Invest in Canada is an arms-length Government of Canada organization that promotes and attracts foreign direct investment into Canada. It was created through the Investment Canada Act and launched on March 12, 2018 [1] as a departmental corporation.

History

Before the Invest in Canada agency was created, a division within the federal department Global Affairs Canada led the promotion of investment into Canada. In 1985, the Government implemented the Investment Canada Act to govern foreign direct investment. The Harper government used to limit foreign investment to no more than 50% share, [2] through a policy designed by Nigel S. Wright during his time at the PMO.

Foreign direct investment (FDI) by country [3] and by industry [4] are tracked by Statistics Canada; the total in 2012 of FDI was CA$634 bn. [3] New FDI inflow to Canada in 2011 was CA$40.8 bn. [5] Canada was host to CA$33 bn in state-owned enterprise investment over the period between 2005 and 2012. [6] Over the same period, the net FDI increased by CA$236.1 bn, so that SOE FDI was almost 14% of the total. Conversely, Canadian SOEs limit themselves to domestic affairs. The SOE of Canada are not aggressive in this manner: Canadian SOEs have no foreign investments.

The Canadian government is planning to raise to CA$1 bn the amount of foreign money that can go into a Canadian company before the investment is reviewed. As of 2012, an investment or takeover of a Canadian business by a WTO investor worth CA$330 mn or more triggers a federal review under the Investment Canada Act. The WTO was implemented in Canada by the World Trade Organization Agreement Implementation Act in 1994. [7] Innovation, Science and Economic Development Canada provides a helpful webpage with this information and explains that WTO members are eligible for CA$344 mn review-free investment as of 12 January 2013. [8] The WTO maintains a membership list. [9] The information on the WTO "amount" permitted by the discretion of the Minister of Industry under subsection 14.1(2) of the Investment Canada Act is published annually in January in the Canada Gazette. The government investigates whether the investment is of "net benefit" to Canada, which brings into play a nebulous political definition. [10] Amounts inferior to this limit do not incur political oversight under the Investment Canada Act, so that the foreign investor is treated like any other Canadian investor. This means effectively, that Canada is open to reverse takeover by stealth. Prime Minister Harper clarified this FDI policy area in Toronto on 7 November 2013 when he said that a little wiggle room was needed on foreign takeover rules. [11]

On 5 November 2013, British Columbia finance minister Mike de Jong reported a successful placement of Chinese RMB$2.5bn in dim sum bonds. [12] The issue was five times oversubscribed.

The oil sands in Alberta cover a vast area, and the pipelines needed to ferry their output to the BC coastline, where it will be transported by ship to Asian markets, span a wide range of investments. Many joint venture projects with foreign firms exist because Canadian capital is insufficient. BP Canada was a Canadian petroleum company and subsidiary of British Petroleum that existed between 1955 and 1992. The name refers to a group of companies that engaged in various segments of the petroleum industry lifecycle. BP entered the Canadian market in October 1953, when it purchased a 23 percent stake in the Triad Oil Company. In 1955, BP formed a Canadian subsidiary, based in Montreal, called BP Canada Limited. The company began acquiring retail stations in Ontario and Quebec and in 1957 started construction on a refinery in Montreal. By the end of the 1950s BP Canada was a fully-integrated operation. In 1964, it acquired from Cities Service the Oakville Refinery, and then expanded its operations significantly in 1971 when it acquired Supertest Petroleum.

Syncrude Canada Ltd. is one of the world's largest producers of synthetic crude oil from oil sands and the largest single source producer in Canada. It is located just outside Fort McMurray in the Athabasca Oil Sands, and has a nameplate capacity of 350,000 barrels per day (56,000 m3/d) of oil, equivalent to about 13% of Canada's consumption. It has approximately 5.1 billion barrels (810,000,000 m3) of proven and probable reserves situated on 8 leases over 3 contiguous sites. Including fully realized prospective reserves, current production capacity could be sustained for well over 90 years.

Canadian Oil Sands Limited was a Canadian company that generates income from its oil sands investment in the Syncrude Joint Venture. Syncrude operated an oil sands facility and produced crude oil through the mining of oil sands from ore deposits in the Athabasca region of northern Alberta, Canada.

Inter Pipeline Ltd. is a multinational petroleum transportation and infrastructure limited partnership that is ranked among North America's leading natural gas and NGL's extraction businesses. It is one of Alberta's top 100 companies in terms of profit (85) and assets (94).

Pembina Pipeline is a Canadian corporation that operates transportation and storage infrastructure delivering oil and natural gas to and from parts of Western Canada ; there is also a natural gas processing business that takes place at the Cutbank Complex. Western Canada is the source of all the product transported by its systems. Some of the pipelines and facilities have short term contracts with oil producers while others are long term. For 37 years until 1997 when it went public and established itself as a trust, Pembina was a regular privately owned business. On October 1, 2010 it converted to a corporation from a trust, changing its official name from Pembina Pipeline Income Fund to Pembina Pipeline Corporation. As of 2016 the company had more than 1260 employees, up from 427 in 2010. The company's total assets nearly doubled in 2017.

Myanmar, is a developing country and an important natural gas and petroleum producer in Asia. It is home to one of the world's oldest petroleum industries, with its first crude oil exports dating back to 1853. Today, the country is one of the major natural gas producers in the Asian continent. Decades of isolation, sanctions, a lack of technical capacity, opaque government policies and insufficient investment has impeded the country's efforts to develop an upstream hydrocarbon sector. Recent but slow political reform has led the international community to ease sanctions on Burma, giving rise to hopes of greater investment and economic growth. In 2015-2016, the petroleum industry attracted the highest-ever amount of foreign direct investment (FDI) in the history of Myanmar.

A foreign direct investment (FDI) is an investment in the form of a controlling ownership in a business in one country by an entity based in another country. It is thus distinguished from a foreign portfolio investment by a notion of direct control. Broadly, foreign direct investment includes "mergers and acquisitions, building new facilities, reinvesting profits earned from overseas operations, and intra company loans". FDI is the sum of equity capital, long-term capital, and short-term capital as shown in the balance of payments. FDI usually involves participation in management, joint-venture, transfer of technology and expertise. Stock of FDI is the net cumulative FDI for any given period. Direct investment excludes investment through purchase of shares.
