Bow Locks No. 20 (grid reference TQ383824 ) is a set of bi-directional locks in Bromley-by-Bow in the London Borough of Tower Hamlets and Newham. The locks link the tidal Bow Creek to the River Lee Navigation, which is a canalised river. These locks were first built in 1850 and then rebuilt in 1930, at the same time as the Prescott Channel was cut nearby. At high tide, the tide from Bow Creek formerly flowed through Bow Locks, to raise the level of the canals, such as the Limehouse Cut. In 2000, these locks were modified to keep the tide out, to reduce silting in the canal system.
Bow Locks has a long history, as the first recorded mention of a water control structure at the site was during the reign of Edward I, when Henry de Bedyk, the prior at Halliwell Priory and owner of the nearby tide mills. He erected a structure some time before 1307. Despite juries ruling in 1345 and 1362 that it should be removed, it remained in place, and its existence was not contested when commissioners were appointed in 1551. A description of its operation in 1416 indicates that it was similar to a flash lock, consisting of a dam with a navigable channel through it. The channel was 18 feet (5.5 m) wide, and could be closed off using flashboards, to maintain water levels above it. [1]
The owners of the mills rebuilt the structure, referred to as a lock, in 1573. In order to ensure that navigation would be maintained on the Lea, the City of London appointed a Dutch surveyor to inspect the plans, and a committee to oversee the work. A report by Lord Burghley in 1588 suggests that the gates opened automatically when the level in Bow Creek exceeded the level above the lock, and were shut once the tide started to fall. This arrangement caused complaints in 1581, when neap tides did not reach a level to cause the gates to open, and the lock keeper would not open them because the water was used by the mills. The use of flashboards was again recorded in the 1660s, but shortly after 1713, the cill of the structure was raised, and a pair of gates were installed. This improved water levels for the millers, but again caused problems for navigation, with bargees complaining that the gates could not be opened at neap tides. In 1721, the cill was lowered by the mill owners, following recommendations by George Succold, and the work was overseen by a surveyor appointed by the City of London. [1]
The conflicting interests of bargees and millers continued. As the river was important for trade, the engineer John Smeaton was asked to recommend improvements in 1765. He produced a report in 1766, in which he suggested a cut from Bow Locks to Limehouse, to provide a better route to the Thames than that through the gates and Bow Creek, and the conversion of flash locks to pound locks. The Limehouse Cut was built, opening in its final form in 1777, but the lock was not altered. [2]
A pound lock was eventually constructed between 1851 and 1852, to accommodate barges up to 108 by 20 feet (32.9 by 6.1 m). [1] Use of the river was toll-free, up to the lock at Old Ford, and the principle was maintained by a clause in the enabling Act of Parliament. However, the trustees imposed a toll for using the lock once it had been built, which was unpopular with the bargees. A compromise was reached, where use of the lock required the payment of a toll, but use of the adjacent flood gates, which could only be used at certain states of the tide, did not. A clause to formalise this arrangement was removed by Parliament from a subsequent Act in 1868, but the practice of free passage through the gates but not the lock continued. [3] The lock was rebuilt in 1900, when its length was reduced to 93.5 feet (28.5 m), and a second lock of the same size was built next to it in 1931. Extreme high tides continued to flow over the top of the lock, inundating the Limehouse Cut until 2000, when a flood wall and a second set of gates were installed, enabling the lock to be used at all states of the tide and preventing overtopping. [1] Funding for the project was provided by the London Waterway Partnership. [4]
In 2004–05, British Waterways refurbished the historic footbridge which crosses the locks. [4] The bridge was originally built as part of the 1930s upgrade to the Bow Back Rivers, and was an early example of the use of reinforced concrete to achieve a slender design. Work included replacing some defective concrete with new, replacement of the handrails, installing a new surface to the walkway, and the application of a protective coating to the structure. The work cost £3.3 million, and required a complex arrangement of scaffolding, to allow boats to continue to use the lock during the bridge's 6-month refurbishment. [5]
There is pedestrian and cycle access via the towpath which also forms part of the Lea Valley Walk.

A lock is a device used for raising and lowering boats, ships and other watercraft between stretches of water of different levels on river and canal waterways. The distinguishing feature of a lock is a fixed chamber in which the water level can be varied; whereas in a caisson lock, a boat lift, or on a canal inclined plane, it is the chamber itself that rises and falls.
The River Weaver is a river, navigable in its lower reaches, running in a curving route anti-clockwise across west Cheshire, northern England. Improvements to the river to make it navigable were authorised in 1720 and the work, which included eleven locks, was completed in 1732. An unusual clause in the enabling Act of Parliament stipulated that profits should be given to the County of Cheshire for the improvement of roads and bridges, but the navigation was not initially profitable, and it was 1775 before the first payments were made. Trade continued to rise, and by 1845, over £500,000 had been given to the county.
The Limehouse Cut is a largely straight, broad canal in the East End of London which links the lower reaches of the Lee Navigation to the River Thames. Opening on 17 September 1770, and widened for two-way traffic by 1777, it is the oldest canal in the London area. Although short, it has a diverse social and industrial history. Formerly discharging directly into the Thames, since 1968 it has done so indirectly by a connection through Limehouse Basin.
The Hertford Union Canal or Duckett's Cut, just over 1 mile (1.6 km) long, connects the Regent's Canal to the Lee Navigation in the London Borough of Tower Hamlets in East London. It was opened in 1830 but quickly proved to be a commercial failure. It was acquired by the Regents Canal Company in 1857, and became part of the Grand Union Canal in 1927.
The Lee Navigation is a canalised river incorporating the River Lea. It flows from Hertford Castle Weir to the River Thames at Bow Creek; its first lock is Hertford Lock and its last Bow Locks.
Bow Creek is a 2.25-mile (3.6 km) long tidal estuary of the English River Lea and is part of the Bow Back Rivers. Below Bow Locks the creek forms the boundary between the London Boroughs of Newham and Tower Hamlets, in East London.
Bow Back Rivers or Stratford Back Rivers is a complex of waterways between Bow and Stratford in east London, England, which connect the River Lea to the River Thames. Starting in the twelfth century, works were carried out to drain Stratford Marshes and several of the waterways were constructed to power watermills. Bow Creek provided the final outfall to the Thames, and the other channels were called Abbey Creek, Channelsea River, City Mill River, Prescott Channel, Pudding Mill River, Saint Thomas Creek, Three Mills Back River, Three Mills Wall River and Waterworks River.
City Mill River is part of the Bow Back Rivers in London, England. It formerly fed City Mill, used for the production of chemicals in the late nineteenth and early twentieth centuries. In the 1930s, the mill was removed and the river was isolated from the tides by the construction of locks at both ends. City Mill Lock, at the southern end, has been refurbished and reopened in 2010.
The Thames Path is a National Trail following the River Thames from one of its sources near Kemble in Gloucestershire to the Woolwich foot tunnel, south east London. It is about 185 miles (298 km) long. A path was first proposed in 1948 but it only opened in 1996.
Stamford Canal, now disused, is one of the earliest post-Roman canals in England. It opened in 1670, around 100 years before the start of the Industrial Revolution which brought about the "golden age" for canals in Britain. Parts of the route can be traced on the ground, though only one lock survives intact. It was part of the Welland Navigation in Lincolnshire. First authorised in 1571, during the reign of Elizabeth I, construction did not start until 1664, under powers granted in 1620 and ratified by James I. It ran for 9.5 miles (15.3 km) from Stamford to Market Deeping and had 12 locks, two of which were on the river section at Deeping St James. No plans of its construction survive, although one of the locks was documented by a visiting water engineer in 1699. It contributed to the wealth of Stamford, allowing barley to be transported to the town for malting.
The River Wey Navigation and Godalming Navigation together provide a 20-mile (32 km) continuous navigable route from the River Thames near Weybridge via Guildford to Godalming. Both waterways are in Surrey and are owned by the National Trust. The River Wey Navigation connects to the Basingstoke Canal at West Byfleet, and the Godalming Navigation to the Wey and Arun Canal near Shalford. The Navigations consist of both man-made canal cuts and adapted parts of the River Wey.
The Melton Mowbray Navigation was formed when the River Wreake in Leicestershire, England, was made navigable upstream from its junction with the River Soar and the Leicester Navigation near Syston to Melton Mowbray, opening in 1797. Largely river navigation, there were numerous lock cuts, to accommodate the 12 broad locks built along its length, many of which were built at sites where it was necessary to maintain the water levels for an adjacent mill.
The Itchen Navigation is a 10.4-mile (16.7 km) disused canal system in Hampshire, England, that provided an important trading route from Winchester to the sea at Southampton for about 150 years. Improvements to the River Itchen were authorised by Act of Parliament in 1665, but progress was slow, and the navigation was not declared complete until 1710. It was known as a navigation because it was essentially an improved river, with the main river channel being used for some sections, and cuts with locks used to bypass the difficult sections. Its waters are fed from the River Itchen. It provided an important method of moving goods, particularly agricultural produce and coal, between the two cities and the intervening villages.
Old Ford Lock is a paired lock and weir on the River Lee Navigation, in the London Borough of Tower Hamlets, England. It is at Fish Island in Old Ford and takes its name from the natural ford which used to cross the River Lea.
Three Mills Lock, also known as Prescott Lock, is a lock on the Prescott Channel on the River Lea in London. The current structure was constructed by British Waterways and officially opened on 5 June 2009.
Bromley Stop Lock was a lock on the Limehouse Cut in the London Borough of Tower Hamlets that was situated near the junction of Limehouse Cut and the River Lee Navigation by Bow Locks.
Three Mills Wall River Weir is a weir on the Bow Back Rivers, in Mill Meads in the London Borough of Newham, England, near to Three Mills. It was built in 2009, when the Bow Back Rivers were refurbished to make them a key feature of the Queen Elizabeth Olympic Park, and maintains water levels through much of the park in conjunction with the Three Mills Lock and sluice on the Prescott Channel.
The Hackney Cut is an artificial channel of the Lee Navigation built in England in 1769 by the River Lea Trustees to straighten and improve the Navigation. It begins at the Middlesex Filter Beds Weir, below Lea Bridge, and is situated in the (modern) London Borough of Hackney. When built it contained two pound locks and a half-lock, but was rebuilt to handle larger barges in the 1850s, and now only Old Ford Lock, which is actually a duplicated pair, remains.
Carpenter's Road Lock is a rising radial lock in the London Borough of Newham, near Marshgate Lane in Stratford, England. It is located on the Bow Back Rivers and was constructed in 1933/34. It is the only lock in Britain with rising radial gates at both ends. British Waterways were hoping to restore it as part of the upgrade to Bow Back Rivers which took place for the 2012 Summer Olympics, but the gantries which enabled the gates to be raised were demolished to accommodate a wide bridge giving access to the main stadium. After the Games, most of the overbridge was removed. Funding for the restoration of the lock was in place by early 2016, and it is expected to be brought back into use in 2017.
A floating dock, floating harbour or wet dock is a dock alongside a tidal waterway which maintains a 'constant' level, despite the changing tides.
