24 teams are participating in the race. [1] Each team has seven riders, one more than the 2022 edition. [3] All 15 UCI Women's WorldTeams were automatically invited. They were joined by 9 UCI Women's Continental Teams selected by organisers PMG Sport/Starlight. The teams were announced on 25 May 2023. [1]

The Giro Donne is an annual women's cycle stage race around Italy. First held in 1988, the race is currently part of the UCI Women's World Tour, and is currently organised by Starlight / PMG Sport. The race was previously branded as the Giro d'Italia Femminile prior to 2013, and the Giro Rosa from 2013 to 2020.
Giorgia Bronzini is an Italian former professional racing cyclist, who rode professionally between 2003 and 2017. She won the women's road race in the UCI Road World Championships in both 2010 and 2011 and the women's points race in the UCI Track Cycling World Championships in 2009.
Marta Bastianelli is an Italian professional racing cyclist, who currently rides for UCI Women's WorldTeam UAE Team ADQ. Bastianelli won the women's road race at the 2007 UCI Road World Championships ahead of Marianne Vos and Giorgia Bronzini, and also won the equivalent race at the 2018 European Road Cycling Championships, again beating Vos.
Annemiek van Vleuten is a Dutch professional road racing cyclist, who rides for UCI Women's WorldTeam Movistar Team.
Wiggle High5 Pro Cycling was a British professional cycling team based in Belgium, which competed in elite road bicycle racing and track cycling events, such as the UCI Women's Road World Cup. The team closed at the end of 2018.

Riejanne Ockeloen-Markus is a Dutch professional racing cyclist, who currently rides for UCI Women's Continental Team Team Visma–Lease a Bike. In 2022, Markus won the Dutch National Road Race Championships. A year later she won the Dutch National Time Trial Championships, beating Demi Vollering and Annemiek van Vleuten. Markus is the older sister of SD Worx rider Femke Markus, but they are not related to Barry Markus and his sister Kelly Markus. On October 21, 2023 she married Dutch cyclist, beachracer and gravel specialist Jasper Ockeloen.
Chiara Consonni is an Italian racing cyclist, who currently rides for UCI Women's World Team UAE Team ADQ. She rode for Valcar–PBM in the women's team time trial event at the 2018 UCI Road World Championships.
Alessia Vigilia is an Italian racing cyclist, who currently rides for UCI Women's Continental Team Burgos Alimenta Women Cycling Sport. She rode for Valcar–PBM in the women's team time trial event at the 2018 UCI Road World Championships.
The 31st women's Giro d'Italia, or Giro Rosa, was held from 11 to 19 September 2020. It is considered the most prestigious stage race of the women's calendar and of the 2020 UCI Women's World Tour. The race was originally scheduled from 26 June to 5 July, but was postponed to mid-September due to the COVID-19 pandemic in Italy and reduced to 9 stages rather than the originally planned 10.
