Phone fraud, or more generally communications fraud, is the use of telecommunications products or services with the intention of illegally acquiring money from, or failing to pay, a telecommunication company or its customers.

Many operators have increased measures to minimize fraud and reduce their losses. Communications operators tend to keep their actual loss figures and plans for corrective measures confidential. [1]

According to a 2011 survey by CFCA, an industry group created to reduce fraud against carriers, the five top fraud loss categories reported by operators were: [1]

Phreaking is a slang term coined to describe the activity of a culture of people who study, experiment with, or explore telecommunication systems, such as equipment and systems connected to public telephone networks. The term phreak is a sensational spelling of the word freak with the ph- from phone, and may also refer to the use of various audio frequencies to manipulate a phone system. Phreak, phreaker, or phone phreak are names used for and by individuals who participate in phreaking.

Caller identification is a telephone service, available in analog and digital telephone systems, including voice over IP (VoIP), that transmits a caller's telephone number to the called party's telephone equipment when the call is being set up. The North American Numbering Plan (NANP) is a telephone numbering plan for twenty-five regions in twenty countries, primarily in North America and the Caribbean. This group is historically known as World Zone 1 and has the telephone country code 1. Some North American countries, most notably Mexico, do not participate with the NANP.

Premium-rate telephone numbers are telephone numbers that charge callers higher price rates for select services, including information and entertainment. A portion of the call fees is paid to the service provider, allowing premium calls to be an additional source of revenue for businesses. Tech support, psychic hotlines, and adult chat lines are among the most popular kinds of premium-rate phone services. Other services include directory enquiries, weather forecasts, competitions and ratings televoting. Some businesses, e.g. low-cost airlines, and diplomatic missions, such as the US Embassy in London or the UK Embassy in Washington, have also used premium-rate phone numbers for calls from the general public.

Telephone calls started in the late 19th century. As technology has improved, a majority of telephone calls are made over a cellular network through mobile phones or over the internet with Voice over IP. Telephone calls are typically used for real-time conversation between two or more parties, especially when the parties cannot meet in person.

A toll-free telephone number or freephone number is a telephone number that is billed for all arriving calls. For the calling party, a call to a toll-free number from a landline is free of charge. A toll-free number is identified by a dialing prefix similar to an area code. The specific service access varies by country.

In telecommunications, directory assistance or directory inquiries is a phone service used to find out a specific telephone number and/or address of a residence, business, or government entity.

A telephone numbering plan is a type of numbering scheme used in telecommunication to assign telephone numbers to subscriber telephones or other telephony endpoints. Telephone numbers are the addresses of participants in a telephone network, reachable by a system of destination code routing. Telephone numbering plans are defined in each of the administrative regions of the public switched telephone network (PSTN) and in private telephone networks.

In telecommunications, a long-distance call (U.S.) or trunk call is a telephone call made to a location outside a defined local calling area. Caller ID spoofing is a spoofing attack which causes the telephone network's Caller ID to indicate to the receiver of a call that the originator of the call is a station other than the true originating station. This can lead to a display showing a phone number different from that of the telephone from which the call was placed.

Telemarketing fraud is fraudulent selling conducted over the telephone. The term is also used for telephone fraud not involving selling.

Telephone numbers in Canada follow the fixed-length format of the North American Numbering Plan (NANP) of a three-digit area code, a three-digit central office code, and a four-digit station or line code. This is represented as NPA NXX XXXX.

National conventions for writing telephone numbers vary by country. The International Telecommunication Union (ITU) publishes a recommendation entitled Notation for national and international telephone numbers, e-mail addresses and Web addresses. Recommendation E.123 specifies the format of telephone numbers assigned to telephones and similar communication endpoints in national telephone numbering plans.

An 809 scam is a form of phone fraud which exploits the tendency of telephone subscribers in Canada and the United States to presume that a number in the familiar North American Numbering Plan format of 1-NPA-NXX-XXXX is a domestic call at standard rates because of the absence of the 011- international prefix which normally indicates an overseas call.

STIR/SHAKEN, or SHAKEN/STIR, is a suite of protocols and procedures intended to combat caller ID spoofing on public telephone networks. Caller ID spoofing is used by robocallers to mask their identity or to make it appear the call is from a legitimate source, often a nearby phone number with the same area code and exchange, or from well-known agencies like the Internal Revenue Service or Ontario Provincial Police. This sort of spoofing is common for calls originating from voice-over-IP (VoIP) systems, which can be located anywhere in the world.
