Local elections was held in the Province of Cebu last May 13, 2013 within the Philippine general election. Voters will select candidates for all local positions: a town mayor, vice mayor and town councilors, as well as members of the Sangguniang Panlalawigan, the vice-governor, governor and representatives for the six districts of Cebu. Incumbent governor Gwendolyn Garcia is barred for seeking another term because she is limited to three terms only.
Cebu is a province of the Philippines located in the Central Visayas (Region VII) region, and consists of a main island and 167 surrounding islands and islets. Its capital is Cebu City, the oldest city and first capital of the Philippines, which is politically independent from the provincial government.
The Sangguniang Panlalawigan, commonly known as the Provincial Board, is the Filipino language name given to the legislatures in Philippine provinces. They are the legislative branch of the province and their powers and responsibilities are defined by the Local Government Code of 1991. Along with the provincial governor, the executive branch of the province, they form the province's government.
On April 27, 2012, incumbent governor Gwendolyn Garcia announced her intention to run for senator. [1] She also announced that her brother incumbent 3rd District Representative Pablo John Garcia will be running as governor of the province. On September 1, 2012, One Cebu announced that former Danao City vice mayor Ramon "Boboy" Durano IV as Garcia's running mate. [2]
Gwendolyn Fiel Garcia, commonly known as Gwen, is a Filipina politician who is the incumbent deputy speaker of the 17th Congress, a Representative of the 3rd District of Cebu since 2013 and the governor of the province from 2004 to 2013. She is Cebu's first female governor.
The House of Representatives of the Philippines, is the lower house of the Congress of the Philippines. It is often commonly referred to as Congress and informally referred to as Camara or Kamara. Members of the House are officially styled as representative (Kinatawan) and sometimes informally called Congressmen/Congresswomen and are elected to a three-year term. They can be re-elected, but cannot serve more than three consecutive terms. Around eighty percent of congressmen are district representatives, representing a particular geographical area. There are 234 legislative districts in the country, each composed of about 250,000 people. There are also party-list representatives elected through the party-list system who constitute not more than twenty percent of the total number of representatives.
Pablo John Fiel Garcia is a Filipino politician. A member of NUP, United Nationalist Alliance and the One Cebu party, Garcia was elected to the House of Representatives of the Philippines in 2007 and 2010, representing the Third District of Cebu. In the 2013 elections, he ran for Governor of Cebu due to his sister Gwen being barred to run for another term. He was defeated by Hilario Davide III, the son of former Chief Justice of the Supreme Court Hilario Davide, Jr..
On May 12, 2012, businessman Glenn Soco announced his intention to run for vice governor. [3] He ran for that position in 2010 as running mate of Garcia. However, he lost to incumbent Greg Sanchez. He filed a protest, but Sanchez died on April 29, 2011.
On May 25, 2012, Garcia joined PDP-Laban and was included in the senatorial line-up of the United Nationalist Alliance. [4]
On September 20, 2012 Vice President Jejomar Binay announced that Garcia withdrew her senatorial bid and will run for the House of Representatives instead. [5]
JejomarBinay^[a]^[b] served as the 15th Vice President of the Philippines, serving under President Benigno Aquino III. He was a presidential candidate in the 2016 Philippine presidential election.
On September 28, 2012, Hilario Davide III, was announced by the Liberal Party as its candidate for governor. Davide first ran in 2010, but was defeated by Garcia. His running-mate is incumbent vice governor Agnes Magpale of the Barug Alang sa Kauswagan ug Demokrasya or Bakud. Magpale assumed as vice governor upon the death of former vice governor Greg Sanchez.
The Liberal Party of the Philippines or LP is a liberal political party in the Philippines, founded by then senators Senate President Manuel Roxas, Senate President Pro-Tempore Elpidio Quirino, and former 9th Senatorial District Senator José Avelino, on January 19, 1946 by a breakaway Liberal wing from the old Nacionalista Party. It was the ruling party from 2010 to 2016 after the election victory of Benigno Aquino III as the President of the Philippines. Today, the Liberals are the opposition and maintain at least six seats in the Senate, and at least 27 of seats in the House of Representatives. Around 50% of governors, 50% of vice governors, and 33% of board members are also Liberals.
