour from naval attacks. It was constructed c. 1766 by order of Don José Solano y Bote on behalf of the King of Spain. It has been described as the last military construction built in Venezuela during the colonial era.

Rafael Ramón Acosta Arévalo was a Venezuelan military officer with the rank of corvette captain of the Venezuela Navy. Acosta Arévalo was victim of forced disappearance and tortured by agents of the General Directorate of Military Counterintelligence (DGCIM) during his detention after being accused by the government of Nicolás Maduro of "conspiring to carry out an attempted coup d'état". Acosta Arévalo died as a result of injuries suffered after being tortured while in detention in the Military Hospital of the Army Dr. Vicente Salias Sanoja. The news of his death caused great impact in the media and the condemnation of both national and international authorities.
