America Burning: The Report of The National Commission on Fire Prevention and Control is a 1973 report written by the National Commission on Fire Prevention and Control to evaluate fire loss in the United States and to make recommendation to reduce loss and increase safety of citizens and firefighting personnel. The report concluded that fire prevention and fire safety education for the public were critical to reducing the losses associated with fires, and that firefighters also needed to be better disciplined and educated for their jobs in fighting fires. As a result of the report, in 1974 the United States Congress passed the Federal Fire Prevention and Control Act of 1974 leading to the formation of the U.S. Fire Administration, the National Fire Academy, the National Fire Incident Reporting System, and the Center for Fire Research within the National Bureau of Standards. [1] [2] One of the most critical findings of the report was that the high death rate among American firefighters should be addressed. [3] As a result of this report, fire fighting agencies planned life and property loss-reduction strategies for handling incidents before they occurred. [3]
One of the outcomes of the report was the practice of architects and engineers including fire safety in the design of buildings, parks and other facilities. [4]
The Fire Research and Safety Act of 1968 (Pub. L. 90–259) provided a mandate for a Presidential Commission to be established for research into the hazards of death, injury, and property damage caused by fire. The Act authorized a twenty-member commission to conduct a two-year study aiming to determine effective measures for reducing the destructive effects of fire.
President Richard Nixon appointed the Commission in June 1971. During 1972, the Presidential Task Force conducted regional hearings across the United States surveying communities with regards to flammable incidences.[ spelling? ] [5] The Presidential Commission concluded their study on May 4, 1973, submitting a report to President Nixon entitled America Burning: The Report of The National Commission on Fire Prevention and Control. [6] On July 12, 1973, President Nixon released a presidential statement commending the National Commission on their analysis and findings related to fire safety and the fire loss dilemma in the United States. The Mutual Security Act of 1951 launched a major American foreign aid program, 1951–61, of grants to numerous countries. It largely replaced the Marshall Plan. The main goal was to help underdeveloped US-allied countries develop and to contain the spread of communism. It was signed on October 10, 1951, by President Harry S. Truman. Annual authorizations were about $7.5 billion, out of a GDP of $340bn in 1951, for military, economic, and technical foreign aid to American allies. The aid was aimed primarily at shoring up Western Europe, as the Cold War developed. In 1961 it was replaced by a new foreign aid program, the Foreign Assistance Act of 1961, which created the Agency for International Development (AID), and focused more on Latin America.
The Nixon Doctrine was the foreign policy doctrine of Richard Nixon, the 37th president of the United States from 1969 to 1974. It was put forth during a press conference in Guam on July 25, 1969, by Nixon, and later formalized in his speech on Vietnamization on November 3, 1969.
The Comprehensive Employment and Training Act was a United States federal law enacted by the Congress, and signed into law by President Richard Nixon on December 28, 1973 to train workers and provide them with jobs in the public service. The bill was introduced as S. 1559, the Job Training and Community Services Act, by Republican Representative Jack Kemp of New York.
Fire safety is the set of practices intended to reduce destruction caused by fire. Fire safety measures include those that are intended to prevent the ignition of an uncontrolled fire and those that are used to limit the spread and impact of a fire.
The Psychotropic Substances Act of 1978 amended the Comprehensive Drug Abuse Prevention and Control Act of 1970 and Controlled Substances Act to ensure compliance with the Convention on Psychotropic Substances. 21 U.S.C. § 801a notes, "It is the intent of the Congress that the amendments made by this Act, together with existing law, will enable the United States to meet all of its obligations under the Convention and that no further legislation will be necessary for that purpose." The Psychotropic Substances Act created mechanisms by which the U.S. Government would add substances to the Schedules of controlled substances as required by the Convention. It also established a framework for exercising the U.S.'s rights to influence drug scheduling at the international level. The Secretary of Health and Human Services was given the power to make scheduling recommendations that would be binding on the U.S. representative in discussions and negotiations related to drug scheduling proposals before the Commission on Narcotic Drugs.
The United States Fire Administration (USFA) is a division of the Federal Emergency Management Agency (FEMA) located in Frederick County, Maryland, near Emmitsburg. Per the official website, "the mission of the U.S. Fire Administration is to support and strengthen fire and emergency medical services (EMS) and stakeholders to prepare for, prevent, mitigate and respond to all hazards".
The Federal Coal Mine Health and Safety Act of 1969, U.S. Public Law 91-173, generally referred to as the Coal Act, was passed by the 91st United States Congressional session and enacted into law by the 37th President of the United States Richard Nixon on December 30, 1969.
The U.S. Arms Control and Disarmament Agency (ACDA) was an independent agency of the United States government that existed from 1961 to 1999. Its mission was to strengthen United States national security by "formulating, advocating, negotiating, implementing and verifying effective arms control, nonproliferation, and disarmament policies, strategies, and agreements."
The Case–Church Amendment was proposed, as an amendment to several appropriations bills funding various departments of the United States Government, in 1972 and 1973. The first version actually to become law, passed by both houses of the Congress on June 29, 1973, and signed by President Richard Nixon on July 1, read: "None of the funds herein appropriated under this Act may be expended to support directly or indirectly combat activities in or over Cambodia, Laos, North Vietnam and South Vietnam or off the shores of Cambodia, Laos, North Vietnam and South Vietnam by United States forces, and after August 15, 1973, no other funds heretofore appropriated under any other act may be expended for such purpose." This ended direct U.S. military involvement in the Vietnam War, although the U.S. continued to provide military equipment and economic support to the governments of Cambodia, Laos, and South Vietnam. It is named for its principal co-sponsors, Senators Clifford P. Case (R–NJ) and Frank Church (D–ID).
The Wage Stabilization Board (WSB) was an independent agency of the United States government whose function was to make wage control policy recommendations and to implement such wage controls as were approved. There were two agencies with the same name. The first, the National Wage Stabilization Board, was the successor to the National War Labor Board, and existed from January 1, 1946, to February 24, 1947. The second, the Wage Stabilization Board, was a part of the Office of Defense Mobilization and existed from September 9, 1950, to February 6, 1953.

The National Fire Academy (NFA) is one of two schools in the United States operated by the Federal Emergency Management Agency (FEMA) at the National Emergency Training Center (NETC) in Emmitsburg, Maryland. Operated and governed by the United States Fire Administration (USFA) as part of the U.S. Department of Homeland Security (DHS), the NFA is the country’s preeminent federal fire training and education institution. The original purpose of the NFA as detailed in a 1973 report to Congress was to "function as the core of the Nation's efforts in fire service education—feeding out model programs, curricula, and information..."
National Commission for the Observance of World Population Year 1974 - the United Nations observed 1974 as "World Population Year". President Richard Nixon established the National Commission to aid U.S. participation in this United Nations observance. Neither the Commission nor any of its members participated in the August 1975 international conference held in Bucharest, Romania.
The Board for International Broadcasting (BIB) was a commission established in the United States as a privately incorporated organization in 1973 by the International Broadcasting Act of 1973, Public Law 93-129, on October 19, 1973. This primarily covered Radio Free Europe/Radio Liberty (RFE/RL), established as an option to USSR broadcasting during the Cold War. In 1994, President Bill Clinton signed the International Broadcasting Act into law. This act disbanded the BIB and put control of the RFE/RL under the newly created bipartisan Broadcasting Board of Governors (BBG).
The Education Amendments of 1972, also sometimes known as the Higher Education Amendments of 1972, were amendments to the Higher Education Act of 1965 and the Elementary and Secondary Education Act that were signed into law by President Richard Nixon on June 23, 1972. It is best known for its Title IX, which prohibited discrimination on the basis of sex in educational institutions receiving federal aid. It also modified government programs providing financial aid to students by directing money directly to students without the participation of intermediary financial institutions. Part D of Title III of the law enacted the Federal Supplemental Educational Opportunity Grants.

The report's authors estimated fires caused 12,000 deaths, 300,000 serious injuries and $11.4 billion in property damage annually in the United States, asserting that "the richest and most technologically advanced nation in the world leads all the major industrialized countries in per capita deaths and property loss from fire." The report proposed that a federal agency be established to help combat the growing problem of fatal fires happening throughout the country. The S. 1769 legislation was passed by the 93rd Congressional session and signed into law by U.S. President Gerald Ford on October 29, 1974.

Aviation Drug-Trafficking Control Act of 1984 is a United States Federal law amending the Federal Aviation Act of 1958. The statutory law authorized criminal penalties for the unlawful aerial transportation of controlled substances. The Act of Congress mandated the revocation of aircraft registrations and airman certificates by the Federal Aviation Administration whereas an aircraft aviator knowingly engages in the transit of illicitly used drugs. The Act established authority and a statute of limitations for the reissuance of airman certificates by the United States Secretary of Transportation.
