The Toronto City Council is the governing body of the City of Toronto government in Toronto, Ontario, Canada. Members represent wards throughout the city, and are known as councillors. The passage of provincial legislation in the summer of 2018 established that the number of wards be reduced from 44 to 25 and that they be based upon the city's federal electoral districts as of the year 2000. While the federal districts have been redistributed since then, the ward boundaries remain the same. The city council had at its peak 45 members: 44 ward councillors plus the mayor. On September 19, 2018, the Court of Appeal for Ontario granted a stay order of a previous court decision that would have prevented this reduction, thus re-establishing the move to 25 wards. The actual court appeal of Bill 5 has yet to be scheduled, but was heard subsequent to the municipal election on October 22, 2018.

Northwestern Ontario is a secondary region of Northern Ontario which lies north and west of Lake Superior, and west of Hudson Bay and James Bay. It includes most of subarctic Ontario. Its western boundary is the Canadian province of Manitoba, which disputed Ontario's claim to the western part of the region. Ontario's right to Northwestern Ontario was determined by the Judicial Committee of the Privy Council in 1884 and confirmed by the Canada Act, 1889 of the Parliament of the United Kingdom. In 1912, the Parliament of Canada by the Ontario Boundaries Extension Act gave jurisdiction over the District of Patricia to Ontario, thereby extending the northern boundary of the province to Hudson Bay.

Boston City Council elections were held on November 5, 2013. Twelve seats were contested in the general election, as the incumbent in district 3 was unopposed. Eight seats had also been contested in the preliminary election held on September 24, 2013.
