Cottage homes are used in residential child care communities and other Group homes.

Organizations using this model employ married couples, also referred to as house parents or cottage parents, who are living in a dwelling on campus, together with a certain number of children. These couples must go through in depth and continued training each year. The goal is to model a positive family life and thereby teach children life, communication and interaction skills. [1]

Several studies show the positive outcomes of this type of care. Significant improvements in academic achievements, behavior, psychiatric symptoms, relationship with the parents as well as a decrease in offense rates were found. [2] [3] [4]

History

From the 1870s, a number of charitable and poor-relief organizations in the United Kingdom who were involved in providing residential care for children began to make use of accommodation known as cottage homes. Rather than a single, large building which was then more typically used to house children in care, the cottage homes model placed them into family-style groups, typically of around 15–25 children. Each group lived in a 'cottage' (in reality, it was often a fair-sized house) under the care of an adult 'house mother' (or a married couple as 'house-parents'). The family group principle was originally developed at the Rauhes Haus in Germany and at the agricultural colony for young delinquents at Mettray in France. [5] The first example of its use in the United Kingdom was the Home for Little Boys, at Farningham, opened in 1865. [6]

The cottage home developments constructed in the UK were often built in rural locations and in the style of a small village, with a number of the cottages arranged around a central green, or laid out as a village street. The sites usually included a school, infirmary, church, laundry, workshops, and sometimes a swimming bath. [6]

Around 115 Poor Law Unions in England and Wales set up cottage homes accommodation for children in their care. [6] Children's Charities that used cottage homes included the National Children's Home (sites at Harpenden, Frodsham and Bramhope) and Barnardo's (sites at Barkingside and Woodford Bridge).

It is estimated that, at their peak in the very early 1930s, there were beds for 15,000 children in cottage homes in England and Wales. From the time when they were built in the late nineteenth century up until 1950, it is thought that 175,000 children spent some or all of their childhoods in the cottage homes. [7]

In 1967, the Teaching-family model was developed in the USA and used in juvenile justice. Boy’s Town, a residential child care community with campuses throughout North America, adapted and developed this model further. [1]

An orphanage is a residential institution, total institution or group home, devoted to the care of orphans and children who, for various reasons, cannot be cared for by their biological families. The parents may be deceased, absent, or abusive. There may be substance abuse or mental illness in the biological home, or the parent may simply be unwilling to care for the child. The legal responsibility for the support of abandoned children differs from country to country, and within countries. Government-run orphanages have been phased out in most developed countries during the latter half of the 20th century but continue to operate in many other regions internationally. It is now generally accepted that orphanages are detrimental to the emotional wellbeing of children, and government support goes instead towards supporting the family unit.

Foster care is a system in which a minor has been placed into a ward, group home, or private home of a state-certified caregiver, referred to as a "foster parent", or with a family member approved by the state. The placement of a "foster child" is normally arranged through the government or a social service agency. The institution, group home, or foster parent is compensated for expenses unless with a family member.

A behavior modification facility is a residential educational and treatment institution enrolling adolescents who are perceived as displaying antisocial behavior, in an attempt to alter their conduct.

Foster children in Canada are known as permanent wards. A ward is someone, in this case a child, placed under protection of a legal guardian and are the legal responsibility of the government. Census data from 2011 counted children in foster care for the first time, counting 47,885 children in care. The majority of foster children – 29,590, or about 62% – were aged 14 and under. The wards remain under the care of the government until they "age out of care." This age is different depending on the province.

Residential care refers to long-term care given to adults or children who stay in a residential setting rather than in their own home or family home.

A group home, congregate living facility, care home, adult family home, etc., is a structured and supervised residence model that provides assisted living and medical care for those with complex health needs. Traditionally, the model has been used for children or young people who cannot live with their families or afford their own homes, people with chronic disabilities who may be adults or seniors, or people with dementia and related aged illnesses. Typically, there are no more than six residents, and there is at least one trained caregiver there 24 hours a day. In some early "model programs", a house manager, night manager, weekend activity coordinator, and four part-time skill teachers were reported. Originally, the term group home referred to homes of 8 to 16 individuals, which was a state-mandated size during deinstitutionalization. Residential nursing facilities, also included in this article, may be as large as 100 individuals in 2015, which is no longer the case in fields such as intellectual and developmental disabilities. Depending on the severity of the condition requiring one to need to live in a group home, some clients are able to attend day programs and most clients are able to live normal lifestyles.

Child and Youth Care (CYC) is a profession which focuses on the developmental needs of children and families within the space and time of their daily lives. Child and Youth Care is primarily a way of working with others and practitioners can be found in a variety of roles including direct care, private practice, educator, trainer, writer, supervisor, manager, researcher, and more. They are sometimes known as Child and Youth Workers, Child and Youth Counselors, Youth Workers, or Child and Youth Care Workers. There are strong connections around the world between Child and Youth Care and Social Pedagogy.

A residential treatment center (RTC), sometimes called a rehab, is a live-in health care facility providing therapy for substance use disorders, mental illness, or other behavioral problems. Residential treatment may be considered the "last-ditch" approach to treating abnormal psychology or psychopathology.

Community-based care serves as a "bridge" between orphanage and settlement house. Adolescents are placed in a family in their community. The guardians will provide individual care and nurture in the context of a family and community. This teaches adolescents more independence.

The wraparound process is an intensive, individualized care management process for youths with serious or complex needs. Wraparound was initially developed in the 1980s as a means for maintaining youth with the most serious emotional and behavioral problems in their home and community. During the wraparound process, a team of individuals who are relevant to the well-being of the child or youth collaboratively develop an individualized plan of care, implement this plan, and evaluate success over time. The wraparound plan typically includes formal services and interventions, together with community services and interpersonal support and assistance provided by friends, kin, and other people drawn from the family's social networks. The team convenes frequently to measure the plan's components against relevant indicators of success. Plan components and strategies are revised when outcomes are not being achieved.

Child and family services (CFS) is a government or non-profit organisation designed to better the well being of individuals who come from unfortunate situations, environmental or biological. People who seek or are sought after to participate in these homes have no other resource to turn to. Children might come from abusive or neglectful homes, or live in very poor and dangerous communities. There are also agencies that cater to people who have biological deficiencies. Families that are trying to live in stable lives come to non-profit organisations for hope of a better future. Child and family services cater to many different types of people who are all in different situations. These services might be mandated through the courts via a governmental child protection agency or they might be voluntary. Child and family services may be mandated if:

Forgotten Australians or care leavers are terms referring to the estimated 500,000 children who experienced care in institutions or outside a home setting in Australia during the 20th century. The Australian Senate committee used the term in the title of its report which resulted from its 2003–2004 "Inquiry into Children in Institutional Care", which looked primarily at those affected children who were not covered by the 1997 Bringing Them Home report, which focused on Aboriginal children, and the 2001 report Lost Innocents: Righting the Record which reported on an inquiry into child migrants.

Foster care is the term used for a system in which a minor who has been made a ward or a non-minor, typically aged 18-21, who volunteers for placement, is placed in a relative placement, a non-related extended family (NREFM) placement, a community family home, an institution, a group home (residential child care community, residential treatment center, etc. Relative, NREFM, and community caregivers certified by the state are typically referred to as "foster parents," "kin caregivers," "resource parents," or other local terms. The placement of the child is usually arranged through state or county social services. The institution, group home, or caregiver is reimbursed for the expenses related to caring for the child. The state via the family court and child protection agency stand in loco parentis to the minor, making all legal decisions, while the caregiver is responsible for the day-to-day care of the minor. Even while their child is in Care, typically birth parents retain Education and Medical rights and the right to contact with their child unless parental rights are terminated by the Court.

Home-based care, which includes foster care, is provided to children who are in need of care and protection. Children and young people are provided with alternative accommodation while they are unable to live with their parents. As well as foster care, this can include placements with relatives or kin, and residential care. In most cases, children in home-based care are also on a care and protection order.

Tennessee Baptist Children's Homes, Inc, a non-profit organization founded in 1891, is a ministry of the churches of the Tennessee Baptist Convention which provides residential care and foster care support for children, as well as family care resources in the state. The organization has locations in all three regions of Tennessee, including campuses in Millington, Brentwood, and Chattanooga.

Caretakers Cottage is an Australian non-profit, non-governmental organisation based in Sydney assisting children and young adults facing homelessness. Caretakers Cottage is funded by the New South Wales Department of Communities and Justice to provide services for young people across Sydney's South-Eastern district. Services include short-term, emergency accommodation, semi-independent living options, case support and early intervention for young people at risk of homelessness.

Residential child care communities or children's homes are a type of residential care, which refers to long-term care given to children who cannot stay in their birth family home. There are two different approaches towards residential care: The family model and the shift care model.

Out-of-home placements are an alternative form of care when children must be removed from their homes. Children who are placed out of the home differ in the types and severity of maltreatment experienced compared to children who remain in the home. One-half to two-thirds of youth have experienced a traumatic event leading to increased awareness and growing literature on the impact of trauma on youth. The most common reasons for out-of-home placements are due to physical or sexual abuse, violence, and neglect. Youth who are at risk in their own homes for abuse, neglect, or maltreatment, as well as youth with severe emotional and behavior issues, are placed out of the home with extended family and friends, foster care, or in residential facilities. Out-of-home placements aim to provide children with safety and stability. This temporary, safe environment allows youth to have their physical, mental, moral, and social needs met. However, these youth are in a vulnerable position for experiencing repeated abuse and neglect.
