The 2024 Pakistani by-elections were held on 21 April 2024 to fill 21 vacant seats in National and Provincial Assemblies. The elections were characterized by extensive security measures, including the deployment of Pakistan Army and Civil Armed Forces. [1] [2]

Contents

Background

The by-elections were scheduled after the 2024 Pakistani general election. These seats fell vacant due to various reasons such as candidates winning multiple seats or delay in polling due to the death of a candidate. [3] By-elections were held on 5 seats of National Assembly, 12 seats of Punjab Assembly, two seats of Khyber Pakhtunkhwa Assembly and two seats of Balochistan Assembly. [4]

Security measures

The federal government approved the deployment of Pakistan Army and Civil Armed Forces personnel during the by-elections. [5] These forces functioned as a quick response force, deployed as a second and third tier behind the police. [4] [6] The exact number of troops and their deployment areas were determined by the ECP in consultation with all relevant stakeholders. [7]

About 13,800 police personnel were deployed to guard 921 polling stations. [8] The ECP mandates security personnel, excluding the armed forces deployed in by-elections, to maintain impartiality, assist officers, ensure peace, avoid clashes, arrests or interference, report irregularities and, in particular, conduct counting. Instructed to maintain neutrality during the process. [9]

Communication suspension

The Pakistan Telecommunication Authority (PTA) has announced that cellular service will be temporarily suspended in certain districts of Punjab and Balochistan on April 21 and 22 during the by-elections. The move was directed by the Ministry of Interior and aimed at ensuring the integrity and security of the electoral process. [10] [11]

Prior to this, he was a member of the National Assembly of Pakistan from June 2008 to May 2018.

<span class="mw-page-title-main">2018 Pakistani general election</span>

General elections were held in Pakistan on 25 July 2018 to elect the members of the 15th National Assembly and the four Provincial Assemblies. The three major parties were Pakistan Tehreek-e-Insaf (PTI), led by Imran Khan, the Pakistan Muslim League, led by Shehbaz Sharif, and the Pakistan People's Party, led by Bilawal Bhutto. The PTI won the most seats in the National Assembly but fell short of a majority; the party subsequently formed a coalition government with several smaller parties. At the provincial level, the PTI remained the largest party in Khyber Pakhtunkhwa (KP); the Pakistan Peoples Party (PPP) retained its dominance in Sindh; and the newly formed Balochistan Awami Party (BAP) emerged as the largest party in Balochistan. In Punjab, the result was a hung parliament, with the Pakistan Muslim League (N) winning the most seats. However, after several independent MPAs joined the PTI, the latter became the largest party and was able to form a government.

Abdul Aleem Khan is a Pakistani politician and businessman from Lahore. Abdul Aleem Khan currently serves as a member of the National Assembly after being elected from Constituency NA 117, Shahdara Lahore in the general elections held on February 8th 2024. Abdul Aleem Khan owns Samaa TV and Vision Group. He was also the Senior Minister of Punjab and Minister of Food from 2020 to 2021. He also served as a member of the Provincial Assembly of the Punjab from August 2018 to 2021. He announced his separation from politics on Twitter in a tweet. Later in a statement to the media, he said that he had no intentions of joining politics again and that he would focus on the welfare work done through the Abdul Aleem Khan Foundation but soon after the economic crisis and instability in Pakistan, he decided to join politics again and launched the political party along with renowned politician Jahangir Khan Tareen named the Istehkam-e-Pakistan Party in June 2023. He is a founding member and president of the party.

Provincial elections were held in the Pakistani province of Punjab on to elect the members of the 17th Provincial Assembly of the Punjab on 25 July 2018, alongside nationwide general elections and three other provincial elections in Sindh, Balochistan and Khyber Pakhtunkhwa. The remaining two territories of Pakistan, AJK and Gilgit-Baltistan, were ineligible to vote due to their disputed status.

General elections, originally scheduled to be held in 2023, were held in Pakistan on 8 February 2024 to elect the members of the 16th National Assembly. The Election Commission of Pakistan announced the detailed schedule on 15 December 2023.

The constitutional crisis in Pakistan's Punjab province began on 28 March 2022, when Usman Buzdar tendered his resignation as Chief Minister at the request of Prime Minister Imran Khan and nominated former Chief Minister Chaudhry Pervaiz Elahi to replace him. On 1 April 2022, his resignation was accepted by then Governor of Punjab, Chaudary Mohammed Sarwar.

On 2 November 2023, the ECP announced, in agreement with the President of Pakistan, Arif Alvi, that the elections will be held on 8 February 2024. This election will be held concurrently with nationwide general elections and other provincial elections.

By-elections were held on 8 National Assembly and 3 Punjab Assembly constituencies in Pakistan on 16 October 2022 and 1 National Assembly seat on 30 October 2022. Pakistan Tehreek-e-Insaf got a landslide victory by winning 7 out of 9 National Assembly and 2 out of 3 Punjab Assembly seats seats whereas the Pakistan Democratic Movement, an alliance of 14 parties, was only able to win 2 National Assembly seats and 1 Punjab Assembly seat.

Indirect Presidential elections were held in Pakistan on 9 March 2024 to select the 14th President of Pakistan, who is the country's head of state. Asif Ali Zardari of the Pakistan People's Party was elected as President, defeating Mahmood Khan Achakzai of the PTI-backed Sunni Ittehad Council (SIC) alliance. Outgoing President Arif Alvi was eligible for re-election but did not contest for a second term.
