Andrew Mark Cuomo is an American lawyer and politician who served as the 56th governor of New York from 2011 to 2021. A member of the Democratic Party,he was elected to the same position that his father,Mario Cuomo,held for three terms. In 2021,Cuomo resigned from office amidst numerous allegations of sexual misconduct and covering up COVID-19 deaths in nursing homes. At the time of his resignation,he was the longest-serving governor in the United States still in position.

Previously,Hwang as a member of the Connecticut House of Representatives for the 134th District in the Connecticut General Assembly. Hwang became a state representative in 2008 and won re-election in 2010 and 2012. He was elected to the state Senate in 2014 and subsequently reelected. He is the assistant Senate Minority Leader.

The Strengthening the Tenth Amendment Through Entrusting States (STATES) Act was a bill proposed in the 115th United States Congress that would recognize legalization of cannabis and the U.S. state laws that have legalized it through their legislatures or citizen initiative. It was introduced on June 7,2018 by Senators Cory Gardner and Elizabeth Warren. A companion bill was introduced the same day in the House of Representatives,sponsored by Earl Blumenauer and David Joyce. The act would amend the Controlled Substances Act of 1970 to exempt from federal enforcement individuals or corporations in states who are in compliance with U.S. state,U.S. territory and the District of Columbia,or tribal law on cannabis,with certain additional provisions such as minimum ages. The banking provisions of the STATES Act have been reintroduced as the Secure and Fair Enforcement (SAFE) Banking Act of 2019 in the 116th U.S. Congress by Ed Perlmutter in the House,and by Jeff Merkley in the Senate. As of September 18,2019,the House bill had 206 cosponsors,and the Senate bill had 33 cosponsors.

The Office of Cannabis Management is a state agency established upon passage of the Marijuana Regulation and Taxation Act (MRTA) to implement a regulatory framework for medical and adult-use cannabis in the state of New York,along with hemp regulations as well. It was announced by Governor Andrew Cuomo in the January 2019 State of the State address. The office is charged with the regulation and taxation of the cannabis industry in the State of New York,following the legalization of recreational cannabis which was signed into law by Governor Cuomo on March 31,2021. Tax revenue taken in by the agency was estimated by the Governor to start at $83 million in 2021 and rise to $300 million at full implementation in 2023.
