The number of teams that will be promoted to 2024 Liga 3 West Java Series 1 depends on the performance of PSKC and Persikab, which this season are competing in 2023–24 Liga 2 relegation round. There are three possible numbers of teams that will be promoted:
As of 2 February 2024, Persikab are confirmed to relegated from 2023–24 Liga 2 to 2024 Liga 3 West Java Series 1.
As of 3 June 2024, Dejan and Persikas have been confirmed promotion from 2023–24 Liga 3 National phase to 2024–25 Liga 2. So there is 1 additional slot for promotion from series 2 to series 1.

Persatuan Sepakbola Indonesia Bandung, commonly referred to as simply Persib, is an Indonesian professional football club based in Bandung, West Java. The club competes in the Liga 1, the top tier of Indonesian football. Founded in 1919 as Bandoeng Inlandsche Voetbal Bond (BIVB), it officially changed to its current name in 1934. The team is also known by its nickname Pangeran Biru and Maung Bandung. Their home stadium is Gelora Bandung Lautan Api, which has a capacity of 36,000.
