The Pennsylvania General Assembly is the legislature of the U.S. commonwealth of Pennsylvania. The legislature convenes in the State Capitol building in Harrisburg. In colonial times (1682–1776), the legislature was known as the Pennsylvania Provincial Assembly and was unicameral. Since the Constitution of 1776, the legislature has been known as the General Assembly. The General Assembly became a bicameral legislature in 1791. As of 2023, it is the only legislature in the country where both parties hold control of a legislature chamber.

Each state set its own date for its elections to the House of Representatives, before or after the first session of the 27th United States Congress convened on May 31, 1841. Across the fifty states, approximately 56 percent of all upper house seats and 92 percent of all lower house seats were up for election. Additionally, six territorial chambers were up in four territories and the District of Columbia. These midterm elections coincided with other state and local elections, including gubernatorial elections in multiple states.
