The Holyoke Housing Authority (HHA) is a public agency of the city of Holyoke, Massachusetts that provides subsidized public housing to low- and moderate-income families and individuals.
In the federal government model of the United States Department of Housing and Urban Development (HUD), HHA is a public housing agency. [3] As such, HHA administers federal government assistance programs and monies for locally subsidized housing. [4] [5]
The Housing Authority owns and operates 12 developments, which contain 821 housing units. These include Beaudoin Village, Lyman Terrace, Toepfert Apartments, Churchill Homes, Zielinski Apartments, Coughlin Apartments, Beaudry-Boucher Apartments, Falcetti Apartments, Rosary Towers, the Murphy Congregate House, and Seibel Apartments. In addition to these sites, the agency also administers 1,400 Section 8 Housing Choice Vouchers for housing units in the private market. [6]
The agency is overseen by a 5-member board of commissioners. [7] Four of the commissioners are appointed by the mayor and one commissioner is appointed by the Governor. Each year the HHA awards two scholarships through the Holyoke Community College Foundation to eligible students who are residents of public housing or Section 8 leased properties, meeting the required 12 credit enrollment for full-time students, and 6 credits for nontraditional students. The Federal Housing Administration (FHA), also known as the Office of Housing within the Department of Housing and Urban Development (HUD), is a United States government agency founded by President Franklin Delano Roosevelt, established in part by the National Housing Act of 1934. Its primary function is to provide insurance for mortgages originated by private lenders for various types of properties, including single-family homes, multifamily rental properties, hospitals, and residential care facilities. FHA mortgage insurance serves to safeguard these private lenders from financial losses. In the event that a property owner defaults on their mortgage, FHA steps in to compensate the lender for the outstanding principal balance.

It is headed by the Secretary of Housing and Urban Development, who reports directly to the President of the United States and is a member of the president's Cabinet.

Although the common goal of public housing is to provide affordable housing, the details, terminology, definitions of poverty, and other criteria for allocation vary within different contexts.
The Low-Income Housing Tax Credit (LIHTC) is a federal program in the United States that awards tax credits to housing developers in exchange for agreeing to reserve a certain fraction of rent-restricted units for lower-income households. The program was created under the Tax Reform Act of 1986 (TRA86) to incentivize the use of private equity in developing affordable housing. Projects developed with LIHTC credits must maintain a certain percentage of affordable units for a set period of time, typically 30 years, though there is a "qualified contract" process that can allow property owners to opt out after 15 years. The maximum rent that can be charged for designated affordable units is based on Area Median Income (AMI); over 50% of residents in LIHTC properties are considered Extremely Low-Income. Less than 10% of current credit expenditures are claimed by individual investors.
Section 8 of the Housing Act of 1937, often called Section 8, as repeatedly amended, authorizes the payment of rental housing assistance to private landlords on behalf of low-income households in the United States. 68% of total rental assistance in the United States goes to seniors, children, and those with disabilities. The U.S. Department of Housing and Urban Development manages Section 8 programs.
An FHA insured loan is a US Federal Housing Administration mortgage insurance backed mortgage loan that is provided by an FHA-approved lender. FHA mortgage insurance protects lenders against losses. They have historically allowed lower-income Americans to borrow money to purchase a home that they would not otherwise be able to afford. Because this type of loan is more geared towards new house owners than real estate investors, FHA loans are different from conventional loans in the sense that the house must be owner-occupant for at least a year. Since loans with lower down-payments usually involve more risk to the lender, the home-buyer must pay a two-part mortgage insurance that involves a one-time bulk payment and a monthly payment to compensate for the increased risk. Frequently, individuals "refinance" or replace their FHA loan to remove their monthly mortgage insurance premium. Removing mortgage insurance premium by paying down the loan has become more difficult with FHA loans as of 2013.

NYCHA also administers a citywide Section 8 Leased Housing Program in rental apartments. NYCHA developments include single and double family houses, apartment units, singular floors, and shared small building units, and commonly have large income disparities with their respective surrounding neighborhood or community. These developments, particularly those including large-scale apartment buildings, are often referred to in popular culture as "projects."
HOPE VI is a program of the United States Department of Housing and Urban Development. It is intended to revitalize the worst public housing projects in the United States into mixed-income developments. Its philosophy is largely based on New Urbanism and the concept of defensible space.
Public housing in Puerto Rico is a subsidized system of housing units, mostly consisting of housing projects, which are provided for low-income families in Puerto Rico. The system is mainly financed with programs from the US Department of Housing and Urban Development (HUD) and the US Department of Agriculture USDA Rural Development. As of 2020, there were 325 public housing developments in Puerto Rico.

The Chicago Housing Authority (CHA) is a municipal corporation that oversees public housing within the city of Chicago. The agency's Board of Commissioners is appointed by the city's mayor, and has a budget independent from that of the city of Chicago. CHA is the largest rental landlord in Chicago, with more than 50,000 households. CHA owns over 21,000 apartments. It also oversees the administration of 37,000 Section 8 vouchers. The current acting CEO of the Chicago Housing Authority is Tracey Scott.

FHEO is responsible for administering and enforcing federal fair housing laws and establishing policies that make sure all Americans have equal access to the housing of their choice.
The Boston Housing Authority (BHA) is a public agency within the city of Boston, Massachusetts that provides subsidized public housing to low- and moderate-income families and individuals. The BHA is not a municipal agency, but a separate local entity.
Howard County Housing is the umbrella organization for the Howard County Department of Housing and Community Development and the Howard County Housing Commission. The Department is Howard County Government’s housing agency, and the Commission is a public housing authority and non-profit. Both have boards that meet monthly.

Churchill is a neighborhood in Holyoke, Massachusetts located to the south of the city center, adjacent to the downtown. Its name is a geographic portmanteau as the area was historically known as the Church Hill district prior to its extensive development in the early twentieth century. Located at the southwestern edge of the downtown grid, the area served as housing for mill workers in the late nineteenth and early twentieth century and today contains 166 acres (67 ha) of mixed residential and commercial zoning, including a number of historical brick tenements as well as the headquarters of the Holyoke Housing Authority, Holyoke Senior Center, Churchill Homes public housing, and the Wistariahurst Museum.
The Troy Housing Authority (THA) is a public agency of the city of Troy, New York that provides subsidized public housing to low- and moderate-income families and individuals, and is the pass-through agency for funding from various housing-related federal programs.
Holyoke Housing Authority Commissioners Fellowship Scholarship
These scholarships are made possible by the board of the Holyoke Housing Authority. They are for residents of the HHA who are either in public housing or through the Leased Housing/Section 8 Program, and registered as a full-time student with a minimum of 12 credits or a nontraditional student with a minimum of 6 credits.
