The Winter Olympic Games is a major international multi-sport event held once every four years for sports practiced on snow and ice. The first Winter Olympic Games, the 1924 Winter Olympics, were held in Chamonix, France. The modern Olympic Games were inspired by the ancient Olympic Games, which were held in Olympia, Greece, from 776 BC to 394 AD. The Baron Pierre de Coubertin of France founded the International Olympic Committee (IOC) 1,500 years later in 1894, leading to the first modern Summer Olympic Games in Athens, Greece in 1896. The IOC is the governing body of the Olympic Movement, with the Olympic Charter defining its structure and authority. The original five Winter Olympic Sports were bobsleigh, curling, ice hockey, Nordic skiing, and skating. The Games were held every four years from 1924 to 1936, interrupted in 1940 and 1944 by World War II, and resumed in 1948. Until 1992, the Summer Olympic Games and the Winter Olympic Games were held in the same year. A decision to change this was made in 1986, when during the 91st International Olympic Committee session, IOC members decided to alternate the Summer Olympic Games and the Winter Olympic Games on separate four-year cycles in even-numbered years. Also, at that same congress it was decided that 1992 Winter Olympics would be the last to be held in the same year as the Summer Games and that to change the rotation, the edition that would be held in 1996 would be brought forward by two years, being scheduled to 1994. After this edition, the next one was to be held in 1998 when the 4-year Olympic Cycle resumed.
Clara Hughes, is a Canadian cyclist and speed skater who has won multiple Olympic medals in both sports. Hughes won two bronze in the 1996 Summer Olympics and four medals over the course of three Winter Olympics.
The 1992 Winter Olympics, officially known as the XVI Olympic Winter Games and commonly known as Albertville '92, was a winter multi-sport event held from 8 to 23 February 1992 in and around Albertville, France. Albertville won the bid to host the Winter Olympics in 1986, beating Sofia, Falun, Lillehammer, Cortina d'Ampezzo, Anchorage, and Berchtesgaden. The 1992 Winter Olympics were the last winter games held in the same year as the Summer Olympics. The Games were the fifth Olympic Games held in France and the country's third Winter Olympics, after the 1924 Winter Games in Chamonix and the 1968 Winter Games in Grenoble. This games was the first of two consecutive Olympic games to be held in Western Europe, preceding the 1992 Summer Olympics in Barcelona, Spain.

Christa Luding-Rothenburger is a former speed skater and track cyclist. She was born in Weißwasser, East Germany. Luding is one of the few athletes who have competed in both the Summer and Winter Olympic Games, and the first female to win a medal in both the Summer and Winter Games. She is the only athlete to win Winter and Summer Olympic medals in the same year (1988), a feat that is no longer possible due to the staggering of the Winter and Summer Olympic years. In speed skating, she is a two-time Olympic gold medallist, while she is an Olympic silver medallist in cycling.

Sheila Grace Young-Ochowicz is a retired American speed skater and track cyclist. She won three world titles in each of these sports, twice in the same year. In 1976, she also became the first American athlete to win three medals at one Winter Olympics.
Belgium sent a delegation to compete at the 1998 Winter Olympics in Nagano, Japan from 7–22 February 1998. The nation was represented by only one athlete, speed skater Bart Veldkamp. He won a bronze medal in the men's 5,000 metres race. With that bronze medal, Belgium finished in joint 22nd place on the medal table.
Johannes Nicolaas Maria ("Jeroen") Straathof is a retired Dutch racing cyclist and speed skater. Straathof was the first, and still the only, athlete in the world to represent his country at the Summer Olympics, the Winter Olympics and the Paralympics.

Shane Dobbin is a New Zealand inline skater and speed skater. Before competing on ice, he won a silver medal at The World Games 2001 in Akita and repeated this success at The World Games 2005 in Duisburg. He was New Zealand's only competitor in speed skating at the 2010 Winter Olympics, finishing 17th in the men's 5000 m. He was born in Palmerston North.

Madonna Mary Harris is a New Zealand multi-sportswoman who has competed for New Zealand at both the Summer and Winter Olympics. The only other New Zealander to compete at both Olympics is Chris Nicholson.
Andrew Thomas Nicholson is a speed skater and short track speed skater from New Zealand. He competed for New Zealand in three Winter Olympic Games. Nicholson is also an endurance cyclist and previously held the Guinness world record for around the world cycling. Nicholson started and ended this journey at Auckland International Airport, New Zealand, between 12 August and 13 December 2015. This was an unsupported ride.
Arnold Uhrlass is an American former speed skater and cyclist. He competed in two events at the 1960 Winter Olympics and in the team pursuit event at the 1964 Summer Olympics.
