Sphere [2] (formerly known as the Sphere Project) is a global movement started in 1997 aiming to improve the quality of humanitarian assistance. The Sphere standards are the most commonly used and most widely known set of core humanitarian standards. [3] Sphere's flagship publication is The Sphere Handbook . [4]
The 1990s saw a rapid increase in the international activities of humanitarian agencies. This was particularly the case during Great Lakes refugee crisis in 1994. A growing number of donor and NGO evaluations were critical of the responses and actions of many NGOs. There was growing discussion among humanitarian agencies about the lack of standards for providing humanitarian assistance. Some of the preliminary conclusions of the multi-donor Joint Evaluation of Emergency Assistance to Rwanda [5] were critical of the performance of humanitarian agencies in the Great Lakes crisis. A number of agencies felt that it was time to get their own houses in order and explored the idea of formulating standards for humanitarian response.
Simultaneously, in 1996, discussions were taking place within InterAction and the Steering Committee for Humanitarian Response (SCHR) about a project for setting standards. The members of both organizations decided that it would be a good idea to pool their resources and set up a joint project. Thus, in 1997, the Sphere Project was set up with a management committee made up of representatives from each of the SCHR members and representatives from InterAction. More than 25 percent of the funds for the first phase of the project came from the member agencies of the management committee and the rest from a few government donors. From the beginning, three observers were invited to fully participate in the work of the management committee.

The original objective of the Sphere Project was to develop a humanitarian charter and associated set of minimum standards in collaboration with leading NGOs, interested donor governments and UN agencies, to both disseminate the resultant products widely within the international humanitarian system and to encourage their formal adoption and practice by relief agencies and their donors. In July 1997, the first phase of one year of the project began.
Five sectors were chosen to cover the basic sectors in humanitarian response:
Five sector committees were formed, each with a manager seconded by one of the sponsoring agencies. The sector committees were made up of experts drawn not only from NGOs, but also from the Red Cross and Inter-governmental agencies such as the UNHCR, WHO, and WFP. The sector committees formulated minimum standards of assistance for each of the sectors. [8] The intention of the project was that the setting up of minimum standards would help to improve accountability and the overall quality of humanitarian response to those affected by disasters.
In early 1998, a working group was established to draft the Humanitarian Charter. [9] Its final draft highlighted the importance of three principles in particular:
By May 1998, a draft edition of the handbook was posted on the Internet for comments. Phase 1 was extended by four months to October 1998. [10]
Phase 2 of the project was initiated in November focusing on the publication and dissemination of the standards and the development of training materials. In December, a first draft was published and launched both in Washington, DC, and London. The first draft notes that it was drawn up with the work of some 641 named individuals (plus countless unnamed persons), drawn from 228 organizations, including NGOs, the Red Cross/Red Crescent Movement, academic institutions, the United Nations and governmental agencies. It was posted on the Sphere Project site to allow for wide feedback.
Phase 2 saw the development of extensive training material for using the handbook. The training program focuses "mainly on the day-to-day work of the individual humanitarian practitioner." The main method is to use workshops for humanitarian field staff to facilitate the practical application of the minimum standards. [11]
The handbook was completely revised and a second edition was launched in 2004. [12] In addition an extensive external evaluation was carried out. [13] After 2004, Sphere took on anew form, with an expanded board replacing the project's management committee. Its focus shifted towards facilitating the work of people already using and promoting Sphere at national and regional levels.
In 2016, Sphere ceased its activities as a time-limited project (“the Sphere Project”) to become an independent, non-profit organisation (“Sphere”). [14] The organisation also intensified its efforts on building a global community, bringing together those humanitarian practitioners sharing a commitment to improve the quality and accountability of humanitarian assistance.
In June 2018, Sphere launched a membership campaign, [15] inviting humanitarian organisations to formally participate in its governance. Sphere is currently governed by a General Assembly, composed of all Sphere members, and overseen by an Executive Committee, whose officers are elected among the members by the General Assembly. To reflect the new status, Sphere adopted a new logo. [16]
The Sphere Handbook is Sphere’s flagship publication. It comprises the Humanitarian Charter, the Protection Principles, the Core Humanitarian Standard, and minimum humanitarian standards in four areas of response: Water supply, sanitation and hygiene promotion (WASH); Food security and nutrition; Shelter and settlement; and Health. [4]
The Handbook is likely the most widely known and internationally recognized tool in the field of humanitarian standards. [3] Considering all of its editions, the Sphere Handbook has been translated in more than 30 languages. [17]
The Sphere standards are periodically revised to make sure the Handbook reflects new evidence and evolving practice in the humanitarian sector. [18]
In 2015, Sphere and six other humanitarian standard initiatives formally joined to establish the Humanitarian Standards Partnership (HSP). [19] The aim of the Partnership is to improve the quality and accountability of humanitarian action across all sectors and a harmonized approach to support the user in the application of standards. The HSP organizes joint training opportunities, research initiatives, and outreach activities. It also runs advocacy activities calling for an increased application of humanitarian standards. [20]

From the beginning, a decision was made that an important part of the funding would come from the sponsoring agencies themselves, with the remainder made up of funds from governmental agencies. A little over a quarter of the funds for phase 1 came from the SCHR and InterAction with the rest coming from 10 governments. As the budget expanded in Phases 2 and 3, so did the number of government donors, shifting the balance, with governments contributing about 85% of the funds for the latter two phases.
Although generally well accepted, a number of criticisms have been levelled against Sphere both in terms of its humanitarian charter and minimum standards. The first critique concerns the Sphere charter. As the charter was developed by NGOs, its legal validity has been called into question. The charter recognizes that affected persons have a ‘right of assistance’ and describes the legal responsibility of states to guarantee that right. However, while the ‘right to dignity’ and ‘right to assist’ are clearly established in international law, the legal basis of a ‘right to assistance’ is not entirely clear. Furthermore, the right to life with dignity described in the charter is intimately linked to social, economic and political rights that are not sufficiently addressed in the charter. [27]
A second criticism has been that Sphere’s “one size fits all” approach prevents humanitarians from adapting to the diverse cultural, political and security contexts in which they operate. Medecins Sans Frontieres (MSF), one of the prominent critics of Sphere, argues that Sphere “tend[s] towards being prescriptive, leaving little room for contextual adaption”, and thus is only useful in an ideal situation. Importantly, a number of French humanitarian agencies feared that donors would disburse funding based on fulfillment of Sphere standards, restricting the ability of agencies to demonstrate success in ways that are not open to formal measurement. They felt that the Sphere approach would ignore non-quantifiable aspects of humanitarian action such as solidarity and witnessing and could devalue efforts of the affected population to solve their own problems [28]
Some critics feared that the standards could create unrealistic expectations while ignoring constraints. Failing to meet core Sphere standards could lead to adverse publicity, liability and reprisals. [29]
A final criticism often raised by non-Western parties is that the Sphere standards impose standardization based on “Western” benchmarks. While Sphere does promote close consultation with the affected populations, it imposes very detailed standards that may differ from the wishes of beneficiaries.
CARE is a major international humanitarian agency delivering emergency relief and long-term international development projects. Founded in 1945, CARE is nonsectarian, impartial, and non-governmental. It is one of the largest and oldest humanitarian aid organizations focused on fighting global poverty. In 2019, CARE reported working in 104 countries, supporting 1,349 poverty-fighting projects and humanitarian aid projects, and reaching over 92.3 million people directly and 433.3 million people indirectly.
Humanitarian aid is material and logistic assistance, usually in the short-term, to people in need. Among the people in need are the homeless, refugees, and victims of natural disasters, wars, and famines. The primary objective of humanitarian aid is to save lives, alleviate suffering, and maintain human dignity.
A humanitarian crisis is defined as a singular event or a series of events that are threatening in terms of health, safety or well-being of a community or large group of people. It may be an internal or external conflict and usually occurs throughout a large land area. Local, national and international responses are necessary in such events.
Aid effectiveness is the degree of success or failure of international aid. Concern with aid effectiveness might be at a high level of generality, or it might be more detailed.
The Steering Committee for Humanitarian Response (SCHR) is an alliance made up of chief executive officers representing nine humanitarian networks or agencies.
The Code of Conduct for International Red Cross and Red Crescent Movement and NGOs in Disaster Relief was drawn up in 1992 by the Steering Committee for Humanitarian Response (SCHR) to set ethical standards for organizations involved in humanitarian work. In 1994, the SCHR adopted the code and made the signing of it a condition for membership in the alliance.
There are a number of meanings for the term humanitarian. Here, humanitarian pertains to the practice of saving lives and alleviating suffering. It is usually related to emergency response whether in the case of a natural disaster or a man-made disaster such as war or other armed conflict. Humanitarian principles govern the way humanitarian response is carried out.
International health, also called geographic medicine, international medicine, or global health, is a field of health care, usually with a public health emphasis, dealing with health across regional or national boundaries. One subset of international medicine, travel medicine, prepares travelers with immunizations, prophylactic medications, preventive techniques such as bed nets and residual pesticides, in-transit care, and post-travel care for exotic illnesses. International health, however, more often refers to health personnel or organizations from one area or nation providing direct health care, or health sector development, in another area or nation. It is this sense of the term that is explained here. More recently, public health experts have become interested in global processes that impact human health. Globalisation and health, for example, illustrate the complex and changing sociological environment within which the determinants of health and disease express themselves.
Humanitarian Accountability Partnership International, established in 2003, was the humanitarian sector's first international self-regulatory body. A multi-agency initiative working to improve the accountability of humanitarian action to people affected by disasters and other crises, HAP members ranged from organisations with a mandate for emergency relief and development activities to institutional donors. The organisation aimed to strengthen accountability towards those affected by crisis situations and to facilitate improved performance within the humanitarian sector. The ultimate goal of the organisation was to uphold the rights and the dignity of crisis-affected populations across the world.
Sexual exploitation and abuse in humanitarian response first came to public attention with the release of a report in February 2002 of a joint assessment mission examining the issue. The joint mission reported that "refugee children in Guinea, Liberia and Sierra Leone have been subjected to sexual abuse and exploitation, reportedly by employees of national and international NGOs, UNHCR and other UN bodies..." Humanitarian agencies responded almost immediately with measures designed to prevent further abuse, setting up an inter-agency task force with the objective of "strengthening and enhancing the protection and care of women and children in situations of humanitarian crisis and conflict..." In 2008 there were signs that sexual exploitation and abuse of beneficiaries not only continued, but was under-reported. In January 2010, the ECHA/ECPS task force developed a website devoted to protection from sexual exploitation and abuse (PSEA) by personnel of the United Nations (UN), non-governmental organizations (NGOs) and other international organizations.
ACT Alliance is a global alliance of more than 145 churches and related organisations from over 120 countries created to provide humanitarian aid for poor and marginalized people. 76% of its member organisations are rooted on the global south, 22% in the global north and 2% have a global presence.
The Inter-Agency Standing Committee (IASC) is an inter-agency forum of United Nations and non-UN humanitarian partners founded in 1991 to strengthen humanitarian assistance. The overall objective of the IASC is to improve the delivery of humanitarian assistance to affected populations. The Committee was established following UN General Assembly Resolution 46/182 and resolution 48/57 confirmed that it should be the primary method for inter-agency coordination. The committee is chaired by the Emergency Relief Coordinator.
The Inter-agency Network for Education in Emergencies (INEE) is an open global network of members working together to ensure all persons the right to quality and safe education in emergencies and post-crisis recovery. INEE members are from NGOs, UN agencies, donor agencies, governments, academic institutions, schools, and affected populations.
The Emergency Capacity Building Project is a collaborative capacity-building project aimed at improving the speed, effectiveness and delivery of humanitarian response programs. The ECB Project is a partnership between seven non-governmental organizations (NGOs), and implements programs in one region and four countries known as consortia.
The United Nations World Humanitarian Summit (WHS) was held in Istanbul, Turkey, on May 23 and 24, 2016. The summit was an initiative of the Secretary-General of the United Nations Ban Ki-moon and was organized by the United Nations Office for the Coordination of Humanitarian Affairs.
The Core Humanitarian Standard on Quality and Accountability (CHS) sets out nine commitments for humanitarian and development actors to measure and improve the quality and effectiveness of their assistance. The CHS places communities and people affected by crisis at the centre of humanitarian action. Humanitarian organisations may use it as a voluntary code with which to align their own internal procedures. It can also be used as a basis for verification of performance.
Emergency sanitation is the management and technical processes required to provide sanitation in emergency situations. Emergency sanitation is required during humanitarian relief operations for refugees, people affected by natural disasters and internally displaced persons. There are three phases of emergency response: Immediate, short term and long term. In the immediate phase, the focus is on managing open defecation, and toilet technologies might include very basic latrines, pit latrines, bucket toilets, container-based toilets, chemical toilets. The short term phase might also involve technologies such as urine-diverting dry toilets, septic tanks, decentralized wastewater systems. Providing handwashing facilities and management of fecal sludge are also part of emergency sanitation.
The Core Humanitarian Standard Alliance, known as the CHS Alliance, is a network of non-governmental organizations working in humanitarian aid.
The CALP Network is an organisation originating in 2005 and officially launched in 2009 as The Cash Learning Partnership, with the objectives of increasing the scale and quality of Cash and Voucher Assistance (CVA) employed by humanitarian agencies around the world to deliver aid. CVA encompasses aid delivered as cash, or vouchers exchangeable for goods and services, directly to recipients, and represents an increasingly significant aid modality amounting to 21% of total international humanitarian assistance expenditure in 2022. CALP works to build CVA capacity within aid organisations, especially by providing training and e-learning; coordinates the use of CVA by agencies; compiles and shares knowledge and research; and contributes to the development of policy environments encompassing CVA.
The Sphere Handbook: Humanitarian Charter and Minimum Standards in Humanitarian Response often called the Sphere Standards is a textbook of minimum standards in humanitarian aid published by the Sphere Association.
