The Panje-Dongri wetlands is located in the coastal town of Uran, Navi Mumbai [1] in Raigad district of Maharashtra in India. [2] It is a major bird watching site in Mumbai Metropolitan Region. [3] The wetland is home to 1.4 lakhs migratory birds in the winter. It is the last surviving wetland at Uran. [4]

The core wetland area at Panje covers 213 hectares and consists of foraging and roosting areas of several bird species. The buffer area of 157 hectares is mangroves. [5] Panje consists of a mix of habitats including freshwater and saline marshes, reeds, mangroves, grasslands and scrub — make it a fine birding place. [6]

The Panje wetlands are notified and protected under the Maharashtra National Wetland Atlas 2011. [5] In 2015, The State Wildlife Board approved the creation of a bird sanctuary at Panje-Funde near Uran. [7]

A film documenting the flora and fauna of this wetland was made by Aishwarya Sridhar-a young wildlife film maker. The film is called ''Panje-The Last Wetland''. [8] [9]

Flora and fauna

The area is home to large numbers of coconut trees and mangroves. It is also the foraging and roosting area for several bird species like lesser sand plover, curlew sandpiper, little stint, gull-billed tern, brown-headed gull, [5] black-headed gull, Heuglin's gull, blue-tailed bee-eater, lesser flamingo, greater flamingo, purple moorhen, Eurasian curlew, ruddy shelduck, common shelduck, Eurasian coot, spot-billed bucks, pheasant-tailed jacana, bar-tailed godwit, black-tailed godwit, ruff, marsh sandpipers, [10] scaly-breasted munia, tricoloured munia, red avadavat, Indian skimmer, the Asian desert warbler, the bristled grassbird, Caspian plover [6] and many more. Also, one can see as many as 800-900 flamingoes at Panje coastal village during the months of October–March. [11]

In 2018, two rare wetland birds of the species red-necked phalarope were seen at Panje after a gap of 15 years. [12]

Mammals include the Indian grey mongoose, gerbil, jungle cat, Indian fox and Indian jackal.

Reptiles found are the common rat snake, Indian cobra, checkered keelback, buff striped keelback, rock python, common krait, Russell's viper and saw scaled viper.

Fishing

Panje wetland is rich in terms of fish catch. The Uran wetlands serve as a fish breeding ground and the main livelihood of the local people is fishing. [13]

Controversy

Around 85% of Uran’s wetlands have been destroyed. [12] Recurring cases of mangrove destruction (9500 trees) and reclamation of wetlands have happened at Uran. Recently illegal landfills are on the rise and the wetlands are being slowly assimilated in the coastal city. This unprecedented land development and urbanization are creating concerns about the impact on the environment. This is because the wetlands serve as a natural sponge absorbing excess rainfall and doing its bit to reduce pollution. Wetlands are under threat due to exponential expansion of real-estate projects in Mumbai Now a day, land encroachment and land alteration are the important aspect of threats for Panje wetlands and the Bombay Natural History Society (BNHS) had also published a report stating the protection of Panje wetlands due to its proximity to the Navi Mumbai International Airport. [5] [14] [15]

The wetland is a part of the Navi Mumbai Special Economic Zone and in the entire wetland a boundary has been created by the economic zone. [13]

In September 2018, City and Industrial Development Corporation of Maharashtra shut the high tide water ingress to the Panje Wetlands. [1] The barrier was built in the year 1991 with help from Indian Institute of Technology, Bombay as a flood control mechanism. It shuts automatically during high tide and opens during low tide, remaining closed throughout the monsoon months. However, in the last week of September, some gates were damaged and the barrier was shut down, starving water supply into the mangroves. [16] Around 60% of the Panje wetlands dried up. [17] Navi Mumbai residents and environmentalists filed a complaint with the state highlighting the development corporation's actions. This led to the HC appointed state mangrove committee to issue directions to stop reclamation activities at Uran to protect bird habitats. [10] On October 6, 2018, development corporation opened 10 of the 76 sluice gates. [4] But environmentalists complained it wasn’t enough to sustain the wetland. Vanashakti (a non-governmental organization) filed a contempt petition against the development corporation under its original petition to safeguard wetlands in Maharashtra. On October 10, 2018, a day before the Bombay High Court appointed wetland grievance redressal committee was to hear the matter, the development corporation vice chairman and managing director instructed his engineering team to open the majority of the gates at Panje. Seventy gates were opened and the wetland, mangroves, and holding pond area were partially restored. [16]

Panje is the last surviving wetland of Uran. [3]

Panvel is a city and taluka in Raigad district of Maharashtra, India. It is highly populated due to its closeness to Mumbai. Panvel is also governed for development purpose by the body of Mumbai Metropolitan Region. Panvel Municipal Corporation is the first Municipal Corporation in Raigad and the 27th Municipal corporation of Maharashtra State.

The Dronagiri is a node of Navi Mumbai in Raigad district. It is located at the Southern tip of Navi Mumbai metropolis and spread over 1,250 hectares of land. The zone is located to the east of Uran town in Navi Mumbai, and is bound by the Karanja River on the south-east. Residential areas are located to the west and north-west of the zone, while the Jawaharlal Nehru Port (JNPT) area and township are located towards the north of the zone. The zone is adjacent to the JNPT port, and is located farthest from the central business districts of Belapur, Nerul and Vashi. The Mumbai Trans Harbour Link, also known as the Sewri–Nhava Sheva Trans Harbour Link, is an under-construction 21.8 km (13.5 mi) 6-lane access-controlled expressway grade road bridge, which will connect Mumbai with Navi Mumbai, its satellite city. When completed, it would be the longest sea bridge in India. The bridge will begin in Sewri, South Mumbai, will cross Thane Creek north of Elephanta Island, and will terminate at Chirle near Nhava Sheva. The road will be linked to the Mumbai–Pune Expressway in the east and to the under-construction Coastal Road in the west. The 6-lane highway will be 27 meters in width, in addition to two emergency exit lanes, edge strip, and a crash barrier.

The Navi Mumbai Metro is a rapid transit system under construction in the Indian city of Navi Mumbai, Maharashtra. The planning and construction of the Navi Mumbai Metro is being overseen by the City and Industrial Development Corporation (CIDCO). The system is planned to consist of five rail lines covering a total distance of 106.4 kilometres (66.1 mi). The foundation stone for the project was laid on 1 May 2011; following construction delays, the metro's first line was projected to open in 2020. However, due to the ongoing COVID-19 pandemic, which caused lockdowns, curfews, and lack of labour, which resulted in several delays in construction, the deadline is pushed to 2022 for completion of the first line of Navi Mumbai Metro. The metro's rolling stock are being provided by CSR Zhuzhou.

Ulwe is a node of Navi Mumbai situated beside Belapur and Nerul and home to Navi Mumbai International Airport officially named DB Patil International Airport. It is developed and maintained by CIDCO. Line 1 of the Navi Mumbai Metro is part of the rapid transit rail system for the city of Navi Mumbai, India. The 23.40 km line consists of 20 metro stations from Belapur to Khandeshwar. It is expected to cost 4,163 crore (US$520 million). On 7 May 2021, State-run town planning authority CIDCO conducted a successful trial run on the approach route to and the test track at Taloja metro depot, and claimed that it was "successful in all respects". The metro was supposed to be operational by 2016, but it yet to be opened till today.

Navi Mumbai Airport Influence Notified Area (NAINA) is a proposed planning area in Raigad district of Maharashtra, an Indian state. City and Industrial Development Corporation of Maharashtra Limited (CIDCO) has been appointed planning authority for the same. It comprises approximate 170 villages in Pen, Panvel, and Uran talukas of Raigad district. The city will consist of small cities that will be hubs for agro-farming, education, trade, information technology, services, medical treatment, etc. This city is being developed in fulfilment of the conditions under which environmental clearances were given by the Ministry of Environmental & Forest (MoEF), Government of India that development plan for Navi Mumbai be modified to prevent unplanned development in the vicinity of the proposed airport. NAINA enjoys proximity of Navi Mumbai and has influence of Navi Mumbai International Airport (NMIA), JNPT and proposed transport corridors viz. Multi Modal Corridor, Mumbai Trans Harbor Link (MTHL), Dedicated Freight Corridor (DFC), SPUR etc.

Uran City railway station is a proposed railway station in Raigad district, Maharashtra. Its code is UNCT. It serves Uran City a node of Navi Mumbai.

The Nerul–Uran line which is also known as Port line of the Mumbai Suburban Railway is a railway line serving between CBD Belapur and Nerul in Navi Mumbai with Uran in Navi Mumbai of India, which is attached to the Harbour line. It was inaugurated on 11 November 2018. Daily services started on 12 November 2018.

Aishwarya Sridhar is an Indian wildlife photographer, wildlife presenter, and documentary filmmaker residing in Navi Mumbai. She is the youngest girl to have won the Sanctuary Asia- Young Naturalist Award and the International Camera Fair. Award. In 2020, Aishwarya became the first Indian woman to win Wildlife Photographer of the Year award. She is also a member of the State Wetland Identification Committee appointed by the Bombay High Court. Her works have been featured in BBC Wildlife, The Guardian, Sanctuary Asia, Saevus, Hindustan Times, Mumbai Mirror, Digital Camera, Mathrubhumi and Mongabay.
