The Covert Action Division (CAD) is generally considered the most secretive special operations force of Pakistan. It is responsible for special paramilitary and covert operations. It is tasked to collect intelligence in dense hostile environments and act as a special warfare unit of the Inter-Services Intelligence (ISI). It is similar in function to the CIA Special Activities Center Special Operations Group. [1]
After the formation of ISI in 1948, Pakistan faced a challenge in the Tribal Agencies of Waziristan caused by Faqir of Ipi. In response, a group of die-hard persons from the militia and Gilgit scouts were trained. They formed the new directorate of ISI. Their main task was to counter the influence of Faqir of Ipi and to delay any Afghan incursion until the main force of the Pakistan Army arrives. [ citation needed ]
Until November 1954, the CAD was mostly aimed to counter insurgency in Waziristan but after that, its role was slowly expanded, and a new unit was raised in East Pakistan to assist insurgents in India's North-East. Its role was expanded in the late 1980s to assist the Khalistan Movement, headed by Jagjit Singh Chauhan.
During the 1960s, the West only knew them by name but the unit then received training from CIA in the 1980s to assist the Afghan Mujahideen after the Soviet invasion. The unit also took part in many battles against Soviets.
Little is known about unit as it is one of the most classified elements of the Pakistan Defense establishment, working with a limited number of senior officers.
Since 1990s, there have been strong allegations that CAD teams are involved in training anti-Indian terrorists from the Pakistani side of Kashmir. [2]
CAD operatives are trained in home developed tactics. They are also trained to a high level of proficiency in the tactical employment of an unusually wide degree of modern weaponry, improvised explosive devices, irregular warfare tactics, explosive devices and firearms (foreign and domestic), hand-to-hand combat, high performance/tactical driving (on and off-road), apprehension avoidance (including picking handcuffs and escaping from confinement), cyber warfare, covert channels, parachuting, SCUBA diving, proficiency in foreign languages, surreptitious entry operations (picking or otherwise bypassing locks), vehicle hot-wiring, Survival, Evasion, Resistance and Escape, extreme survival and wilderness training, combat EMS medical training, tactical communications, and tracking.
India has several Special Forces (SF) units, with the various branches of the Indian Armed Forces having their own separate special forces units. The Para SF of the Indian Army, MARCOS of the Indian Navy and the Garud Commando Force of the Indian Air Force. There are other special forces which are not controlled by the military, but operate under civilian organisations, such as the National Security Guard under the Home Ministry and the Special Group under the Research and Analysis Wing, the external intelligence agency of India. Small groups from the military SF units are deputed in the Armed Forces Special Operations Division, a unified command and control structure.
Waziristan is a mountainous region of Pakistani province of Khyber Pakhtunkhwa. Haji Mirzali Khan Wazir, commonly known as the Faqir of Ipi, was a tribal chief and adversary to the British Raj from North Waziristan in what is now Khyber Pakhtunkhwa, Pakistan.
The Special Actions Detachment or DAE is the tier one special force maritime unit of the Portuguese Navy. It is part of the Portuguese Marine Corps. Raised in 1985, the DAE is one of the smallest special forces units within the Portuguese Armed Forces. It is responsible for conducting air-sea rescue, amphibious reconnaissance, amphibious warfare, black operation, bomb disposal, CBRN defense, coastal raiding, counterterrorism, direct action, executive protection, hostage rescue, irregular warfare, ISTAR, long-range penetration, JTAC, manhunt high-value target, maritime sabotage, mountain rescue, naval boarding, operation behind high risk enemy lines, special operations, special reconnaissance, tracking targets, underwater demolition, unconventional warfare, other missions in support of Portuguese and NATO armed forces. DAE's mission and training are similar to their American counterparts DEVGRU and the British SBS. DAE often trains with them alongside other SMU counter-terror units.
Operation Cyclone was the code name for the United States Central Intelligence Agency (CIA) program to arm and finance the Afghan mujahideen in Afghanistan from 1979 to 1992, prior to and during the military intervention by the USSR in support of the Democratic Republic of Afghanistan. The mujahideen were also supported by Britain's MI6, who conducted their own separate covert actions. The program leaned heavily towards supporting militant Islamic groups, including groups with jihadist ties, that were favored by the regime of Muhammad Zia-ul-Haq in neighboring Pakistan, rather than other, less ideological Afghan resistance groups that had also been fighting the Soviet-oriented Democratic Republic of Afghanistan administration since before the Soviet intervention.
The National Directorate of Security was the national intelligence and security service of the Islamic Republic of Afghanistan. The headquarters of the NDS was in Kabul, and it had field offices and training facilities in all 34 provinces of Afghanistan. The NDS was part of the Afghan National Security Forces (ANSF).

Though not officially a belligerent during the Soviet–Afghan War, the United Kingdom was heavily involved, playing a key covert role in the conflict. Also known as the Second Great Game, the British provided both indirect and direct support for the Afghan mujahideen in their fight against the Soviet Union, including secretly arming, funding and supplying various factions. Britain's Secret Intelligence Service (MI6) primarily supported the Mujahideen group Jamiat-e Islami, commanded by Ahmad Shah Massoud who, having received little support from the US and Pakistan, became Britain's key ally in the conflict. Fighting in the Panjshir valley, Massoud and his fighters with British support and intelligence, overcame nine Soviet offensives and held out up to the Soviet withdrawal from the vital valley in 1986. Massoud became the most successful and feared out of any of the Mujahideen commanders.
