A First Deputy Chairman of the Government of the Russian Federation, commonly referred to as the First Deputy Prime Minister, is a member of the Russian Government. [2] The First Deputy is to be proposed by the Prime Minister, and approved by the President. [3] However, this office is not provisioned by Constitution and it is not a separate office.
The Chapter 6 of the Constitution of Russia says, that "The Government of the Russian Federation consists of the Chairman of the Government of the Russian Federation, Deputy Chairman of the Government of the Russian Federation and federal ministries". First of all, First Vice-Premier is Vice-Premier, all others are distribution of responsibilities among Vice-Premiers inside the Government. There can be more than one First Vice-Premier, therefore written distribution of responsibilities is the most important document. The Federal constitutional law "On the Government of the Russian Federation" says "in the case of temporary absence of the Chairman of the Government of the Russian Federation, his duties are performed by one of the Deputy Chairmen of the Government of the Russian Federation in accordance with a written distribution of responsibilities". It's automatically and President's Executive Order is not required in that moment. [4]

Russia is divided into several types and levels of subdivisions.
The chairman of the government of the Russian Federation, also informally known as the prime minister, is the head of government of Russia and the second highest ranking political office in Russia. Although the post dates back to 1905, its current form was established on 12 December 1993 following the introduction of a new constitution.
The Chairman of the State Duma of the Federal Assembly of the Russian Federation, also informally called Speaker (спикер), is the presiding officer of the lower house of the Russian parliament. It is the fourth highest position, after the President, the Prime Minister and the Chairman of the Federation Council, in the government of Russia. His responsibilities include overseeing the day-to-day business of the State Duma, presiding and maintaining order at the regular sessions of the parliament. The Speaker also chairs the Council of the Duma which includes representatives from all the parliamentary parties and determines the legislative agenda.
The Security Council of the Russian Federation is a constitutional consultative body of the Russian president that supports the president's decision-making on national security affairs and matters of strategic interest. Composed of Russia's top state officials and heads of defence and security agencies and chaired by the president of Russia, the SCRF acts as a forum for coordinating and integrating national security policy.
The annual Presidential Address to the Federal Assembly is a speech given by the Russian President to outline the state and condition in which Russia is in. It is given in front of a joint meeting of the two houses of the Russian Parliament: the State Duma and Federation Council. Article 84 of the current Constitution of Russia enacted in 1993 says "The President of the Russian Federation shall: address the Federal Assembly with annual messages on the situation in the country, on the guidelines of the internal and foreign policy of the State". First Russian President Boris Yeltsin delivered the first Address to the Federal Assembly on 24 February 1994. The date of the presidential address is not fixed.
The government of Russia is the federal executive body of state power of the Russian Federation. The members of the government are the prime minister, the deputy prime ministers, and the federal ministers. It has its legal basis in the Constitution of the Russian Federation and the federal constitutional law "On the Government of the Russian Federation". The Apparatus of the Government of Russia is a governmental body which administrates the activities of the government.
The Military-Industrial Commission of the Russian Federation was established by a presidential decree in March 2006. According to the decree, it is a permanently functioning body with vast responsibilities for supervising the distribution and implementation of the "State defense order". The commission answers directly to the President of Russia. It coordinates between the Defence Ministry of the Russian Federation, the Armed Forces of the Russian Federation, and the defense industry of Russia. Until then, the defense industry was supervised by Russia's Ministry of Industry and Energy, as well as by the previous government consultative body with a similar name.
The acting president of the Russian Federation is a temporary post provided by the Constitution of Russia. The acting president is a person who fulfils the duties of the president of the Russian Federation when cases of incapacity and vacancy occur. However, the person who takes office is more limited in power as the acting president can not dissolve the State Duma, call a referendum, or propose constitutional amendments. This post is held by the prime minister of Russia.

Deputy Chairman of the Government of the Russian Federation is a member of the Government of Russia. The post is commonly referred to as "vice premier" both in and outside of Russia. Article 112 states that the Chairman of the Government recommends candidates for the post of deputy chairmen to the President of Russia. The role of deputy chairmen of government of the Russian Federation is to coordinate the activities of federal government bodies and carry out other tasks in response to particular issues or events. The most senior of them is the First Deputy Prime Minister of Russia.
