Local elections were held in the Province of Marinduque on May 13, 2013 as part of the 2013 general election. Voters selected candidates for all local positions: a town mayor, vice mayor and town councilors, as well as members of the Sangguniang Panlalawigan, a vice-governor, a governor and a representative for the lone district of Marinduque in the House of Representatives.
A province is almost always an administrative division within a country or state. The term derives from the ancient Roman provincia, which was the major territorial and administrative unit of the Roman Empire's territorial possessions outside Italy. The term province has since been adopted by many countries. In some countries with no actual provinces, "the provinces" is a metaphorical term meaning "outside the capital city".
Marinduque is an island province in the Philippines located in Southwestern Tagalog Region or MIMAROPA, formerly designated as Region IV-B. Its capital is the municipality of Boac. Marinduque lies between Tayabas Bay to the north and Sibuyan Sea to the south. It is west of the Bondoc Peninsula of Quezon province; east of Mindoro Island; and north of the island province of Romblon. Some parts of the Verde Island Passage, the center of the center of world's marine biodiversity and a protected marine area, are also within Marinduque's provincial waters.
In this election, a number of provincial-level officials sought reelection, including incumbent governor Carmencita Reyes and incumbent congressman Lord Allan Jay Velasco.
A governor is, in most cases, a public official with the power to govern the executive branch of a non-sovereign or sub-national level of government, ranking under the head of state. In federations, governor may be the title of a politician who governs a constituent state and may be either appointed or elected. The power of the individual governor can vary dramatically between political systems, with some governors having only nominal or largely ceremonial power, while others having a complete control over the entire government.
Carmencita Ongsiako Reyes was a Filipino politician and jurist. She served as an Assemblywoman from 1985 to 1986, Congresswoman of Marinduque from 1978 to 1998 and 2007 to 2010, as well as governor from 1998 to 2007 and 2010 to her death.

Lord Allan Jay Quinto Velasco, also known as "P.A.", is a Filipino lawyer and politician. He is the current congressman representing the legislative district of Marinduque. He also served as the Integrated Bar of the Philippines President of Marinduque as well as Provincial Administrator of the province under governor Jose Antonio Carrion.
Incumbent congressman Lord Allan Jay Velasco, who was first elected in the 2010 election, is running for a second term. Although he ran under the Lakas–CMD ticket in 2010, for this election he is running under the National Unity Party (NUP). His challenger is Regina Ongsiako Reyes, the daughter of incumbent governor Carmencita Reyes, running under the Liberal Party.
National Unity Party (NUP) is a political party in the Philippines. The party was formed by former members of the Lakas Kampi CMD who broke away after internal discontent within the party. Since 2016, the party is part of the PDP-LABAN-led coalition in the House of Representatives, Coalition for Change.
The Liberal Party of the Philippines or LP is a liberal political party in the Philippines, founded by then senators Senate President Manuel Roxas, Senate President Pro-Tempore Elpidio Quirino, and former 9th Senatorial District Senator José Avelino, on January 19, 1946 by a breakaway Liberal wing from the old Nacionalista Party. It was the ruling party from 2010 to 2016 after the election victory of Benigno Aquino III as the President of the Philippines. Today, the Liberals are the opposition and maintain at least five seats in the Senate, and at least 41 of seats in the House of Representatives. Around 50% of governors, 50% of vice governors, and 33% of board members are also Liberals.
However, Reyes was ordered disqualified by the First Division of the Commission on Elections (COMELEC) over her citizenship status. In its ruling, the COMELEC cited the Citizenship Retention and Re-acquisition Act of 2003, claiming that Reyes was still an American citizen and she had failed to renounce her citizenship. In addition, the ruling notes that Reyes did not submit sufficient evidence that she had been resident in Marinduque for at least one year, citing documents which point to her term as Provincial Administrator. [1] The ruling was affirmed by the COMELEC en banc on May 14, 2013. [2] But Commission on Election Chairman Sixto Brillantes in his dissenting opinion pointed that the evidence presented by Velasco's camp is a double hearsay and inadmissible since it was never sworn nor authenticated by the issuing officer and it was taken in an internet blog of unknown blogger.
The Commission on Elections, usually abbreviated as COMELEC, is one of the three constitutional commissions of the Philippines. Its principal role is to enforce all laws and regulations relative to the conduct of elections in the Philippines.
Despite this, Reyes continues to sit as representative of Marinduque, with the Reyes camp claiming that it is the House of Representatives Electoral Tribunal (HRET), and not the COMELEC or the Supreme Court, that should have jurisdiction over the case. On September 11, 2014, Gabriela Representative Luzviminda Ilagan said that the House of Representatives Electoral Tribunal voting 4-3 finally decided that they (HRET members) will uphold the exclusivity of jurisdiction over any protest or contest in the result of election of any House of Representatives members. With this development, the comelec and the Supreme Court decision will be no longer in effect. Thus, Representative Atty. Regina Ongsiako Reyes is the seating Congresswoman of the Lone District of Marinduque and will serve her 3 years term.
Incumbent governor Carmencita Reyes is running for a second term, having assumed the governorship after defeating then-incumbent Jose Antonio Carrion in the 2010 election, alongside her running mate, vice governor Antonio Uy, Jr. Although she was a guest candidate of the Liberal Party the previous election, having run as a member of the party-list group Bigkis Pinoy, for this election she is running as the Liberal Party candidate. Reyes' running mate is doctor Romulo Bacorro.
Uy has since left the Liberal Party and has decided to run for governor under the NUP, the party of Congressman Velasco. However, he does not have a running mate; instead, the NUP is endorsing Melecio Go of the Nacionalista Party for the position of vice governor. Go is currently a member of the Sangguniang Panlalawigan for the province's first district, and was elected in 2010 as an independent.
The Nacionalista Party is the oldest political party in the Philippines and in Southeast Asia responsible for leading the country throughout the majority of the 20th century since its founding in 1907, being the ruling party from 1935 to 1944, 1944–1946, 1953–1957, 1957–1961 and 1965–1972.
Carrion is seeking to retake his seat after losing the previous election to Reyes. Though he ran under the Lakas–CMD ticket in 2010, for this election he is running under the banner of the Nationalist People's Coalition. His running mate is Jose Alvarez, who previously sat as a member of the Sangguniang Panlalawigan for the province's first district.

Despite being disqualified by the COMELEC en banc, Regina Ongsiako Reyes was proclaimed anyway by the Provincial Board of Canvassers on May 15, 2013, although the camp of Lord Allan Jay Velasco attempted to stop the proclamation. Edwin Villa, the provincial election supervisor and head of Marinduque's Provincial Board of Canvassers, has since been replaced by Val Mendoza, the provincial election supervisor of Romblon, although it is unclear whether Mendoza assumed the position. Villa has since gone into hiding. [2]
