The Amphibious Assault Ship Project was a proposed procurement project by the Government of Canada for the Royal Canadian Navy (RCN). However, no such project was incorporated into the Government's defence plan Strong, Secure and Engaged released in 2017 and cost challenges with other naval procurement projects under the National Shipbuilding Procurement Strategy has led to no movement on the idea.

This idea came about as part of the development of the Joint Support Ship Project of the Royal Canadian Navy and the need to improve the strategic sealift and amphibious assault capability of the Canadian Forces. [1] Many of the capabilities required for strategic sealift were to be included in the Joint Support Ship Project, however, a dedicated amphibious assault ship was favoured by some, such as then Chief of the Defence Staff Rick Hillier. [2]

By late 2008, the project appeared to have been placed on hold, if not cancelled. [3] By 2013 the project was again being discussed as the result of a proposal made by the Thales (DCNS) to provide the Mistral-class amphibious assault ship design. In mid-2014, both DCNS and SNC Lavalin offered three ships at a cost CAD$2.6 billion (2 billion euro). SNC Lavalin proposed to construct the vessels, while DCNS would design them and STX France would consolidate the hulls for arctic operations. [4] [5] The Royal Canadian Navy also trained with the French Navy on a Thales-built amphibious assault ship. [6] However, the project was abandoned due to budget constraints.

Background

In 2005 Chief of Defence Staff, General Rick Hillier and Director of Maritime Requirements, Captain (N) Peter Ellis told the Standing Committee on National Defence in the House of Commons that the Canadian Forces required strategic sealift capacity for operations in the 21st century. [7] The Minister of National Defence at that time, David Pratt, was directly involved in several major procurement projects totaling $7.0 billion including the Joint Support Ship Project and what became the Amphibious Assault Ship Project, declaring that in the next decade the Canadian Forces must expect to engage in the sort of operations it has experienced over the past decade. [8]

Concept

According to the Direction générale de l'Armement (DGA), as well as the French newspaper La Tribune , the Royal Canadian Navy had shown "strong interest" in purchasing two Mistral-class amphibious assault ships from France. [9] [10] [5] A Mistral-class ship can carry a significantly large military force with equipment and vehicles in "fighting order", enabling the Canadian Forces to face armed opposition ashore.

As conceived, the Amphibious Assault Ship Project envisioned a ship that could carry personnel and equipment that could rapidly disembark in waves using landing craft and/or helicopters such as the CH-47 Chinook. The ship would be able to disembark personnel and equipment, and support to them in the face of armed opposition. The warship could also be used in support of humanitarian operations since it would have a large hospital on board designed for treating combat casualties. The ship will be able to carry a battalion-size able to conduct noncombatant evacuation operation around the world.

The Canadian Alliance Party had issued a call for procuring four "support / amphibious ships, at least one dedicated helicopter / light carrier". [11] First considered in the year 2000, whether the Amphibious Assault Ship Project ever made it to the design stage is still unclear. The Royal Canadian Military Institute had proposed to obtain four ships similar to the British Bay-class landing ship dock. [12]

Aircraft

As with any amphibious assault ship, a possible Canadian amphibious assault ship would be expected to carry a number of transport helicopters as well as aircraft for possible offensive and defensive roles. The staff of the Canadian Forces had requested that the ship be capable of carrying a minimum of six attack helicopters along with seventeen medium helicopters or 12 heavy-lift helicopters. [10] In 2003, Major General (ret.) Lewis MacKenzie declared that Canada must consider buying the aircraft carrier-capable version of the F-35 Lightning II. [12]

Mistral-class concept rejection

In 2014 the Department of Defence looked at the possibility of acquiring two already complete Mistral-class amphibious assault ships from France. These vessels had been originally ordered by Russia in 2010 but the delivery was halted following the illegal annexation and occupation of Crimea by Russia. As a result France began looking for other potential buyers including Canada and Egypt. After an examination process and several training cruises on the vessels, in 2015 the Deputy Defence Minister John Forster advised Defence Minister Jason Kenney not to go ahead with the purchase. Forster cited how the purchase and operating costs of the vessels would stress resources on the already over budget $39 billion National Shipbuilding Procurement Strategy. Due to the negative impact it would have on the construction on other vessels needed to replace Canada's aging surface combat fleet, the Department of National Defence withdrew interest in purchasing the vessels. The two Mistral vessels would end up being sold to the Egyptian Navy in 2015 becoming ENS Anwar El Sadat and ENS Gamal Abdel Nasser. [13]

<i>Mistral</i>-class amphibious assault ship French warship class (2005-present)

The Mistral class is a class of five amphibious assault ships built by France. Also known as helicopter carriers, and referred to as "projection and command ships", a Mistral-class ship is capable of transporting and deploying 16 NH90 or Tiger helicopters, four landing craft, up to 70 vehicles including 13 Leclerc tanks, or a 40-strong Leclerc tank battalion, and 450 soldiers. The ships are equipped with a 69-bed hospital, and are capable of serving as part of a NATO Response Force, or with United Nations or European Union peace-keeping forces.

The Protecteur class of naval auxiliaries for the Royal Canadian Navy (RCN) began as the Joint Support Ship Project, a Government of Canada procurement project for the RCN that is part of the National Shipbuilding Procurement Strategy. It will see the RCN acquire two multi-role vessels to replace the earlier Protecteur-class auxiliary oiler replenishment vessels.

A joint support ship (JSS) is a multi-role naval vessel capable of launching and supporting joint amphibious and airlift operations. It can also provide command and control, sealift and seabasing, underway replenishment, disaster relief and logistics capabilities for combined land and sea operations.

The Royal Australian Navy, although a significant force in the Asia-Pacific region, is nonetheless classed as a medium-sized navy. Its fleet is based around two main types of surface combatant, with limited global deployment and air power capability. However, in 2009, a white paper, Defending Australia in the Asia Pacific Century: Force 2030, was produced by the Australian government which set out a programme of defence spending that will see significant improvements to the RAN's fleet and capabilities.

The Canberra class is a ship class of two landing helicopter dock (LHD) ships built for the Royal Australian Navy (RAN). Planning to upgrade the navy's amphibious fleet began in 2000, based on Australian experiences leading the International Force for East Timor peacekeeping operation. With a new climate for growing Australian Navy spending, a desire existed for forward defence capability for landing and supporting troops on Asian territory, that had never existed in Australian history, even with the old Majestic-class light fleet carriers, HMAS Melbourne and HMAS Sydney in the 1970s. In 2004, French company Direction des Constructions Navales (DCN) and Spanish company Navantia were invited to tender proposals, with DCN offering the Mistral-class amphibious assault ship and Navantia proposing the "Buque de Proyección Estratégica" design. The Spanish design was selected in 2007, with Navantia responsible for construction of the ships from the keel to the flight deck, and BAE Systems Australia handling the fabrication of the combat and communications systems. Finally, Siemens (Germany) supplied and fitted the azimuth thrusters.

Canadian Surface Combatant Royal Canadian Navy warship upgrade program

The Canadian Surface Combatant, formerly the Single Class Surface Combatant Project is the procurement project that will replace the Iroquois and Halifax-class warships with up to 15 new ships beginning in the mid to late 2020s as part of the National Shipbuilding Procurement Strategy.

ENS Gamal Abdel Nasser (L1010) is an Egyptian Navy amphibious assault ship, a type of helicopter carrier, of the French-designed Mistral class. She was originally built for the Russian Navy and underwent sea trials. Subsequently, the contract was cancelled by France and agreement on compensation reached with the Russian government. Egypt and France concluded the deal to acquire the two former Russian Mistral for roughly 950 million euros.

The procurement of Landing Platform Docks (LPD) by the Indian Navy, formerly known as the "Multi-Role Support Vessel Program" (MRSV) - is an initiative of the Indian Navy (IN) to procure a series of landing platform docks, specific vessels dedicated to amphibious warfare, as part of the service's strategy to augment its capabilities of amphibious warfare, disaster-response, humanitarian assistance and auxiliary duties.

ENS Anwar El Sadat (L1020) is an Egyptian Navy amphibious assault ship, a type of helicopter carrier, of the French Mistral class. It was originally built in France for the Russian Navy as part of a contract for two of these warships and underwent sea trials. The contract with Russia was subsequently cancelled by France and an agreement on compensation was reached with the Russian government. Egypt and France eventually concluded a deal to acquire the two warships for roughly 950 million euros. Egypt is considered the first and only country in Africa and the Middle East to possess a helicopter carrier of such type.

<i>Tarlac</i>-class landing platform dock Philippine Navy amphibious transport ship

The Tarlac class are landing platform docks of the Philippine Navy meant for amphibious operations and transport duties in support of the Armed Forces of the Philippines. The class was initially called the "Strategic Sealift Vessel" before being formally named. The ships will also double as a support platform for Humanitarian and Disaster Relief (HADR) and Search & Rescue (SAR) operations.

The Project 23900 Ivan Rogov is the newest class of Russian amphibious assault ships intended as a replacement for the French Mistral class, two of which were ordered by Russia in 2011, but that France refused to deliver in September 2014 due to Russia's invasion of Ukraine. A contract was signed on 22 May 2020 for the construction of two Project 23900 ships with a displacement of 40,000 tons. The construction is led by JSC Zelenodolsk Design Bureau, which is a part of JSC Ak Bars Shipbuilding Corporation.

Multi-Role Support Ship (MRSS) is a class of amphibious ship planned for the Royal Malaysian Navy (RMN).
