John Robert Arthur Dowd AO KC (born 12 November 1940),is a former leader of the Liberal Party of Australia in New South Wales. He was the Chancellor of Southern Cross University between 2002 and 2014,and the President of ActionAid Australia,an international aid organisation.
Dowd was educated at Fort Street High School and the University of Sydney where he graduated with a LLB. Before entering Parliament,he was admitted to the New South Wales Bar in 1967. Dowd later was admitted to the Bar of Ireland and became a member of the King's Inns in Dublin. [1]
He was a member of the Liberal Party,and the member for Lane Cove in the New South Wales Legislative Assembly from 1975 to 1991. He served as Opposition Leader from 1981,elected as Leader shortly after that year's election,until 1983 when he was deposed by Nick Greiner.
The 1981 election had seen Dowd's predecessor Bruce McDonald defeated in the seat he was contesting and the Liberals winning the same number of seats as its Coalition partner,the National Country Party. The Liberal Party leader has always been the leader of the coalition due to the Liberal Party always having more seats than its coalition partner. The fact that the Liberal Party had won the same number of seats as the National Country Party meant that the now vacant Opposition leadership came under dispute between the new Liberal leader Dowd and National Country Party leader Leon Punch which ultimately went to Dowd.
During Greiner's first term as Premier of New South Wales,Dowd was appointed Attorney General,serving between 1988 and 1991 and also serving as Leader of the House during the same period. [1] [2]
During his term as Attorney-General,important legal reforms in New South Wales were completed including establishment of the Independent Commission Against Corruption and reforms of the criminal,tort and motor accident laws. [1] ICAC is recognised as being the idea of Dowd,which he imported from Hong Kong. [3]
Retiring from Parliament in 1991,Dowd was succeeded as Member for Lane Cove by future Opposition Leader Kerry Chikarovski. He attempted a move to the federal arena when he sought preselection for the 1994 Warringah by-election following the retirement of Michael Mackellar but lost out to future Prime Minister Tony Abbott. Following his retirement from politics,Dowd was appointed to the Supreme Court of New South Wales in 1994,serving until 2004.
At the time of his resignation from the Supreme Court,Dowd blamed personal attacks from Prime Minister John Howard and Premier of New South Wales Bob Carr regarding his opposition to anti-terrorism legislation for his resignation from the bench. Dowd resigned from the bench on 13 August 2004. [5]
In 2002,Dowd served as Chairman of the International Commission of Jurists (ICJ), [5] having been involved with the Australian chapter of the ICJ since 1974. During his time as international chairman,Dowd was involved in missions including to Hong Kong in 1991,East Timor in 2000 and Nepal in 2003. In 1997,he led the Australian government delegation to monitor Palestinian Legislative Council elections and procedures. [1]
In 2002,Dowd was elected as the Chancellor of Southern Cross University,serving until his retirement in 2014. [6] In 2005,he was appointed Protection Ambassador for ActionAid Australia (previously called AUSTCARE),and became a Director of the organisation in 2008 and President in 2009. [1] [7] In May 2011,Dowd launched The Justice Campaign in a show of support for human rights and justice with a focus on alleged abuses at Guantanamo Bay,Abu Ghraib and elsewhere,and a particular focus on David Hicks. John Joseph Fahey AC was an Australian politician who served as Premier of New South Wales from 1992 to 1995 and as the federal Minister for Finance from 1996 to 2001. He was a member of the New South Wales Legislative Assembly from 1984 to 1996 and the federal House of Representatives from 1996 to 2001. Fahey also served as president of the World Anti-Doping Agency and later became chancellor of the Australian Catholic University.
Nicholas Frank Hugo Greiner is an Australian politician who served as the 37th Premier of New South Wales from 1988 to 1992. Greiner was Leader of the New South Wales Division of the Liberal Party from 1983 to 1992 and Leader of the Opposition from 1983 to 1988. Greiner had served as the Federal President of the Liberal Party of Australia from 2017 to 2020. He served as the Consul-General in the United States of America,New York from 2021 to 2023.
The Independent Commission Against Corruption (ICAC) is an integrity agency of the Government of New South Wales responsible for eliminating and investigating corrupt activities and enhancing the integrity of the state's public administration. The commission was established in 1989,pursuant to the Independent Commission Against Corruption Act,1988 (NSW),modeled after the ICAC in Hong Kong.
Barry Robert O'Farrell is an Australian former politician who was Australia's High Commissioner to India and non-resident Ambassador to Bhutan from February 2020 to 30 June 2023. O'Farrell was the 43rd Premier of New South Wales and Minister for Western Sydney from 2011 to 2014. He was the Leader of the New South Wales Liberal Party from 2007 to 2014,and was a Member of the New South Wales Legislative Assembly from 1995 to 2015,representing Northcott until 1999 and representing Ku-ring-gai on the Upper North Shore of Sydney from 1999 to 2015. He was President and Independent Board Chair of Diabetes Australia,Chair of the Wests Tigers Rugby League Football Club and CEO of Racing Australia Ltd until taking up his role in India.
Rear Admiral Peter Ross Sinclair,is a retired senior officer of the Royal Australian Navy who served as the 35th Governor of New South Wales from 8 August 1990 to 1 March 1996. Born in Manly,New South Wales,he was educated at North Sydney Boys High School before joining the Navy through the Royal Australian Naval College.
George Richard Torbay is a former Australian politician who was an independent member of the New South Wales Legislative Assembly representing Northern Tablelands from 1999 to 2013. Torbay was the 30th Speaker of the New South Wales Legislative Assembly,serving from 2007 until 2011,and was the first independent member to be Speaker of the House since 1913. The 1995 New South Wales state election was held on Saturday 25 March 1995. All seats in the New South Wales Legislative Assembly and half the seats in the New South Wales Legislative Council were up for election. The minority Liberal Coalition government of Premier of New South Wales John Fahey was defeated by the Labor Party,led by Opposition Leader Bob Carr,who went on to become the longest continuously-serving premier in the state's history,before stepping down in 2005. Fahey pursued a brief career as a Federal Government minister.

Christopher "Chris" Peter Hartcher is an Australian politician. He was a member of the New South Wales Legislative Assembly from 1988 to 2015,representing the electorates of Gosford (1988–2007) and Terrigal (2007–2015). He represented the Liberal Party for most of his career,serving as its deputy state leader from 2002 to 2003,and in the O'Farrell Ministry as minister for resources and energy,special minister of state and minister for the Central Coast. In 2013,he resigned to sit as an independent following his implication in an ongoing Independent Commission Against Corruption inquiry,and retired at the 2015 state election.
Daryl William Maguire is a former Australian politician who was a member of the New South Wales Legislative Assembly representing Wagga Wagga for the Liberal Party from 1999 to 2018. On 30 March 2011,Maguire was appointed to Government Whip in the O'Farrell-Stoner Liberal/National coalition government;he had been Opposition Whip for the Coalition since 2003. On 13 July 2018,after admitting at a corruption inquiry that he sought payment over a property deal,Maguire resigned from the Liberal Party. He resigned from Parliament on 3 August. Between 2013 and August 2020,Maguire had an "intimate" relationship with Gladys Berejiklian,who became Premier of New South Wales during that time. He had been estranged from his wife since 2013,and divorce proceedings started in 2018.
Andrew Humpherson is a former Australian politician,elected as a member of the New South Wales Legislative Assembly for Davidson from 1992–2007. He has since pursued a career in public affairs overseeing the Government and Public Affairs Division of Australian Nuclear Science and Technology Organisation and as Chief of Staff to the Energy and Resources Minister,Chris Hartcher from 2011 to 2014. He is currently a Director of Barton Deakin,a Liberal-aligned lobbying firm founded by his former parliamentary colleague,Peter Collins.
Terry Alan Metherell is an Australian former politician who represented the Electoral district of Davidson in the New South Wales Legislative Assembly from 1981 to 1992. When the Liberal Party won the 1988 election,Premier Nick Greiner appointed him Minister for Education and Youth Affairs,a portfolio he held until 1990. In October 1991,he resigned from the Liberal party and remained in Parliament until his resignation to take up an offer of a public service job. This offer led to the downfall of Greiner,who was found to have corruptly offered the position to force a by-election in Metherell's district.
Kevin Richard Rozzoli AM is a former New South Wales politician,lawyer and watchmaker and jeweller. He was a Liberal Party of Australia member of the New South Wales Legislative Assembly from 1973 until 2003,representing the electorate of Hawkesbury and serving as Deputy Leader of the NSW Liberal Party from 1981 to 1983 and as Speaker of the Legislative Assembly from 1988 to 1995,during the Greiner and John Fahey governments.
