Humane Colombia (Spanish : Colombia Humana), formerly known as the Progressive Movement (Spanish : Movimiento Progresistas), is a Colombian left-wing [6] political movement and party founded in 2011 and led by President Gustavo Petro. The youth wing of the party is known as Juventud Humana (Humane Youth).

History

The movement has its origin in the Bogotá local election of 2011, in which a group of citizens led by Gustavo Petro collected around 300,000 signatures to register the candidacies to the Local Administrative Board, 60,000 to register a list to the City Council headed by Carlos Vicente de Roux, and 120,000 signatures to register Petro's candidacy for the mayorship of Bogotá.

After leaving the mayor's office, Petro decided to run for the presidency of the Republic for the 2018 elections through the mechanism of collecting signatures. [8] Under the promoter committee called Colombia Humana which uses a similar symbology and colours to the movement that the former mayor created to reach the mayoralty and likewise to the slogan of his administration Bogotá Humana, he set about the task of collecting signatures for the sake of registering his candidacy. On 11 December 2017, the last day according to the electoral calendar for registering signatures to endorse presidential candidacies, Petro collected 850,000 signatures. [9]

In August 2018, he was denied legal status by the CNE. This ruling is based on the fact that it was the DECENTES coalition as a whole that obtained the required percentage of votes and not only Colombia Humana, which would not meet the minimum number of votes required. They also argue that the percentage of votes obtained by Petro in the presidential elections are not considered because, according to the constitution, only parties, movements and significant groups of citizens that exceed a percentage of more than 3% of the votes at the national level in the parliamentary elections can be given legal status.

The party is regularly targeted by threats from paramilitary organizations, particularly the Aguilas Negras. Known figures of the party, such as Gustavo Petro, Gustavo Bolivar and Hollman Morris are frequently threatened with death. Nearly a dozen activists from Humane Colombia have been assassinated for political reasons during the year 2020. [10]

In June 2022, Gustavo Petro was elected as president, making him Colombia’s first leftist head of state. He won 50.47% of the vote in a runoff election. [11]

Founders

Several of the movement's founders had, like Petro, joined after resigning from the Alternative Democratic Pole party on 2 August 2010 following a meeting of that party's National Executive Committee. Petro claimed to assume the presidency of the Pole using the 1.3 million votes obtained in the 2010 presidential elections; however, by decision of the majority of the board, Clara López was ratified as president of the party. [12] López achieved the backing of over 25 members of the Committee, while Petro only achieved the backing of 7 so he decided to create his own movement.

Seats

With the endorsement of the movement, in the 2011 regional elections Petro was elected mayor of Bogotá with more than 700,000 votes; [13] 8 councillors were also elected in Bogotá, 1 in Mosquera (Cundinamarca), and some other councillors in the Atlantic Coast region. Following Colombia's 2015 regional elections, journalist and activist Hollman Morris was elected councillor for the movement with one of the highest votes, [14] while the movement's mayoral candidate, María Mercedes Maldonado, withdrew her candidacy to run in coalition with the Polo Democrático candidate, Clara López. [15]

After the presidential elections, Colombia Humana, which obtained more than eight million votes and came second in the elections, obtained a seat in the Senate and in the House of Representatives, according to the opposition's Statutory Law 1909 of 2008, article 24: "The candidates who follow in votes those who the electoral authority declares elected President and vice-president of the Republic, will have the personal right to occupy, in their order, a seat in the Senate of the Republic and another in the House of Representatives."

Alliances

For the 2014 legislative elections it made a programmatic agreement with the Green Party, a coalition that was renamed Alianza Verde, and under whose legal status it ran several candidates for Congress, with Antonio Navarro being elected as senator and Inti Asprilla and Angélica Lozano as representatives to the Chamber.

On 13 December 2017, party leaders (Gustavo Petro, Aída Avella and Jesús Chávez) agreed to create the so-called List of Decency coalition comprising the Unión Patriótica, the Movimiento Alternativo Indígena y Social, the Alianza Social Independiente and Colombia Humana parties with other sectors of the left to compete in the 2018 legislative and presidential elections. [16]

In 2021, together with various other leftist political parties, Colombia Humana formed the Historic Pact for Colombia for the 2022 congressional elections and the presidential election of the same year. [17] Gustavo Petro was the party's pre-candidate, as well of various other parties, including the Alternative Democratic Pole, Unión Patriótica and the Communist Party.

On 28 October 2007, Moreno Rojas was elected Mayor of Bogotá representing the Alternative Democratic Pole (PDA) for the 2008–2012 term. On 3 May 2011, Moreno was suspended and stripped of his office by the Office of the Inspector General for improprieties in the appropriation of city contracts. For the same accusations, the Office of the Attorney General of Colombia argued for a pretrial detention, and Moreno was arrested on 23 September 2011. He was sentenced in 2016 to 18 years of prison for his direct involvement in a corruption scheme during his term.

<span class="mw-page-title-main">1970 Colombian general election</span>

General elections were held in Colombia on 19 April 1970 to elect the president, the Senate and the Chamber of Representatives. It was the first time all three institutions had been elected on the same day, and was also the last election under the National Front agreement, which had restricted electoral participation to the Conservative Party and the Liberal Party, with each party allocated 50% of the seats in both houses, whilst the presidency alternated between the two parties. As a result, the main contest in parliamentary elections was between factions within each party, whilst only Conservative candidates ran for the presidency. The result was a victory for Misael Pastrana Borrero, who received 40.7% of the vote. However, supporters of Gustavo Rojas Pinilla claimed that the election had been rigged in favour of Pastrana. Rojas had also been supported by the Christian Social Democratic Party. The 19th of April Movement guerrillas traced their origins to this alleged fraud.

<span class="mw-page-title-main">2014 Colombian presidential election</span>

Presidential elections were held in Colombia on 25 May 2014. Since no candidate received 50% of the vote in the first round, a run-off between the two candidates with the most votes took place three weeks later on 15 June 2014. According to the official figures released by the National Registry office, as of 22 May 2014 32,975,158 Colombians were registered and entitled to vote in the 2014 presidential election, including 545,976 Colombians resident abroad. Incumbent president Juan Manuel Santos was allowed to run for a second consecutive term. In the first round, Santos and Óscar Iván Zuluaga of the Democratic Center were the two highest-polling candidates and were the contestants in the 15 June run-off. In the second round, Santos was re-elected president, gaining 51% of the vote compared with 45% for Zuluaga.

<span class="mw-page-title-main">2018 Colombian presidential election</span>

Presidential elections were held in Colombia on 27 May 2018. As no candidate received a majority of the vote, the second round of voting was held on 17 June. Incumbent president Juan Manuel Santos was ineligible to seek a third term. Iván Duque, a senator, defeated Gustavo Petro, former mayor of Bogotá, in the second round. Duque's victory made him one of the youngest individuals elected to the presidency, aged 42. His running mate, Marta Lucía Ramírez, was the first woman elected to the vice presidency in Colombian history.

Federico Andrés Gutiérrez Zuluaga is a Colombian politician, civil engineer, who currently serves as the mayor of Medellín, having held this office previously from 2016 to 2019. Before being mayor, he had been a member of the Medellín municipal council from 2004 to 2011. A member of the Creemos Colombia party, Gutiérrez was the candidate for the 2022 Colombian presidential election as the winner of the primary of the conservative Team for Colombia coalition.

Jorge Enrique Robledo Castillo is a Colombian politician, architect, professor, and author. On 21 June 2023, Robledo announced that he was running for mayor of Bogotá in the October 2023 elections.

Gustavo Petro, a senator, former Mayor of Bogota, and runner-up in the 2018 election, defeated Rodolfo Hernández Suárez, former mayor of Bucaramanga, in the runoff election. Petro's victory made him the first left-wing candidate to be elected president of Colombia, and his running mate, Francia Márquez, is the first Afro-Colombian elected to the vice-presidency, as well as the second female vice-president overall.

<span class="mw-page-title-main">Colombia Justa Libres</span> Political party in Colombia

Colombia Justa Libres is a right-wing Colombian political party founded in 2017 that groups the majority of evangelical denominations in the country together. This includes, among others, Assemblies of God, Foursquare Church, Peace Mission to the Nations, and Spring of Eternal Life. During the 2018 Colombian parliamentary election, four of its members were elected to the Congress of Colombia. After the 2022 legislative election, the party formed the Nos Une Colombia coalition with the MIRA. It has the slogan "Let's do it together!" and a youth wing known as "RUGE!".

The 2022 presidential campaign of Gustavo Petro In 2021, Petro declared that he would be running in the 2022 elections. In September 2021, Petro announced that he would retire from politics if his campaign were not to succeed, stating that he does not intend to be an "eternal candidate". Petro's campaign platform included promoting green energy over fossil fuels and a decrease in economic inequality. He has promised to focus on climate change and reducing greenhouse gas emissions that cause it by ending fossil fuel exploration in Colombia. He also pledged to raise taxes on the wealthiest 4,000 Colombians and said that neoliberalism would ultimately "destroy the country". Petro also announced that he would be open to having president Iván Duque stand trial for police brutality committed during the 2021 Colombian protests. Furthermore, he promised to establish the ministry of equality. Following his victory in the Historic Pact primary, Petro selected Afro-Colombian Human Rights and environmental activist and recipient of the Goldman Environmental Prize, Francia Márquez, to be his running mate.

The 2018 presidential campaign of Gustavo Petro in 2018, Gustavo Petro was again a presidential candidate, this time getting the second best result in voting counting in the first round on 27 May, and advanced to the second round. His campaign was run by publicists Ángel Beccassino, Alberto Cienfuegos and Luis Fernando Pardo. A lawsuit was filed by citizens against Iván Duque, Petro's right-wing opponent, alleging bribery and fraud. The news chain Wradio made the lawsuit public on 11 July, which was presented to the CNE. The state of the lawsuit will be defined by the Magistrado Alberto Yepes.

The 2022 Colombian presidential primaries were a series of public votes held on 13 March 2022. The major political coalitions of Colombia held the primaries to determine their presidential candidates for the 2022 Colombian presidential election that would be held two weeks later.

The youngest son of the presidential candidate Luis Carlos Galán Sarmiento, assassinated in 1989, and brother of the senator Juan Manuel Galán. Galán has been a Bogotá Councilor and a Senator of the Republic of Colombia, a position he resigned after resigning from the Radical Change Party due to ideological differences, the main of them, the support that his party decided to give Iván Duque for the 2018 presidential elections.
