Cocoa production is important to the economy of Nigeria. Cocoa is the leading agricultural export of the country and Nigeria is currently the world's fourth largest producer of cocoa, after Ivory Coast, Indonesia and Ghana, [1] and the third largest exporter, after Ivory Coast and Ghana. [2] The crop was a major foreign exchange earner for Nigeria in the 1950s and 1960s and in 1970 the country was the second largest producer in the world but following investments in the oil sector in the 1970s and 1980s, Nigeria's share of world output declined. In 2010, cocoa production accounted for only 0.3% of agricultural GDP. [1] Average cocoa beans production in Nigeria between 2000 and 2010 was 389,272 tonnes per year [1] rising from 170,000 tonnes produced in 1999. [3]

History

The earliest cocoa farms in Nigeria were in Bonny and Calabar in the 1870s but the area proved not suitable for cultivation. [4] In 1880, a cocoa farm was established in Lagos and later, a few more farms were established in Agege and Ota. From the farms in Agege and Ota information disseminated to the Yoruba hinterland about cocoa farming, thereafter, planting of the tree expanded in Western Nigeria. [5] Farmers in Ibadan and Egba land began experimenting with planting cocoa in uncultivated forests in 1890 and those in Ilesha started around 1896. The planting of cocoa later spread to Okeigbo and Ondo Town both in Ondo State, Ife and Gbongan in Osun State and also in Ekiti land. [6] Before 1950, there were two main varieties of cocoa planted in Nigeria. The major one was Amelonado cacao which was imported from the upper Amazon river Basin in Brazil. The second was a heterogeneous strain from Trinidad. The Amelonado pods are green but turning yellow when ripe but the Trinidad variety is red. [7]

Cultivation and trade

Cocoa flourishes in areas that are not more than 20 degrees north or south of the equator. [8] The trees respond well in regions with high temperature and distributed rainfall. In Nigeria, the cocoa tree is grown from seedlings which are raised in nurseries, when the seedlings reach a height of 3 cm they are transplanted at a distance of 3 to 4 meters. The cultivation of cocoa is done by many smallscale farmers on farmlands of around 2 hectares while export is dominated by a few firms. [9]

The major states that produce cocoa are Ondo, Cross River, Ogun, Akwa Ibom, Ekiti, Delta, Osun and Oyo.

Historically Nigeria's cocoa production was marketed through a monopsony by marketing boards created by the government. In the 1980s the World Bank and the International Monetary Fund advised Nigeria to liberalize the sector because the marketing boards were ineffective. In 1986, Nigeria dissolved the marketing boards and liberalized cocoa marketing and trade. However, trade has not yielded the anticipated results, in addition, aging trees and farms, low yields, inconsistent production patterns, disease incidence, pest attack and little agricultural mechanization has contributed to a stagnant cocoa industry. Currently, farmers sell their products indirectly through a cooperative or a licensed buying agent who in turn sell it to exporting firms. [10]

The Nigerian government must enact policies that protect local players in the cocoa value chain. [4]

Child labour is a recurring issue in cocoa production. Ivory Coast and Ghana, together produce nearly 60% of the world's cocoa each year. During the 2018/19 cocoa-growing season, research commissioned by the U.S. Department of Labor was conducted by NORC at the University of Chicago in these two countries and found that 1.48 million children are engaged in hazardous work on cocoa farms including working with sharp tools and agricultural chemicals and carrying heavy loads. That number of children is significant, representing 43 percent of all children living in agricultural households in cocoa growing areas. During the same period cocoa production in Cote d’Ivoire and Ghana increased 62 percent while the prevalence of child labour in cocoa production among all agricultural households increased 14 percentage points. Attention on this subject has focused on West Africa, which collectively supplies 69% of the world's cocoa, and Côte d'Ivoire, supplying 35%, in particular.

<span class="mw-page-title-main">Cocoa production in Ivory Coast</span>

Ivory Coast leads the world in production and export of the cocoa beans used in the manufacture of chocolate, as of 2012, supplying 38% of cocoa produced in the world. West Africa collectively supplies two thirds of the world's cocoa crop, with Ivory Coast leading production at 1.8 million tonnes as of 2017, and nearby Ghana, Nigeria, Cameroon and Togo producing additional 1.55 million tonnes. Ivory Coast overtook Ghana as the world's leading producer of cocoa beans in 1978, and today is highly dependent on the crop, which accounts for 40% of national export income. The primary non-African competitor of Ivory Coast is Indonesia, which went from having almost nonexistent domestic cocoa industry in the 1970s to becoming one of the largest producers in the market by the early 2000s. According to the UN FAO, Indonesia overtook Ghana and became the second-largest producer worldwide in 2006. The World Cocoa Foundation provides significantly lower figures for Indonesia, but concurs that it is the largest producer of cocoa beans outside of West Africa. Large chocolate producers such as Cadbury, Hershey's, and Nestle buy Ivorian cocoa futures and options through Euronext whereby world prices are set.

<span class="mw-page-title-main">Economy of Ivory Coast</span>

The economy of Ivory Coast is stable and currently growing, in the aftermath of political instability in recent decades. The Ivory Coast's economy is largely market-based and depends heavily on the agricultural sector. Almost 70% of the Ivorian people are engaged in some form of agricultural activity. The economy grew 82% in the 1960s, reaching a peak growth of 360% in the 1970s, but this proved unsustainable and it shrank by 28% in the 1980s and a further 22% in the 1990s. This decline, coupled with high population growth, resulted in a steady fall in living standards. The Gross national product per capita, now rising again, was about US$727 in 1996. It was substantially higher two decades before. Real GDP growth is expected to average 6.5% in 2024–25.

Nigeria is by far the world’s largest producer of yams, accounting for over 70–76 percent of the world production. According to the Food and Agriculture Organization report, in 1985, Nigeria produced 18.3 million tonnes of yam from 1.5 million hectares, representing 73.8 percent of total yam production in Africa. According to 2008 figures, yam production in Nigeria has nearly doubled since 1985, with Nigeria producing 35.017 million metric tonnes with value equivalent of US$5.654 billion. In perspective, the world's second and third largest producers of yams, Côte d'Ivoire and Ghana, only produced 6.9 and 4.8 million tonnes of yams in 2008 respectively. According to the International Institute of Tropical Agriculture, Nigeria accounted for about 70 percent of the world production amounting to 17 million tonnes from land area 2,837,000 hectares under yam cultivation.

The environmental impact of cocoa production includes deforestation, soil contamination, and herbicide resistance. The majority of cocoa farms are now located in Côte d'Ivoire and Ghana.

Ghana is the second-largest exporter of cocoa beans in the world, after Ivory Coast. Ghana's cocoa cultivation, however, is noted within the developing world to be one of the most modelled commodities and valuables.

Coffee production is very important for the economy of Cameroon The crop is grown extensively in the country, with robusta more prevalent in the coastal areas and arabica more widespread in the western highlands. The two varieties of arabica cultivated are Java and Jamaïca of which only Java is resistant to pests such as coffee berry disease and rust. In 2014, Cameroon was ranked the 31st largest producer of coffee in world.

Tanzania is one of the largest cashew producers in Africa, with exports providing 10-15 percent of the country's foreign exchange. The country is the eighth-largest grower of cashew nut in the world and ranks fourth in Africa. The country provides 20% of Africa's cashew nut and only trails in production of Nigeria, Cote D'Ivoire, and Guinea-Bissau, according to figures released in 2012 by United Nations Food and Agricultural Organisation (FAO). The country has been engaged in the production of the cash crop since before independence in the years 1960s however, poor regulation and lack of reliable payments to farmers have posed significant challenges to the Cashew Nut farming industry in Tanzania. Guinea-Bissau, a country a tenth of the area of Tanzania's, has a significantly greater yield.

The chocolate industry in the Philippines developed after the introduction of the cocoa tree to Philippine agriculture. The growing of cacao or cocoa boasts a long history stretching from the colonial times. Originating from Mesoamerican forests, cacao was first introduced by the Spanish colonizers four centuries ago. Since then the Philippine cocoa industry has been the primary producer of cocoa beans in Southeast Asia. There are many areas of production of cacao in the Philippines, owing to soil and climate. The chocolate industry is currently on a small to medium scale.

The Ondo State Wealth Creation Agency (WECA) was established in 2009 by the Mimiko administration to promote economic diversification and the creation of jobs in areas relating to agriculture and food security. It was created from the defunct Accelerated Poverty Alleviation Agency, and was designed to develop policies and programs that foster youth participation in agricultural entrepreneurship in Ondo State. In 2016, the agency's youth development programs earned the commendation of the African Development Bank.

The Eastern Nigerian Marketing Board was a statutory monopoly responsible for the purchase and carriage to port of export commodities produced in the Eastern Region of Nigeria. In addition, to protect the producers and the industry from violent price fluctuations, the board made arrangements for producers to be paid a guaranteed price every season. A major aim of the board was to earn surplus reserves in order to fund government institutions in the region. As a result, it extended grants to the Eastern Nigeria Finance Corporation and provided the takeoff grant of University of Nigeria.
