Noxolo Kiviet (born 21 July 1963) is a South African politician who served as the Minister of Public Service and Administration from 2023 to 2024. She was formerly the Deputy Minister of Public Works and Infrastructure from 2019 to 2023 and also served as the Premier of the Eastern Cape from 2009 to 2014.
Kiviet is a member of the African National Congress (ANC) and a former trade unionist. Both before and after her term as premier,she served as Speaker of the Eastern Cape Provincial Legislature from 2004 to 2009 and from 2014 to 2019. Pursuant to the 2019 general election,she became a Member of the National Assembly of South Africa and was appointed to the national executive by President Cyril Ramaphosa. She has also served on the National Executive Committee of the ANC since 2017.
Kiviet was born on 21 July 1963 [1] in Mdantsane in the former Cape Province. [2] She rose to political prominence through the apartheid-era trade union movement in South Africa:she rose through the ranks of the Chemical Workers' Industrial Union as Eastern Cape treasurer from 1991 to 1993 and national deputy chairperson from 1993 to 1997. From 1993 to 1994,she was also treasurer of the Border Kei regional branch of the ANC-aligned Congress of South African Trade Unions. [1]
Kiviet became a member of the legislature in the 1994 general election.[ citation needed ] She also served as provincial treasurer of the ANC's Eastern Cape branch from 1996 to 2003, [1] serving under ANC provincial chairperson Makhenkesi Stofile. Pursuant to the 2004 general election,she was elected as Speaker of the Eastern Cape Provincial Legislature. She held that position until the conclusion of the legislative term in the 2009 general election,after which she was elected to succeed Mbulelo Sogoni as Premier of the Eastern Cape. [3]
Kiviet took office as premier on 6 May 2009, [1] becoming the fifth person and the second woman to hold the job. [2] According to the Mail &Guardian ,her election was unexpected,with Mbulelo Sogoni and Mcebisi Jonas having been viewed as the frontrunners for the position. [2] In June 2012,she was rated as the worst-performing provincial premier by the South African Public Service Commission. [4]
In the next general election in 2014,Kiviet was re-elected to the Eastern Cape Provincial Legislature,ranked 23rd on the ANC's party list, [5] but she was succeeded as premier by Phumulo Masualle and instead was elected to a second term as Speaker. [6] While she was in that position,in December 2017,the ANC's 54th National Conference elected Kiviet to a five-year term as a member of the party's National Executive Committee;by number of votes received,she was ranked 54th of the 80 ordinary members elected. [7]
In the 2019 general election,Kiviet did not seek re-election to the provincial legislature but was instead elected as a Member of the National Assembly,the lower house of South Africa's national Parliament;she was ranked 42nd on the ANC's national party list. [5] After the election,President Cyril Ramaphosa appointed her Deputy Minister of Public Works and Infrastructure. She took office on 30 May 2019 and deputised Minister Patricia de Lille. [8] In December 2022,at the ANC's 55th National Conference,she was re-elected to the National Executive Committee,ranked 43rd by number of votes received. [9]
On 6 March 2023,Ramaphosa announced a cabinet reshuffle in which Kiviet was promoted to Minister of Public Service and Administration. [10] That post which had been filled by Thulas Nxesi in an acting capacity since Ayanda Dlodlo's resignation in 2022.
Kiviet lost her seat in the National Assembly during the 2024 general election as the ANC lost 71 seats and its parliamentary majority. [11]
Kiviet is an alumna of the University of Fort Hare in the Eastern Cape. According to one of her public profiles,she received a Bachelor of Administration,an Honours degree in 2008, [1] and a Master of Public Administration in 2010. [12] However,in March 2023,shortly after Kiviet's appointment as a minister,News24 reported that the University of Fort Hare alleged that Kiviet had not completed a Bachelor of Administration,nor any other undergraduate degree. On these grounds,the university alleged that Kiviet had enrolled in her two postgraduate degrees –the Honours and Master's degrees –fraudulently. [12] [13] Kiviet denied this allegation,but Ramaphosa authorised the Special Investigating Unit to investigate a possible "degree-conferring scam" at the University of Fort Hare. [12]
Mbulelo Sogoni is a South African politician. A member of the African National Congress (ANC),Sogoni became the fourth Premier of the Eastern Cape on 25 July 2008 when he replaced Nosimo Balindlela until he was succeeded by Noxolo Kiviet on 6 May 2009 following 2009 election. Sogoni entered politics in the trade union movement during apartheid in South Africa and unsuccessfully lobbied for Thabo Mbeki to remain President of the ANC during the 2007 National Conference.
Godfrey Phumulo Masualle is a South African politician from the Eastern Cape who has represented the African National Congress (ANC) in the National Assembly since May 2019. He was Deputy Minister of Public Enterprises from May 2019 to March 2023,and before that he was the sixth Premier of the Eastern Cape from May 2014 to May 2019.
Mcebisi Hubert Jonas is a South African politician and businessman who was the Deputy Minister of Finance of South Africa between May 2014 and March 2017. He is best known as a state capture whistleblower. In 2016,he publicly alleged that the Gupta brothers had offered him the post of finance minister under President Jacob Zuma.
Tokozile Xasa is a South African politician who was the Minister of Sport and Recreation from February 2018 to May 2019. Before that,she was the Minister of Tourism from March 2017 to February 2018. A member of the National Assembly between 2009 and 2019,she took office as South African Ambassador to Belgium in February 2021.
Makgabo Reginah Mhaule is a South African politician from Mpumalanga who is currently serving as Deputy Minister of Basic Education. She has represented the African National Congress (ANC) in the National Assembly since 2018.
Lubabalo Oscar Mabuyane is a South African politician who has been serving as the seventh Premier of the Eastern Cape since May 2019. He was previously Member of the Executive Council (MEC) for Economic Development,Environmental Affairs and Tourism in the Eastern Cape provincial government from May 2018 to May 2019.
Sindiswa Griselda Gomba is a South African politician who was the Eastern Cape MEC for Health from 2019 to 2021. She became a Member of the Eastern Cape Provincial Legislature in March 2019. Gomba is a member of the African National Congress (ANC) and previously served as a municipal councillor of the Buffalo City Metropolitan Municipality.
Pemmy Castelina Pamela Majodina is a South African politician from the Eastern Cape. A member of the African National Congress (ANC),she has been the Minister of Water and Sanitation since July 2024. Between May 2019 and June 2024,she was the Chief Whip of the Majority Party in the National Assembly of South Africa.
Nomakhosazana Meth is a South African politician who is Minister of Employment and Labour. She has been a Member of the National Assembly of South Africa since 2024,representing the African National Congress. Prior to serving in parliament,Meth was an ANC representative in the Eastern Cape Provincial Legislature and held posts in the province's Executive Council. She was also previously both the speaker and mayor of the OR Tambo District Municipality and the speaker of the Mbizana Local Municipality.
Priscilla Tozama Mantashe was a South African politician from the Eastern Cape. A member of South Africa's governing party,the African National Congress,she served as a Member of the National Assembly of South Africa from 2014 until her death in 2021. She was the sister of Gwede Mantashe,the ANC's national chairperson and the Minister of Mineral Resources and Energy.
Nonceba Kontsiwe is a South African politician and a veteran African National Congress (ANC) member of the Eastern Cape Provincial Legislature. On 9 March 2021,Kontsiwe was appointed as the Member of the Executive Council (MEC) responsible for Human Settlements by premier Oscar Mabuyane. During a cabinet reshuffle on 16 August 2022,Kontsiwe was appointed as the MEC for Sports,Recreation,Arts and Culture. She was appointed MEC for Rural Development and Agrarian Reform after the 2024 general election.
Nonkqubela Ntomboxolo Pieters is a South African politician and educator who has been the Eastern Cape's Member of the Executive Council (MEC) for Economic Development,Environmental Affairs and Tourism since 2024 and a member of the Eastern Cape Provincial Legislature since 2019,representing the African National Congress (ANC). She previously served as the MEC for Human Settlements from 2019 to 2021 and then as the MEC for Rural Development and Agrarian Reform from 2021 until 2024. Pieters served as the speaker of the Cacadu District Municipality from 2006 to 2018.
Prince Zolile Burns-NcamasheAa! Zweliyajika! is the son of Chief Sipho Burns-Ncamashe Aa! Zilimbola!,a South African politician and a member of the South African National Assembly for the African National Congress. Following the death of ANC MP Tozama Mantashe,he assumed a position in the National Assembly as the next MP on ANC's Eastern Cape list.
Nokuzola Gladys Tolashe,also known as Sisisi "Sisi" Tolashe,is a South African politician from the Eastern Cape. She is the current Minister of Social Development since June 2024. She was also elected as president of the African National Congress (ANC) Women's League in July 2023. In government,Tolashe was the Deputy Minister in the Presidency for Women,Youth and Persons with Disabilities from March 2023 to 30 June 2024.
The Executive Council of the Eastern Cape is the cabinet of the executive branch of the provincial government in the South African province of the Eastern Cape. The Members of the Executive Council (MECs) are appointed from among the members of the Eastern Cape Provincial Legislature by the Premier of the Eastern Cape,an office held since the 2019 general election by Oscar Mabuyane of the African National Congress (ANC).
Pumelele Ndamase is a South African politician and former public servant who has represented the African National Congress (ANC) in the Eastern Cape Provincial Legislature since March 2016. He was secretary of the provincial legislature from 2009 to 2014 and before that he represented the ANC as a councillor in the Eastern Cape's OR Tambo District Municipality.

Xoliswa Sandra Tom is a South African politician who represented the African National Congress (ANC) in the National Assembly from 2014 to 2019. During that time she served as Chairperson of the Portfolio Committee on Arts and Culture. Before her election to the national legislature,Tom represented the ANC in the Eastern Cape Provincial Legislature,including as the Eastern Cape's Member of the Executive Council (MEC) for Sport,Recreation,Arts and Culture under Premier Noxolo Kiviet from 2009 to 2014.
Mary Nombulelo Mabandla was a South African politician who represented the African National Congress (ANC) in the Eastern Cape Provincial Legislature from May 2009 until her death in September 2011. During that time,she served as the Eastern Cape's Member of the Executive Council (MEC) for Human Settlements between May 2009 and November 2010. Before her election to the provincial legislature,Mabandla was an ANC Youth League activist and a local councillor in Mhlontlo Local Municipality,her hometown.
