The Western Australian Legislative Council is the upper house of the Parliament of Western Australia, a state of Australia. It is regarded as a house of review for legislation passed by the Legislative Assembly, the lower house. The two Houses of Parliament sit in Parliament House in the state capital, Perth.

The Greens (WA) was formed following the merger of the Western Australian Green Party with the Green Earth Alliance composed of the Vallentine Peace Group and Alternative Coalition in 1990. A member of the Australian Labor Party, she was elected to the Western Australian Legislative Council in 1993, moving to the Legislative Assembly in 1996, where she served as a senior minister in the Gallop state Labor government. She resigned from state politics in July 2010 in an unsuccessful attempt to win the federal seat of Canning at the 2010 federal election, then moved to local politics as the mayor of the City of Vincent from 2011 to 2013. She was elected to the federal seat of Perth at the 2013 federal election, though did not contest the seat at the 2016 federal election. She returned to Western Australian state politics at the 2017 state election as a Legislative Council member for the North Metropolitan region.

The eight-and-a-half-year two-term incumbent Liberal–WA National government, led by Premier Colin Barnett, was defeated in a landslide by the Labor opposition, led by Opposition Leader Mark McGowan.
The Minor Party Alliance (MPA) is a collaborative undertaking of small Australian political parties, created by Glenn Druery's "Independent Liaison" business, which assists in organising preference meetings and negotiating preference flows between minor parties in Australia. The aim of the Alliance is the election of Alliance candidates to Australian upper houses based upon the accumulation of their primary votes and the registered "above-the-line" party preferences to reach an electoral quota. For the Australian Senate, the quota for a half-Senate election in each State is normally 14.3%. The MPA effectively aims to "game" the electoral system, an act it believes to be justified, based upon their perception that the Australian electoral system is unfair and heavily biased against minor parties.

He was elected at the 2017 Western Australian election to represent the East Metropolitan Region in the Western Australian Legislative Council from 22 May 2017 for Pauline Hanson's One Nation. He was elected for four years, with Legislative Council terms beginning on 22 May 2017. In June 2019, Smith resigned from One Nation to sit as an independent. In May 2020 he joined the Western Australia Party, and will stand as their candidate at the 2021 state election.
